Research findings were used by national dialogue actors, local governments, civil society organizations, and development partners. The programme strengthened the capacity of stakeholders to analyse, discuss, and respond to social cohesion and governance challenges, while also contributing to the creation of new accountability and coordination mechanisms. Particularly significant was the use of Social Cohesion Barometer findings in national reform discussions and the establishment of a Civil Society Organisations Forum for Social Accountability.\n\nExpected results were largely achieved in relation to research production, dissemination, policy engagement and institutional strengthening. Particularly noteworthy was the successful expansion of the Social Cohesion Barometer and the use of research findings in the National Inclusive Dialogue process. Unexpected results included the creation of a civil society accountability platform and strengthened collaboration with child rights organisations. At the same time, implementation was constrained by staffing shortages, resource limitations and delays in dissemination and publication activities. Several outputs were postponed rather than cancelled, suggesting a need to strengthen results planning, risk management and adaptive management processes. In this context, consideration could be given to a targeted RBM and Adaptive Management support assignment to strengthen outcome tracking, articulation of policy influence results, and management of implementation risks.\n\nThe results presented here contribute to Strategic Goal 2.1: strengthening democracy and respect for human rights and the rule of law, including the reduction of corruption and 4.1 Strengthening the conditions for preventing and managing crises and conflicts peacefully. Annual report 2025, Klaradia UM2022\u002F27701\u002FMAPU-85.\n\nExpected Result 1: Strengthened research capacity of IESE researchers (Page 13).\nIESE successfully strengthened the research capacity of its staff through six methodological seminars covering topics such as elections, microhistory, natural disasters and education, youth resilience, and academic writing. In addition, four training sessions on artificial intelligence for research, documentation, and communication were completed, achieving full implementation of these planned capacity-building activities.\n\nExpected Result 2: Research conducted on topics relevant to society (Pages 1416).\nIESE achieved significant progress in conducting research relevant to Mozambican society. The institute completed seven Social Cohesion Barometers in northern Mozambique, three political economy analyses, two district case studies, one study on women, violence and memory, one gender dynamics study, and two conflict sensitivity analyses. It also completed research projects on finance and development, economic resilience in conflict areas, social protection and climate change, and development cooperation dynamics.\n\n IESE actively participated in Mozambique's National Inclusive Dialogue, primarily by contributing research evidence rather than directly participating in political negotiations. The report states that IESE maintained contact with the Dialogue's technical committee, presented findings from its Social Cohesion Barometer in two closed meetings organised by the committee, and made two additional presentations at civil society events supporting the dialogue. IESE's contribution focused on informing discussions around governance, social cohesion, civic space, and citizens' perceptions of public institutions. (pp. 45)\n\nHowever, the report does not provide evidence that IESE directly influenced or secured the adoption of specific reforms emerging from the Inclusive Dialogue. Rather than claiming policy change, the report documents activities such as presenting research, engaging policymakers, disseminating evidence, and supporting national debate. These are important policy engagement outputs, but they do not demonstrate that IESE's recommendations were incorporated into legislation or institutional reforms. (pp. 47)\n\nExpected Result 3: Effective dissemination of research findings (Pages 1718).\nIESE successfully disseminated research results through conferences, workshops, and provincial seminars.  The 7th IESE International Conference, and two Social Cohesion International Conferences. The institute also produced new communication products, including two infographics and three videos on social cohesion, while maintaining active engagement with media and public audiences.\n\nExpected Result 4: Strengthened social intervention and stakeholder engagement (Page 19).\nIESE enhanced the use of research findings by distributing publications nationwide, developing a curriculum for civil servant training on social cohesion, facilitating public debates, and establishing a new partnership with the Civil Society Forum for Child Rights in Mozambique (ROSC). These activities strengthened links between research, policy dialogue, and community-level interventions.\n\nUnexpected Result\n\n Expansion of the Social Cohesion Barometer despite USAID withdrawal (Page 5).\nAlthough the closure of USAID created uncertainty in Mozambiques development sector, IESE was able to extend the Social Cohesion Barometer survey to the districts of Balama, Meconta, and Nacala-a-Velha. This expansion occurred despite the loss of anticipated USAID involvement, demonstrating resilience and continuity of the programme.\n\n Creation of the Civil Society Organisations Forum for Social Accountability (Page 8)..\nDuring the Just Transition Learning Project workshop, participants established a new mechanism known as the Civil Society Organisations Forum for Social Accountability.
