Support biodiversity conservation and ecosystem services in relevant land and seascapes\n\nA. Protect and maintain biological diversity and eco-systems in under-resourced Protected Areas\n\nThis subcomponent will be implemented through grants to two priority under-resourced protected areas, namely: i. Pomene National Reserve; and ii. the recently established Maputo Environmental Protected Area. The parks were chosen in close discussions with MTA, ANAC, and MIMAIP with the main selection criteria being the need for funding for each respective park. \n\nB. Promote the effective establishment of existing but currently un-managed Paper Parks\n\nThis sub-component will cover two conservation areas and two coutadas, namely the Lago Niassa Partial Marine Reserve, The Malhazine Ecological Park, and Coutadas 4 and 13 outside Manica.\n\nThis subcomponent will be implemented in two stages. Phase one will be implemented by the BIOFUND Sida Program Unit and entails the discussions with the appropriate authorities for these CAs, and then preparing and running a tender for management partners.\n\nFor Lago Niassa, Biofund will work with the relevant authorities at central and local levels, to launch a tender for a co-management private partner for the Lake Niassa Reserve and provide co-funding to kick start this initiative, through the current proposed program.\n\nFor Malhazine, Biofund will work with the legal authority- the Maputo Municipal Council- to set up a co-management arrangement for the MEP, helping to find and fund or co-fund, an appropriate partner for the initiative.\n\nFor the two coutadas, both outside of Manica, Biofund will support ANAC to launch a public tender process to find suitable operators. Aftewards they will directly finance the initial restoration and, organizational set-up to start restoring the areas as functional and productive ecosystems, that can be managed for the long-term benefit of communities and biodiversity.\n\nStage two will then be run by the implementing partner identified, as a grantee or co-grantee of the Foundation.\n\nC. Support to privately managed Protected Areas\n\nThe strategy for private protected areas goes beyond the support to finding new concession holders. It also focuses on diversifying the sources of income for these nature-based businesses away from the conservation hunting model.\n\nThis Sub-component will be implemented in two-phase. Phase one will be done in collaboration with ANAC in preparing and launching tenders for these areas.\n\nPhase Two, will be implemented through a matching grant program with the selected operators rather than a pure grant process. This part of the program will be supported by the Innovative Financing Directorate of Biofund.\n\nD. Promote and support new Protected Areas\n\nThis sub-component will be implemented via specific new grant programs to support the creation of new CAs of any of the categories listed, to be carried out by the Sida program unit.\n\nTo enhance sustainability, grants will be given to partner organizations who already have a presence and a track record in the conservation and already have a degree of co-funding available. Specific conditions and criteria will be developed at the beginning of the project.\n\nE. Ecological monitoring\n\nEssential ecological monitoring programs will be designed in collaboration with the Biofund Scientific Committee and other relevant partners. This group will then, together, select implementation partners to be funded with the purpose of carrying out the relevant studies. This activity will be overseen by the M&E Department of Biofund, that will need partial support from a specific technical lead for ecological monitoring.\n\nSub-program 2. Support innovative financing mechanisms to improve biodiversity value and productivity in relevant protected land and seascapes\n\nA. Establishment of a Biodiversity Offsets Unit\n\nBiofund has been working on this subject together with other partners for over 7 years in the country and has worked closely with the government in developing the necessary legislation and regulations for its application. The Biodiversity Offsets Ministerial Diploma was approved by the Government of Mozambique in December 2021 and was published in May 2022. In short, the offsets are a way to force industry and companies to pay for the biodiversity impact that their production and operation creates. \n\nThe law was recently passed and while it shows potential for increasing the available financing for biodiversity conservation efforts - it also poses a risk towards appetite for business in Mozambique. The country already has a weak private sector and further pushing on the businesses could reduce the willingness to invest. The Embassy is aware of this risk and will have this as a talking point during the annual meetings, bringing up the reception of the law among the private sector, the willingness to pay for the offsetting, and how Biofund thinks the law affects appetite for business in Mozambique.\n\nB. Diversifying the sources of income to support biodiversity conservation\n\nThis sub-component will be implemented directly by the Innovative Financing Directorate of Biofund, following the current incubation process for new conservation revenue streams (feasibility, strategy, pilots, and upscaling). \n\nFor carbon for example,  Biofund will help coordinate scoping studies and assessments, and support PAs in assessing potential carbon partnerships. For game farming, Biofund will pass on the lessons learned from its pilot project in the Futi Corridor as well as work with ANAC and others on improving legislation in this area. The specific measures for each new stream will be tailored according to their current state of development.