Discussions for strengthening the work of the  sub-committee continue in the Parliament. Following consultations in the Parliament regarding  the new SIS laws, with the active participation of  DCAF, amendments were published to the State  Security Law of 1995 on 20 September 2023, for \nthe concretisation of the responsibilities in state  security, the improvement of executive control,  and for establishing the tasks for the state security  bodies. The work to improve this legislation will  continue. DCAF contributed to the review of the new National  Security Strategy, participating in several round tables and consultations organised by the Presidency, by the Parliament and by civil society organisations, and  in consultation with the Supreme Security Council \nSecretariat and local experts. The new National  Security Strategy was approved by the Parliament on  December 15, 2023.  \n\nCAPACITY BUILDING EVENTS FOR  STAFF MEMBERS AND ADVISORS OF  GOVERNMENTAL INSTITUTIONS AND CIVIL SOCIETY ON CROSS-CUTTING SECURITY  TOPICS\nOn the request of the Supreme Security Council  Secretariat, DCAF organised, in partnership with the  NATO-Republic of Moldova Professional Development  Programme and the European Union Partnership  Mission to Moldova, a workshop on disaster risk  management, civil preparedness and resilience  building. On the 11 and 12 December 2023, the  workshop gathered over 50 participants and experts at  the State Chancellery of Moldova, including members  of standing parliamentary committees (environment  and climate, economy, budget and finance, social  protection and health), staff from the supreme security council secretariat, staff from relevant governmental  ministries and institutions (ministry of internal affairs,  general inspectorate for emergency situations, state  protection and guard service, ministry of defense and armed forces, security and intelligence service,  ministry of energy, ministry of health, ministry of \nfinance, ministry of economic development and  digitalisation, ministry of external affairs, ministry of  agriculture and food industry, ministry of infrastructure \nand regional development), as well as representatives  from civil society organisations, and observers from the  World Bank, the Ministry of Foreign Affairs of Romania,  and the Swedish embassy in Moldova.\n\nDISSEMINATION OF KNOWLEDGE  PRODUCTS TO NATIONAL SECURITY  GOVERNANCE INSTITUTIONS AND  PARTNERS\nOver the course of the first implementation year, the  project team has identified several thematic briefs and  guidelines, previously published by DCAF, of relevance  to the work of members of parliament or staff members  of the institutions. By December 2023, five thematic  briefs have been translated into the Romanian  language and distributed to relevant partners: \n• The admissibility of (counter-)intelligence information as evidence in court, \n• Internal control in intelligence services, \n• Conceptualizing the relationship of good security sector governance to the state security system, \n• Rethinking engagement between intelligence services and civil society, \n• The role of parliaments in overseeing intelligence tasking.\nIn 2024, the translated briefs will be further  disseminated across the institutions, academia,  and civil society, for information and reference. The addressed topics are especially relevant for staff  members of the committee for national security,  defense, and public order, and for the new subcommittee on intelligence oversight.\n\nOUTCOME 2\nSupporting Strategic Management Capacity in  the Law Enforcement System \nIn the second half of 2023, DCAF focused its efforts  under Outcome 2 on assisting the MIA in identifying priorities for strategic management, initiating longer \nterm project processes for enhancing project management and integrity building, and responding to relevant requests from MIA for related support. Specific \nactivities and processes are detailed below.\nINCREASING STRATEGIC PLANNING AND  MANAGEMENT CAPACITIES IN THE MIA\nTo contribute to increasing the MIAs capacity for  strategic planning and management, DCAF provided  support in several key areas. To support the establishment of a more robust project  management system, DCAF is engaging with the  MIA to identify and develop or install a digital project management tool. During this period,  DCAF supported the MIA to identify various project management tools that might be suitable for their needs. This included a working visit to Romania in September to discuss the Inter-regional NEXT Romania  Republic of Moldova Programme, which can provide funding for education, research, and technological innovation, and meetings throughout Autumn 2023 to explore project management software recommended by a range of MIAs partners. DCAF expects to support the MIA to procure and receive training for the use of their chosen software in the next year.\n\nBetween August and December, DCAF collected information to form a functional analysis of strategic  planning in the MIA. This analysis, conducted by an \ninternational expert from Serbia in strategic planning and management, explored strategic planning structures and functions in the central apparatus of  the MIA and includes recommendations for improving  the strategic planning system. DCAF will present the analysis and recommendations to the MIA in January \nof 2024. DCAF continued activities aimed at building integrity  in the MIA by delivering a Facilitators Course,  conducted in two phases between October and \nDecember 2023.