In four High Court Justice Cases relating to constriction of outposts were brought by the cooperation partner In all for cases the High Court of Justice instructed the police to open investigations. These rulings are positive in the sense that they might deter authorities involved in illegal construction from continuing such activity, including the unlawful transfer of public funds towards the unlawful construction of outposts. However, the positive effects of these rulings are considerably reduced by the fact that the minister in charge of the Israeli police is a engaged in the settlement movement. \n\nAnother legal accomplishment was the petition launched by the cooperation partner demanding prior publication of land procedures, which the High Court agreed with. As a direct result of this, the Civil Administration has started to publish its intention to allocate thousands of dunams for grazing purposes. Owing to this publication, Palestinian residents were able to file objections to the planned allocation and thereby delaying its execution and potentially leading to its cancelation. Without the cooperation partners petitions, the allocation would have proceeded without any public notice, making it impossible to become aware of it or to challenge it.  \n\nFurther, the cooperation partner contributed to international legal mechanisms by submitting a legal opinion to the International Court of Justice. \n\nIn terms of monitoring, it intensified during the period as a result of a sharp rise in settlement activity. The database expanded greatly, covering an additional 60 new settlements and outposts. In addition, 70 updates and 5 in-depth reports were published, compared to 59 updates and 4 in-depth reports in the previous year.  Media coverage of the work of the cooperation partner in media also grew sharply, with over 700 media mentions as compared to 500 last year. \n\nIt is clear that the legal work of the cooperation partner has a very tangible impact on limiting or slowing the expansion of settlements. This is beneficial for the Palestinian communities concerned by the individual settlement our outpost, and also work towards promoting the conditions necessary to achieve a two-state solution in accordance with international law. Further, the cooperation partner remains a key resource when it comes to monitoring settlement expansions (and the involvement of the Israeli state) which is useful for the international community and for raising awareness among the Israeli public. It is however difficult to say with any certainty whether the monitoring of settlements and outposts has a tangible impact on Israeli public