\n\nC. Diversifying the sources of income to support biodiversity conservation\n\nA large part of component 2 will be used to establish and support community conservation areas, a new form of organisation where a number of communities can band together to create a legal entity that in turn can apply for conservation area concessions. Within the scope of the project, the two initial areas will be the Futi corridor, and hunting concession 7 of the Niassa reserve. The first of these was visited by the embassy on the 1st of November, providing an opportunity to create a better understanding of both the process itself as well as what opportunities the communities themselves see.\n\nIn these community conservation areas, the communities can work together with the private sector to create opportunities for tourism, game hunting, livelihoods, and other income streams. These income streams can then be used to improve the living conditions of the people living in the communities, for example through game fencing, services for tourism, or smaller infrastructure improving quality of life. This part of the project is a testament to Biofunds approach towards biodiversity conservation that includes and promotes participation of the local communities. The Embassy will during the project period work together with Biofund to see if more community areas can be created, as it is a strong mitigating measure towards the risk of bypassing or not including the poor in the project implementation.\n\nSupport from Biofund will for the Futi conservation area be provided to initial infrastructure in the form of game-fencing aiming at reducing human wildlife conflict, provision of of game protection to allow the wildlife to grow and develop, and by doing so, create the basis for sustainable development in the affected community. An international organization (Conserve Global) has already signed an agreement with the community to support the setup of this area, once the game fencing is in place. The details for hunting concession 7 are not yet decided.\n\nSupport will also come from the government through ANAC to ensure that the agreements between the communities and the private sector are fair and reasonable, this is extra important due to the communities having little to no experience of agreements from before.\n\nSub-program 3. Strengthen biodiversity conservation management through Policies and Human Development\n\nA. Policy Support\n\nThis sub-component will be implemented by project unit at Biofund, by giving support to national policy processes, including workshops, policy papers, discussions and negotiations, and participation in key national, regional, and international meetings, as well as capacity building to ANAC and MIMAIP at national and local levels, as deemed necessary.\n\nB. Conservation Leadership Programme (PLCM)\n\nThe PLCM has been managed by Biofund since its inception, with a specialized 2-person unit. However, the MozBio2 project which has been funding it, is winding down and the continuity of the program needs to be secured.\n\nIt is proposed that the current program provides continuity to this initiative that provides training, skills and potential job opportunities for young conservation professionals. With continued support the program will be able to extend the provision of interns to protected areas and other management institutions, along with a new support mechanism for 2 years of initial support for young professionals within the conservation areas themselves and within ANAC. The program would also support and extend training programs for existing staff in the protected areas Network to upgrade their skills in local and regional institutions, to strengthen the capacity of the beneficiary protected areas.\n\n\n\nBiofund Programme Management Support\n\nCapacity will be strengthened for communications, partnerships, and monitoring and evaluation at the Biofund secretariat. The implementation will be done with the support from the project unit at Biofund to be established during the inception phase. Similarly, to cover the social and environmental safeguards, it will be necessary to reinforce the current Biofund safeguards unit, with staff and training. The Biofund mechanism for dispute resolution lies under the Biofund safeguards unit and the Embassy has emphasised it's position on the need for a proper, well-functioning, and robust grievance mechanism.\n\nBoth the communication and M&E strategies are under approval and will be used to structure and implement this program components.\n\n\n\nExpected measurable results\n\nBy 2027:\n\n- the management units of Pomene National Reserve, Lake Niassa Partial Reserve, APA Maputo, Malhazine Park and 2 community conservancies are established and with sufficient technical capacities and skills to manage sustainably the biodiversity and ecosystems in these conservation and protected areas.\n\n- the biodiversity of at least 675.5 thousand hectares within PAs are under protection and managed in a sustainable manner.\n\n- a national census of large terrestrial mammals is carried out as a means to improve mechanisms to monitor ecological performance of PAs, and an eDNA[1] analysis in all marine protected areas is undertaken to inform biodiversity conservation.\n\n- alternative revenue streams for nature-business initiatives are identified and piloted in at least two (2) conservation and protected areas.