Groups (TAGS) and target youth groups demonstrated enhanced capacity to generate and package evidence through Third-Party Monitoring (TPM) to demand transparency and accountability from duty bearers on the implementation of the Social Cash Transfer (SCT) programme. \n\n- The Ministry of Community Development & Social Services (MCDSS) gave approval for TI-Z's third-party monitoring of the social cash transfer programme. This demonstrates institutional support and the recognition of the importance of citizen-led oversght by MCDSS.\n\n- TI-Z noted improved responsiveness by duty bearers including Law Enforcement Agencies (LEAs) taking up cases of corruption and maladministration referred by the TI-Z ALAC. In 2025, 16 of the 21 cases referred were taken up for investigation.\n\n- Mobile legal clinics operated by TI-Z, were noted as being effective for reaching women and promoting gender-responsive corruption reporting.\n\n\nStrategic Goal 2: Enhanced governance and integrity culture in the public and business sector\n\n- Following public debate and advocacy by various stakeholders, including the CSO coalition and the CSOs engagement with the Republican President, the President directed the Ministry of Justice to defer the Constitution of Zambia (Amendment) Bill, No. 7 of 2025 to allow for broader and more comprehensive consultations on both the process and content of the proposed amendments. However, inspite of the advocacy efforts, the Constitution of Zambia (Amendment) Act, No. 13 of 2025 was subsequently enacted following its passage in December 2025, with many of the concerning provisions that CSOs had highlighted not resolved. Nothwitstanding this outcome, the action of TI-Z and other CSOs demonstrated how civil society can play their role and influence decisions such as the decision to halt the process to allow for more consultation.\n\n- TI-Z published their 2024 Zambia Bribe Payers Index. The report revealed an increase in bribery, with the likelihood of paying a bribe rising from 10.1% in 2022 to 15.3% in 2024. In response to these findings, the Secretary to the Cabinet reaffirmed governments commitment to strengthening anti-corruption mechanisms and promoting a culture of integrity across public institutions. Government further committed to reviewing existing interventions and introducing targeted measures to curb bribery and improve accountability in service delivery. \n\n\nStrategic Goal 3: Enhanced protection and accountability of public resources\n\n- TI-Z efforts contributed to reforms in public resource management, as demonstrated by governments implementation of changes to the Constituency Development Fund (CDF) programme, including the suspension of the loan component, previously identified by TI-Z as a high-risk area for financial irregularities due to poor loan recovery and political influence.\n\n- At the local level, authorities demonstrated improved responsiveness to TI-Zs citizen-led monitoring initiatives, by taking action to progress previously stalled or incomplete CDF-funded projects such as Mbabala Police Post in Choma, Musesha Primary School in Mansa and Tumvwanganai Secondary School in Solwezi.\n\n- TI-Z and the Office of the Auditor General (OAG) co-created the first ever Citizen Participatory Audits (CPA) framework in Zambia together with the methodology for conducting the CPA. The CPA is a framework through which citizens are empowered to conduct audits on specific PFM processes in conjunction with the supreme audit institution (SAI). The pilot Citizen Participatory Audit will be conducted in 2026. It is expected the CPA will not only facilitate citizens participation in audit processes but also contribute to enhancing appreciation of and confidence in the audit processes among ordinary citizens.\n\n- TI-Z analysed the 2023 CDF Audit Report and published a detailed analysis of the findings. The analysis highlighted  systemic issues such as low utilisation rates in many constituencies, weak monitoring and accountability systems leading to inefficiencies and mismanagement, and political interference and lack of transparency, affecting equitable distribution of funds. The report gained national attention and was referenced by the Vice President during the Question-and-Answer session on the floor of Parliament. At sub-national level, the publication and dissemination of findings, particularly those which highlighted specific local authorities risks and mismanagement of CDF, generated interested in some of the local authorities. Coupled with other administrative measures taken by some of the local authorities, TI-Zs generated CDF audit analysis report contributed to eight Principal Officers being demoted for poor implementation of CDF- projects in some Local authorities.\n\nStrategic Goal 4: Strengthened transparency and accountability in climate financing, land and environmental governance\n\n- Following the support and training by TI-Z through the Transparency Action Groups (TAGs) and Community Forest Management Groups (CFMGs) were able to monitor the preparedness of targeted chiefdoms in Eastern Province to receive Emission Reduction (ER) benefits. The monitoring revealed corruption risks at chiefdom benefit-sharing level including preferential treatment of parallel committees by some chiefs, weak financial safeguards and compromised grievance redress mechanisms. In 2026, these findings will be followed up ensure appropriate benefit sharing for the affected communities.\n\n- TI-Z facilitated district-level monitoring of mining licensing in Lufwanyama and Kasempa. Identified gaps in resettlement and social investment, were used to engage mining companies and local authorities. This resulted in mining companies and the local authority committing to support efforts to address the gaps. For instance, in Kasempa, the mining companies agreed to strengthen community feedback mechanisms as well as have further engagement with the local authorities on issues raised by the TAG.   \n\n- TI-Z formalised its partnership with Mulungushi University through signing of a Memorandum of Understanding. These efforts resulted in the enrolment of 9 students in the certificate programme on land governance and anti-Corruption strategies programme and 10 students in the diploma programme on anti-corruption strategies in land and real estate administration. This has laid a foundation for sustained anti-corruption programming within the institution. As part of the curriculum reforms in the Bachelor of Laws (LLB) programme, 5 key courses were revised to address property grabbing, abuse of customary land systems, administrative corruption, human
