At the same time, in 5 months of 2022, CAPC granted legal assistance to a whistle blower. As regards strengthened CAPC's organizational, expert, financial capacities, sustainability and visibility, CAPC strengthened CAPC's internal regulation by triggering the development of communication and fundraising strategies. At the same time, in order to improve internal processes, CAPC was audited from an environmental and gender perspective. Discussions and preparations are crucial for shared understanding and desired outcomes.\nProfessional Communication: Timely, professional communication is vital for achieving positive results. Skilled negotiation is necessary to maintain high-quality organizational outputs.\nFlexible Partnerships: Building effective partnerships requires adapting to partners' needs and being flexible in strategy development. A strong portfolio of activities by recognized experts enhances partnership efficacy.\nBy adhering to these lessons, the CAPC can continue to improve its processes, expand its impact, and maintain its commitment to anti-corruption efforts and capacity building.\n\nUpdates 2024:\nIn 2024, the Centre for the Analysis and Prevention of Corruption (CAPC) in Moldova achieved significant progress in advancing its mission to strengthen anti-corruption mechanisms, promote transparency, and build institutional resilience. The year was marked by both the fulfilment of expected objectives and the emergence of several impactful, unanticipated outcomes, which together underscore the organizations growing influence and maturity.\n\nOne of the core areas of achievement was the rigorous analysis of draft legislation. CAPC resumed and enhanced its expertise in corruption proofing of normative acts, incorporating a newly integrated Methodology that aligns anti-corruption principles with human rights-based approaches. A total of 67 draft laws were reviewed using a refined electronic template that enabled a dual focus on qualitative and quantitative risks. These acts, mostly initiated by the Government and dealing with justice, constitutional matters, and administration, were systematically assessed and shared with parliamentary committees. CAPC ensured transparency by publishing the findings online and disseminating them widely through media and social platforms.\n\nIn parallel, CAPC continued to build public accountability through an expanded portfolio of monitoring and assessment tools. Reports developed in 2024 spanned a wide range of critical areas, including judicial vetting processes, decision-making transparency, and procurement practices. Notably, the 2023 Anti-Corruption Report and the analysis of parliamentary oversight in 20222023 provided a comprehensive view of Moldovas anti-corruption landscape. These reports not only documented systemic challenges but also delivered detailed, evidence-based recommendations for reform. A suite of seven procurement-focused reports further deepened CAPCs scrutiny at both national and regional levels, with a special emphasis on education, health, and food safety sectors.\n\nA particularly visible achievement was the \"#BaniCurati\" anti-corruption campaign, launched to raise awareness and drive behavioural change within Moldovas business community. What began as a targeted campaign evolved into a multi-channel national initiative, blending creative communication with strategic policy messaging. Digital billboards featuring cultural icons, influencer-led social media engagement, and televised interviews amplified the campaigns impact. CAPC also supported small and medium-sized enterprises (SMEs) by producing tailored anti-bribery guidance, legal resources, and training materials. These efforts culminated in over 846,000 views on CAPCs Facebook page during the campaigns peak, and a marked increase in both online engagement and public discourse on corruption in the private sector.\n\nIn the area of whistleblower protection, CAPC made significant headway. Building on Moldovas new Whistleblower Protection Law, CAPC provided legal support in high-profile cases and organized regional training sessions for SMEs. The organization also produced accessible video content and infographics explaining the rights of whistleblowers and how to seek support. A particularly successful outreach initiative was a sketch-comedy style video spot that aired across 18 national and regional outlets, reaching approximately 915,000 viewers. This helped normalize public interest disclosures and challenge the stigma surrounding whistleblowing, especially in high-risk sectors such as education and healthcare.\n\nPerhaps one of the most transformative areas of impact was CAPCs internal development. In 2024, the organization underwent a mid-term evaluation of its Institutional Development Strategy and Action Plan, which served as both a moment of reflection and a catalyst for further growth. The findings and recommendations of the evaluation were reviewed during a strategic workshop in May, where the team explored improvements in governance, fundraising, and visibility. As a result, CAPC launched three marketable service packages: one supporting ISO 37001 implementation, another offering legislative harmonization services, and a third focused on whistleblower protection. These services not only diversify CAPCs funding base but also position the organization as a provider of expert anti-corruption support across sectors.\n\nCAPC also invested in building its human capital. The team participated in training on gender mainstreaming, legislative harmonization, and the European Court of Human Rights (ECHR) protection mechanisms for whistleblowers. Two international study visitsto the ECHR in Strasbourg and to the Romanian Academic Society in Bucharest broadened CAPCs strategic vision and fostered valuable cross-border learning. The discussions in Bucharest, in particular, helped clarify the role of civil society organizations in both pre- and post-EU accession contexts, directly informing CAPCs long-term strategic positioning.\n\nOn the communications front, the organization reaped the benefits of implementing its 2023 Communication Strategy and Brand Book. CAPCs online presence expanded significantly: its website traffic quadrupled to nearly 54,000 page views, and its social media following grew by 15%. Notably, the organization launched an Instagram page to connect with younger audiences and produced branded visibility materials such as T-shirts, backpacks, and umbrellas that helped reinforce its public identity.