\n\n- the requirements and framework to establish protected areas in Key biodiversity Areas (KBAs), falling outside currently designated PAs, are developed, and communicated for further legal declaration. \n\n- at least six communities in the program target areas adopt and implement climate adaptation measures.\n\n- young conservation professionals have improved skills and knowledge in biodiversity conservation and the capacities of protected areas are enhanced.\n\n- public awareness and capacities on biodiversity conservation and climate adaptation tools and best practices are improved, through appropriate communication of biodiversity conservation and climate resilience outcomes.\n\n- gender mainstreaming and inclusion strategies as well as benefit sharing mechanisms are developed and implemented in the program target areas and disseminated for scale up and institutionalization in other protected areas.\n\nDuring the project time, BD policies and strategies are developed and submitted for approval by relevant government entities e.g., the updated conservation policy, the national biodiversity financing strategy, and the new forest conservation, and restoration of\nbiodiversity and its ecosystem services.\n\nBetter equipped reserves for better management of Pomene national reserve and APA Maputo\n\nThe programme has supported Pomene national reserve with thirteen new tents for rangers, four new laptops, furniture for the offices, and twenty-five uniforms. \n\nFor APA Maputo, the programme has supported the administration with twelve new tents and training of the rangers as well as the salaries for the key functions from end of November and onwards (Warden and Law enforcement officer). \n\nThe equipment, staff and training has provided for a better and more professional working environment and that a larger area can be monitored more efficiently and with better quality (i.e., with advanced surveillance and enforcement techniques) p9-10.  \n\nThe programme has also equipped both protected areas with a car (Toyota Land Cruiser) which are instrumental in the operations for example in combating illegal practices such as poaching, facilitating monitoring efforts and providing logistical support to the field teams as well as to respond to emergency situations. p3 &10. \n\nEnvironmental education, community-based management, and outreach\n\nThe support to administrative costs has made it possible to conduct seminars in APA Maputo to create awareness, foster discussions and lay the grounds for local ownership of conservation activities. \n\nFor example, lectures on beach maintenance, effects of climate change and cleanup campaigns p12\n\nIn Pomene a reforestation campaign was organisied together with the local authorities and 1,7 hectares were replanted. Five cleanup campaigns involving both rangers and students from local agricultural university were organised as well as meetings with the Management committees to strengthen local governance. p7\n\n\n\nBiodiversity Offset programme\n\nThe biodiversity offset component has been active and progressed with several trainings and workshops including GoM and civil society. During 2024 the programme has piloted projects in Maputo National Reserve, Chimani Mani reserve and Liguati forest reserve. In Maputo NR 430 ha of invasive and exotic species (eucalyptus) was removed to clear space for a regrowth of natural species. Monitoring visits were conducted during the year. In Chimanimani, the project developed an action plan for reforestation to support a nursery and engaging the local community in production of seedlings and reforestation activities. Twenty-four community members were trained in seedling production and ecological restoration practices p19.\n\n\n\nSupport to new Carbon legislation\n\nThe programme has supported GoM to develop the new carbon legislation. Consultants were hired to support in the drafting of the legislation and in the consultancy process. The drafts have been discussed and revised on several occasions by the technical task force and is still under discussion. \n\nImplementation of activities and progress in Lago Niassa Partial Reserve and Malhazine has been small to non-existent which continues to be a challenge that needs to be addressed properly. p22&23\n\n\n\nChallenges\n\nImplementation of activities and achievement of results related to Niassa partial reserve and Malhazine park is minimal\u002Fnon-existent. Discussions does not seem to progress, and no decisions are taken. This is to be monitored closely during Aug-Sep 2025 for potential adaptation and adjustment of plans in discussions with Biofund and ANAC. \n\nThe post-election violence and uprising severely affected several protected areas with groups of people vandalizing and violently attacking staff in the reserves. Within the programs coverage, Pomene was severely affected with mobs burning down and stealing infrastructure as well as wee as the violent assault of the head ranger. Except from the physical damage to people and infrastructure the attacks led to the evacuation of staff in the reserve and the remote managing of operations. Goods purchased by the programme such as furniture and gel batteries were stolen or damaged as well as a computer and needs to be replaced. The attacks brought community engagement high on the agenda for ANAC who recognizes a general trend of discomfort and frustration with the nearby communities to protected areas and therefore sees a need to have a stronger ownership and benefit sharing with