The selected locations for implementation were Kassala, North Darfur, and White Nile. These three states were selected due to high prevalence of FGM and CEFM, poverty and low access to education for girls.\n\nOutcome 1: Communities women and men are empowered to bring about positive change to attitude and behaviours on gender equality. \n\nLong-term outcomes include, but are not limited to, the following:\n\nVery few baseline survey respondents were active in community measures to eliminate FGM\u002FC and CEFM, and only 23% of parents and caregivers were active. However, at endline, 36% of parents and caregivers were active in OPEG 2 initiatives including community action plans, Saleema community meeting, REFLECT\u002FVS&L groups, and CoC groups.\n\nAccording to the final evaluation, 94% of children adolescents and youth (CAY) did not intend to have their daughter undergo FGM\u002FC in the future. Prior to the OPEG programme, participants had little awareness of the harm FGM\u002FC caused. However, during the endline evaluation, parents\u002Fcaregivers and adolescents all referred to it as a source of psychological trauma, and significant physical harm. In addition, some participants perceived it as a form of post-marriage sexual violence (a significant shift away from the prior focus on male sexual pleasure) and framed it as a crime which should be punished.\n\nAt the baseline, 23% of parent\u002Fcaregivers and 18% of CAY surveyed revealed that they would have their daughters go through FMG\u002FC. Endline results demonstrated a significant change as only 6% of parents\u002Fcaregivers, and 5% of CAY stated that they would subject their daughter to FGM\u002FC.\n\n25% of baseline survey respondents affirmed that FGM\u002FC cannot be stopped. By the endline, this number had reduced significantly, especially among CAY. Among CAY, only 11% of respondents felt that FGM\u002FC cannot be stopped, with 17% of parents\u002Fcaregivers sharing this view.\n\nSpecific outputs included:\n\n- 143 integrated REFLECT and village savings and loans associations (VSLA) groups (over the original target of 120) (68 groups, including 10 in IDP camp with 1 725 members in White Nile) and (75 groups with 1856 members in Kassala) were formed and empowered with financial and literacy skills and supported by 107 VSLA and REFLECT facilitators.\n\n- 3 580 individuals (3 400 women and 180 men) including 15 persons with disabilities (14 women and one man) met on regular basis and discussed FGM\u002FC and CEFM and gender equality issues in their communities. To address the psychosocial impact of the conflict on children and young people, Plan International and the Ministry of health (MOH) trained 107 teachers (51 women and 56 men in White Nile and Kassala) on psychosocial support, social norms and ending FGM\u002FC and CEFM.\n\n- CoC community facilitators were trained to roll out the comprehensive CoC methodology for the CoC groups formed. 3 060 members (girls and boys, including 31 living with disabilities (20 girls and 11 boys) completed the CoC curriculum.\n\nOutcome 2: Civil society has strengthened capacity to promote gender equality, social accountability and advocacy to combat CEFM and FGM.\n\nLong-term outcomes include, but are not limited to, the following:\n\nEight CSOs received support from Plan International to strategies, shape and implement advocacy plans. At the start of the programme, the implementing CSO partners with support from Plan International assessed their capacity needs and developed tailored development plans. The three implementing CSO partners received targeted capacity development support and showed signs of improvement in several areas, especially CRCS and FPDO. The final evaluation report stated that OPEG 2 actively engaged with CSOs and Community-Based Organisations (CBOs) to enhance their capacity to promote gender equality and prevent FGM\u002FC and CEFM. CSOs which participated in the programme evaluation were very satisfied with the training and support they received from OPEG 2. They perceived it as useful in developing gender sensitive approaches and advocating against FGM\u002FC and CEFM.\n\nSpecific outputs included:\n\n-30 CSO\u002FCBO member organisations (14 in Kassala and 16 in White Nile) including youth and women led organisations were trained on gender equality, social norma (including FGM\u002FC, CEFM, SRHR), and advocacy.