The project is committed to the establishment and development of up to six pilot cross-river business clusters and during 2023 the methodology and roadmap were agreed.\nUnder Output 3: Enhanced capacities for policy formulation leading to a conducive environment on both banks and reduction of barriers to trade and economic cooperation, the support was provided in the area of policy analysis and development for business enhancement and export promotion. This process involved deregulation, identifying barriers to export, understanding market trends and creating frameworks that encourage businesses to innovate and expand beyond domestic borders. AdTrade Project provided support to the Economic Council Secretariat to the Prime Minister of Moldova to deregulate and simplify SMEs activities. \nUnder Output 4: Expand the MSME sector in the Transnistrian region and security zone via support to new or emerging businesses, in particular women-led and with impact on the most vulnerable (migrants, young people including minorities representatives, elderly people) a series of targeted activities aimed at supporting new and emerging businesses, particularly those led by women, and impacting vulnerable groups were implemented. Key initiatives included mentoring and coaching for women and vulnerable groups, MSMEs support programs for new businesses, and the development of STEAM projects. The MSMEs contest attracted 223 applications from aspiring entrepreneurs and MSMEs across the region. Notably, 126 of these were submitted by women (56%), indicating a strong interest and participation from female entrepreneurs. \n\n2024\nOutput 1:\n- Operations led to a sustained, cross-river knowledge hub: 340 MSME representatives trained on DCFTA provisions, customs and legal steps; 89 left-bank firms began tailored export strategies; 366 participants (200 women) joined workshops and study visits.\n- Seventeen business associations have upgraded their services: they now co-design simplified customs procedures, lobby to postpone ERP packaging rules, and streamline Lohn processing for textile imports. Business associations shifted from inward-looking membership groups to proactive trade facilitators.\n- Left-bank companies can now draft compliant export plans, navigate DCFTA and international trade agreements, adopt ESG and circular-economy models.\n- Early results: pilot sustainable projects, policy changes, strengthened BA networks and planned masterclasses, confirm the intervention is making a tangible difference.\nOutput 2:\n- Export Accelerator boosted business associations support role: 96 tailored mentoring sessions for six BAs led five of them to independently run export-promotion seminars reaching 53 MSMEs.\n- Twenty-five MSMEs now have customized export plans complete with strategy, market research and diversification targets (2 new markets, 10% export growth), capabilities they lacked pre-intervention.\n- BAs shifted from ad-hoc advisors to sustained export facilitators, continuing consultancy beyond project close-out and embedding export support into their core services. \n- Six cross-river pilot clusters (fruits, vegetables, beekeeping, tourism, textile, creative industries) formed via 75 fact-finding visits; Cluster Development Groups signed MoUs and now follow 3-year roadmaps to drive joint value-chain growth.\n- A Grant Program for micro-clusters selected 12 projects across both banks to fund modernization (equipment, infrastructure), training, digital marketing and trade missions, laying the groundwork for sustained competitiveness and export-driven growth.\nOutput 3:\n- Two deregulation packages drafted and approved, updating 66 laws and norms to streamline SME regulations and unlock potential savings of 194 million MDL. First Deregulation Package (50 laws; 183 million MDL saved) delivered: for example Health & Safety simplifications were possible by dropping adaptation and periodic computer-user exams; replaced doctors notes in travel sheets with a single control form. Second Deregulation Package (16 laws;  11 million MDL\u002Fyear benefit) introduced: Digital shareholder relations and simpler voting procedures. Lower accreditation fees at MOLDAC and broader zone registration without extra authorization.\n- The project contributed to clearer, harmonized regulatory framework that smooths Nistru-River trade flows. Two BSOs mapped right and left-bank trade rules, pinpointed bureaucratic hurdles and delivered tailored compliance advice. BSOs moved from generic support to proactive, cross-bank facilitators; the Chamber of Commerce joined forces to resolve bottlenecks.\n- In close collaboration with the Chamber of Commerce and Industry, trade limits on subcontracted processing were lifted for at least three left-bank companies. Left-bank firms can now engage in raw-material processing and re-export finished goods freely.\n- Sixty-seven firms from both banks received one-on-one consultations on EPR rules and adapted their packaging, collection and reporting processes. Project contributed to alignment with regional environmental standards and reduced risk of non-compliance fines.\nOutput 4:\n- Start-up support was provided by 18 training sessions (13 on left bank, 5 on right bank). 80 individual and group sessions covering financial documentation, business processes, export strategies and HR, were provided.\n- MSME support programs for new businesses were implemented and: 23 enterprises (20 women-owned) received tailored support such as training, coaching and equipment grants; 127 jobs (83 for women) were retained and created, out of it 82 jobs on the right bank (54 women, 28 men) and 45 on the left bank (29 women, 16 men). Beneficiary financial contribution reached 37% (versus the required 20%), and the total program funding of $686,076 leveraged an additional $255,257 from beneficiaries.\n\n2025\nOutput 1\nCrossriver exchange and knowledgesharing remained strong. Through 35 training programmes, capacitybuilding activities, study visits and experiencesharing initiatives including extended learning programmes such as womenintechnology courses, the project reached over 540 participants, of whom 476 were women, with more than half from the left bank. These interventions strengthened participants understanding of Moldovas trade agreements, sectorspecific competencies, and emerging areas such as AI applications in business and digital marketing. Fourteen MSMEs developed export roadmaps for the next 612 months, improving their readiness for international markets. Early results include a delivery agreement signed by a womenled MSME in the fruit and vegetable sector with a retailer in Romania. Additionally, 12 women entrepreneurs redesigned or updated brand identities to meet EU standards, enabling one leftbank company to secure a partnership with an importer in the United Arab Emirates. Three womenled MSMEs registered their brands and began using updated packaging in commercial operations.\nOutput 2\nEnhanced competitiveness and joint exports of business communities from both riverbanks continued through improved export capacities and valuechain development. Under the Export Accelerator, 21 companies (16 womenled; 3 from the left bank) strengthened export readiness through support in company identity, market visibility, ecommerce tools and EU trademark registration. Six crossriver pilot clusters were established and institutionalized in priority sectors such as textile, tourism, fruits, vegetables, table grapes and beekeeping. These clusters bring together MSMEs, public institutions, associative actors and research\u002Feducation entities from both banks. These clusters laid the foundation for six value chains across the Nistru River, enhancing competitiveness and enabling coordinated export efforts.\nOutput 3\nSupport for policy formulation continued to create a more conducive environment for trade and economic cooperation on both banks. Assistance to the Economic Council Secretariat resulted in two deregulation packages approved in 2025, updating 30 laws and norms and generating estimated annual savings of 91 million MDL. Deregulation Package No. 7 (Law No. 27\u002F2025) amended 16 laws, reducing compliance costs and modernizing regulatory frameworks. Deregulation Package No. 8 (Law No. 229\u002F2025) amended 14 laws, introducing reforms that simplify company registration, reduce administrative burdens and improve operational efficiency for enterprises.\nOutput 4 \nExpansion of the MSME sector in the Transnistrian region and security zone continued through targeted support to new and emerging businesses, particularly womenled and those involving vulnerable groups (migrants, youth including minorities, elderly people). Interventions combined business development assistance, mentoring, energy and labourefficiency investments and socialentrepreneurship instruments, implemented with IDEA and other local partners.