communities. The programme should continue to discuss this and seize opportunities to, whenever possible, strengthen this work and the support the programme can give to this ambition as it assessed needed, strategic and in line with Sidas priorities. \n\nAttacks in Niassa Reserve\n\nIn April 2025 insurgents moved into the Niassa Reserve and conducted attacks against especially Kambako Safari (two blocks furthest to the East) and Muriri Environment center. PLCM programme had two interns in the area that were quickly and successfully evacuated. The attacks resulted in casualties and material damages (the attacked camps burnt to the ground, including vehicles). Except for these direct impacts the attacks resulted in the cancelling of the tourist (especially hunting tourism) season cancelled and a strong blow to the economy of the tourism sector of the whole area which includes Luwire, Chuilexi as well as incomes to ANAC. \n\nFor the planned support to Chuilexi the attacks meant a reformulation of the application to also take into the consideration the efforts during evacuation as well as reallocation support. For Luwire it might result in adjustments of the budget to cover the staff that cannot be covered with incomes from the tourism business (to be defined exact numbers). \n\nCommunity members in the Chuilexi and Luwire area were evacuated to Mecula and the different operators (including Chuilexi and Luwire) assisted in the evacuation and surveillance of the area in collaboration with military forces. \n\nConsequently, Sida and Biofund has discussed inclusion of a Crisis Modifier budget line in the agreement so that crisis can be managed rapidly. Agreement to be adjusted under second half of 2025. \n\nHighlighted results in 2025 reporting (extracted from the Statement of Report for 2025)\n\n• Strengthened the operational capacity of protected areas through ranger training, institutional capacity development, enhanced law enforcement, and the introduction of digital monitoring systems. For example, the programme supported the training of 40 new rangers and strengthened coordination between ANAC, district authorities, reserve management, and local communities, contributing to improved governance and biodiversity protection in Pomene National Reserve. These interventions contributed to improved evidence-based decision-making for biodiversity conservation and ecosystem management. A notable example is Pomene National Reserve, where four community natural resource management committees were formally legalized and supported to strengthen local governance and community engagement in conservation. The programme also contributed to improved transparency and local financial management through the establishment of community bank accounts in Nhaushua, Minerva, Muchungo, and Pomene. In parallel, sustainable livelihood interventions were implemented, including the training of 32 community members in beekeeping, the establishment of four community apiaries, and the development of water supply systems in buffer-zone communities. These interventions contributed to increased local ownership of conservation efforts, income diversification, mangrove ecosystem protection, and reduced uncontrolled fires. Interventions included the contracting of four community water supply systems and the implementation of a beekeeping programme that provided training, apiaries, and equipment to 32 community members. The programme also strengthened environmental awareness and local engagement through school outreach, environmental clubs, and community dialogue platforms. In addition, benefit-sharing mechanisms were reinforced through the allocation of tourism revenues to buffer-zone communities. Following incidents of social unrest and vandalism, BIOFUND and implementing partners demonstrated adaptability by strengthening coordination with local authorities and community leaders and implementing mitigation measures to support continued programme implementation and community relations. A notable example is the Chimanimani National Park Restoration Pilot, where BIOFUND supported habitat restoration through wildfire management, invasive species control, and the planting of 32,600 native seedlings, while simultaneously creating local employment and strengthening community participation in conservation. In parallel, BIOFUND supported the development of a Biodiversity Offset Management Plan for the Namaacha Wind Farm Project in collaboration with Central Eléctrica de Namaacha, demonstrating how renewable energy investments can integrate biodiversity safeguards and contribute to long-term conservation financing. These initiatives contributed to strengthening the implementation of Mozambiques biodiversity offset framework and promoting increased private sector engagement in conservation. For example, In 2025, the Mozambique Conservation Leadership Program (PLCM) continued to strengthen national conservation capacity by placing 53 interns across 26 conservation institutions throughout the country. The program combined practical field experience, technical supervision, and leadership development to prepare a new generation of Mozambican conservation professionals. Outreach campaigns engaged more than 1,300 young students and graduates, increasing interest in biodiversity conservation careers. A particularly notable example was the experience of Osbone Maquival at Chimanimani National Park, where he helped improve biodiversity monitoring systems and environmental data management while also promoting conservation awareness in local schools.