\n\n-15 CSO\u002FCBOs (6 in White Nile, including CRCS and 9 in Kassala, including FPDO) took part in CSO alliance meetings to develop and submitted advocacy plans focusing on empowering girls, gender equality, and social transformation.\n\n-Eight advocacy plans (4 in West Nile and 4 in Kassala) were implemented by CSOs\u002FCBOs\u002F after they attended a safeguarding training.\n\nOutcome 3: Strengthened child protection systems, implementation of laws and policies to protect girls from CEFM and FGM\u002FC.\n\nLong-term outcomes include, but are not limited to, the following:\n\nThe CBCPMs conducted 224 monthly meetings, and helped raise awareness in their communities on SGBV, FGM\u002FC and CEFM prevention and conducted 206 awareness raising sessions reaching a total of 18,335 community members (7 134 women, 5 867 men, 2 957 girls, and 2 377 boys) including 201 persons with disabilities (71 women, 64 men, 24 girls and 41 boys).\n\nThe final evaluation report highlighted that the baseline data indicated a low awareness among children and adults of government agencies and child protection mechanisms. At the endline, 46% of CAY reported awareness of child protection systems, laws, and policies safeguarding girls from FGM\u002FC and CEFM (58% in Kassala; 38% in White Nile)\n\nSpecific outputs included:\n\n-Plan International established, trained, and supported 32 community CVCPMs with a total of 537 members (consisting of, as per the guidelines of the government, community leaders, women, men, children (299 women and 238 men), including 13 persons with disabilities (5 women, 3 men, 3 girls and 2 boys). The trainings covered child rights child protection risks and how to deal with children and responding to childs issue including referral pathways\u002Fmechanisms.\n\n-To contribute to strengthening the child protection systems, to promote gender equality and the prevention of child marriage and FGM\u002FC, a workshop was conducted on case management and information management for the child protection sub-sector, targeting 20 women and 10 men. This workshop discussed how to handle FGM\u002FC and child marriage cases and child protection concerns.\n\nOutcome 4: Strategic interventions to social norms transformation are identified.\n\nLong-term outcomes include, but are not limited to, the following:\n\nThe final evaluation confirmed positive shifts in social norms: fewer respondents agreed that FGM\u002FC was a prerequisite for marriage (-18% combined reduction) and fewer community members approved of the practice (-21% combined reduction). There was also less of discriminatory attitudes against girls and women who had not undergone FGM\u002FC and a decline in negative attitudes towards families with unmarried daughters (-15.5% combined reduction). These findings highlighted the effectiveness of Saleema in reinforcing gender-transformative change and breaking down entrenched norms, despite the complex context and gradual nature of social transformation. Also, CoCs were greatly valued by both adolescents and adults. Adults observed that such youth outreach was extremely successful in fostering a gender transformative change at the community level.\n\nSpecific outputs included:\n\n- The final evaluation confirmed positive shifts in social norms: fewer respondents agreed that FGM\u002FC was a prerequisite for marriage (-18% combined reduction) and fewer community members approved of the practice (-21% combined reduction).\n\n- 122 (49 women and 73 men) religious and community leaders, women leaders and youth were trained on Article 141, the code of conduct to end FGM\u002FC legislation and support ending CEFM policies. 52 participants (29 women and 23 men), including media activists, radio journalists, officials from the Ministry of Media, champions of change facilitators and artists were trained on advocacy to end CEFM and FGM\u002FC.\n\n- Plan International produced and broadcasted 13 radio programmes each for White Nile state and Kassala state, reaching an estimated audience of 881 674 in Kassala state and 1.1 million in While Nile. In North Darfur, only five radio programmes were produced and aired before broadcasts were interrupted due to the deteriorating security situation, reaching an estimated audience of 980,000.\n\n- In 22 communities (7 in White Nile and 15 in Kassala) code of conduct for traditional midwives was developed and monitored by the