\n\nIn addition to planned outputs, several unexpected outcomes enriched CAPCs overall impact. Informal support networks developed among trained stakeholders, sustaining motivation and knowledge-sharing well beyond the initial sessions. CAPCs research and reports began to influence policy debates at higher levels, a positive sign of increasing credibility and reach. Moreover, the visibility and engagement from the \"#BaniCurati\" campaign far exceeded expectations, proving the power of well-executed public communication in shaping attitudes and behaviours.\n\nUpdates 2025: \nDuring 2025, Centre for the Analysis and Prevention of Corruption (CAPC) continued to consolidate its position as a technically credible and strategically relevant civil society actor within Moldovas anti-corruption and governance reform landscape. The organization achieved results across several interconnected areas, including legislative integrity, anti-corruption monitoring, EU acquis alignment, civic engagement, private sector integrity, and institutional development.\n\nOne of the most significant expected results achieved during the reporting period was the strengthening of corruption proofing and legislative monitoring mechanisms. CAPC conducted expertise of 8 draft laws and piloted corruption proofing at local level through the assessment of 2 local normative acts. Through these interventions, CAPC identified 1,138 corruption risks and legislative vulnerabilities, contributing to increased scrutiny of legal drafting practices and highlighting systemic deficiencies related to transparency, excessive discretion, and weak substantiation of normative acts. Although only a limited percentage of recommendations were reflected in adopted legislation, CAPC succeeded in maintaining anti-corruption expertise as a recognized reference point within legislative and public policy processes. The organization also further institutionalized its methodologies through revised tools integrating EU acquis compatibility assessments, thereby strengthening alignment between anti-corruption expertise and Moldovas European integration agenda.\n\nA second important area of results relates to CAPCs contribution to monitoring the implementation of anti-corruption reforms and institutional accountability. Through the Annual Anti-Corruption Report 20242025 and its contribution to the OECD\u002FACN 5th monitoring round, CAPC generated independent analytical evidence regarding persistent implementation gaps in key reform sectors, including judiciary integrity, whistleblower protection, public procurement, asset recovery, and transparency mechanisms. These interventions contributed to strengthening the role of civil society in policy monitoring and international evaluation processes, while also increasing visibility of the discrepancies between formal reform commitments and practical implementation.\n\nCAPC also achieved important results in broadening the scope of anti-corruption interventions through the integration of gender-sensitive and youth-oriented approaches. The study addressing corruption through a gender lens generated evidence on underexplored vulnerabilities, including sextortion and the differentiated impact of informal corruption practices. At the same time, integrity education activities implemented with high school students introduced new preventive approaches focused on critical thinking, civic responsibility, and long-term resilience against corruption. These interventions represent an important strategic expansion of CAPCs traditional areas of expertise and create a foundation for future work addressing social norms and behavioral dimensions of corruption.\n\nIn the area of private sector engagement, CAPC strengthened cooperation with the Chamber of Commerce and Industry and trained 153 representatives of economic operators on anti-bribery and quality management standards. This contributed to increased awareness of compliance mechanisms, whistleblower systems, conflict of interest management, and integrity-related standards relevant for access to EU markets and transparent business practices. While still at an early stage, these activities indicate gradual progress toward building a culture of integrity and compliance within the business sector beyond Chisinau.\n\nAt institutional level, CAPC achieved important organizational development results. The organization finalized its Strategy for 20262030, strengthened staff capacities through trainings and international exchanges, expanded visibility and communication activities, and initiated additional fundraising and partnership-building efforts. These actions contributed to strengthening CAPCs institutional resilience, operational continuity, and strategic positioning within Moldovas governance and anti-corruption ecosystem.\n\nSeveral unexpected or emerging results can also be observed from the reporting period. The piloting of corruption proofing at local level demonstrated practical relevance beyond the initial scope of analytical work. In one case, CAPC expertise was used directly by local civil society actors to challenge a local regulation and request legality control procedures, illustrating the potential of CAPCs methodologies to function as practical civic accountability tools at community level. Additionally, CAPCs increased focus on youth engagement and public communication generated broader outreach and diversification of audiences, particularly among younger groups, through social media initiatives and integrity-focused public events.\n\nCAPCs work in 2025 also contributed more broadly to Moldovas EU accession process by supporting the alignment of governance, integrity and accountability mechanisms with European standards. Through legal expertise, anti-corruption monitoring, policy analysis, institutional assessments and capacity development activities, CAPC contributed to strengthening the quality of legislation, promoting transparency and supporting the implementation of reforms linked to the EU acquis and rule of law requirements. CAPCs interventions further supported public dialogue on reform implementation and reinforced the role of independent civil society expertise within Moldovas European integration
