The project, Project for Resilience and Enhanced Preparedness and Action (PREPA), has the purpose of reducing risk and vulnerability to crisis considering the impact of climate change and environmental degradation. It will be a community-based intervention which includes disaster risk reduction, climate change adaptation, sustainable livelihoods as well as health and WASH. In order to apply a sustainable approach, a key component of the project will also be to develop and enhance the institutional capacity of CVM as a key national and local actor.\n\nA crisis modifier (CM) will be established, which will give SRC and CVM the possibility to respond in accordance with contextual changes in the project's intervention area (or immediate proximity). It's purpose is to reduce the risk of escalating humanitarian needs. The intention is that the CM mechanism will remain in use also after the completion of this project, and as such contribute to a strengthened national response capacity. \n\nThe project will take place in 15 communities across three districts; Machaze, Mussorize and Sussundenga. Focus will be placed on women, girls, men and boys in communities most vulnerable to health risks, climate change risks and natural hazards. A participatory approach will be applied, placing focus on a community led intervention. The project will be implemented by CVM, with the support of SRC who will provide technical support, training and monitoring. Projeket som är aktuellt för finansiering är PREPA-projektet (Project for Resilience and Enhanced Preparedness and Action), vilket är ett fyraårigt projekt med en budget på 57 392 199 SEK. \n\nInsatsen kommer inkludera aktiviteter som fokuserar på katastrofriskreducering, klimatanpassning, hållbara försörjningsmöjligheter, hälsa, samt vatten och sanitet, och ta avstamp i de lokala samhällenas identiferade behov. Med syfte att främja långsiktighet kommer en central komponent av projektet utgöra kapacitetsstärkande av CVM som en viktig nationell aktör. By the end of 2024, 180 individuals per community had taken part in the EVCA mapping, thus surpassing the target of 150. Awareness raising sessions on natural hazards, climate change and disaster risks as well as preparedness and response measures were also held, which enhanced the capacity of community members to understand and respond to climate and disaster risks. In connection with this, contingency plans were also developed to identify risks (e g floods, drought) specific to each district and how these risks could be mitigated. Community-led disaster response teams (CDRTs) were established to improve preparedness and resilience at community level. The CDRTs reached 6 943 individuals (3530 female, 3340 male, 73 persons with disabilities) with awareness campaigns during the reporting period.\n\nPGI (Protection Gender and Inclusion)-sensitive community based early warning systems (community information centres which disseminate alerts and empower community engagement and improve risk communication) were also set up, and early warning committees were formed in all the 15 target communities in collaboration with INGD, Mozambique's government institution for Disaster Risk Reduction. \n\nOutcome 2: During 2024 focus under outcome 2 was to design activities for sustainable livelihoods, where a participatory assessment laid ground for identifying challenges and exploring opportunities for sustainable and climate resilient livelihoods. The assessment revealed vast economic vulnerability, but also wide spread land ownership for cultivation. The dominant income source - agriculture and the sale of food products - was noted as vulnerable to environmental shocks, animal disease and knowledge gaps. These findings (among others) made evident the need for integrated support across agriculture, education, infrastructure and social protection. To keep it both in line with the findings, and within the scope of the project, the Red Cross identified three key activities for the project: farming, bee keeping and the establishment of savings groups across the 15 targeted communities. \n\nOutcome 3: Poor access in rainy season, political unrest, design interpretation difficulties at contractor level, and supply disruptions caused delays in implementation. Despite this, construction or rehabilitation of water systems has reached 40 % of it's target group (final target is that 80 % of the population in the targeted villages consume safe drinking water by the end of the project) and latrine construction 60 % (target 100 % of the population in the targeted villages by project end, ie 15 000 individuals). Furthermore, 15 WASH committees were set up thus growing community capacity, and school hygiene clubs involving 232 students were launched (activation 2025). Over 4 500 families received mosquito nets and health education, and 1 400 persons participated in nutrition sessions, strengthening awareness of disease prevention and healthy practices. \n\nOutcome 4: Outcome 4 is focused in capacity strengthening of CVM through a partnership model built on joint learning and mutual knowledge sharing between SRC and CVM. Focus has been placed on provincial staff development. In response to emerging priorities, SRC has supported CVM in strengthening knowledge and structures around new thematic areas such as Nature-based Solutions (NbS) and livelihoods. These efforts are designed to assist CVM to diversify its programming and adapt to evolving community needs. Organisational development has also been a key focus, and SRC has and is supporting the procurement and roll out (incl. training) of a new ERP system (business management tool) to enhance CVM's financial systems. SRC is also assisting CVM in updating internal procedures to ensure alignment with best practises.