\n\nOUTCOME 3\nBuilding Public Trust\nDuring this period, DCAF has initiated several processes for improving public communication and awareness of the objectives and results of security  sector reforms and governance processes in Moldova, while increasing multi-stakeholder dialogue and  engagement between governmental bodies and civil  society. DCAF also carried on with the capacity building processes initiated in the first half of 2023 for  civil society organisations and independent experts.\n\nUpdate results 2023: \n1. Expected Results\nThe project successfully delivered key milestones aligned with its objectives, strengthening Moldovas security sector governance. The year demonstrated both steady progress in planned reform areas and several unexpected but positive developments that expanded the projects reach and impact.\n\nUnder Pillar 1  Legislative and Judicial Engagement, DCAF successfully maintained reform dialogue and advisory engagement with Moldovas Parliament and the Supreme Security Council (SSC), even as political campaigning slowed legislative processes. This continuity ensured that discussions on security and intelligence oversight remained active at a crucial time. An important new and somewhat unexpected outcome was the projects collaboration with Moldovas judiciaryspecifically the National Institute of Justice and the Superior Council of Magistracy. This engagement introduced judicial perspectives into the oversight of intrusive information-gathering methods, representing a new area of institutional reform and helping courts prepare for their enhanced responsibilities under the 2023 security laws.\n\nUnder Pillar 2  Ministry of Internal Affairs (MIA) Reform and Institutional Capacity Building, 2024 marked a pivotal year for institutional development and strategic alignment with European Union standards. DCAFs support helped the Ministry of Internal Affairs strengthen internal planning, evaluation, and management systems, contributing directly to Moldovas progress under Chapter 24 Justice, Freedom and Security of the EU accession process. Building on earlier evaluation exercises, DCAF guided the interim evaluation of the 20222025 sectoral programs, resulting in six published reports that improved transparency and accountability across key policy areas. These evaluations informed the development and official launch of seven new sectoral programs for 20262030, all fully aligned with EU standards. The new programs cover crime prevention and combating, public order and security, migration and asylum, integrated state border management, emergency and exceptional situations management, small arms and light weapons control, and the phased integration of foreigners and displaced persons. The launch ceremony, attended by European Commissioner for Enlargement Marta Kos and Deputy Prime Minister for European Integration Cristina Gherasimov highlighted Moldovas growing institutional maturity in the security and internal affairs domain. Commissioner Kos commended the Ministrys fast pace in preparing legislation and setting a benchmark for other agencies, emphasizing the need to sustain implementation momentum and democratic participation as Moldova advances on its European path. Throughout this process, DCAF played a critical role in reinforcing Moldovas institutional capacity. The project provided expert guidance and training on strategic planning, institutional integrity, and EU integration processes, while also certifying MoIA staff in EU-standard project management methodology (PM). DCAF further equipped two dedicated spaces for strategic planning and EU dialogue, including a modern conference room and an operational workspace designed to facilitate interdepartmental coordination and engagement with European partners. In addition, DCAF supported the integration of EU objectives into Moldovas strategic policy framework, ensuring coherence between the Internal Affairs Development Strategy and the newly launched sectoral programs. Through these interventions, the SSGM project significantly strengthened the MoIAs capacity for evidence-based planning, performance evaluation, and policy coordination. The Ministry also invested substantial effort in ensuring transparency and inclusiveness, consulting civil society throughout the policy development process and making all draft policies publicly available during the summer consultation period.\n\nUnder Pillar 3  Civil Society Strengthening and Public Engagement, the introduction of sub-grants to local organizations such as PISA, the Womens Police Association (WPA), and the Institute for Development and Democracy (I4DD) led to a notable increase in civil society participation in security governance. These sub-grants enabled CSOs to produce influential outputs, including an independent report on security sector governance and a mapping study of international assistance in the sectorresources now being used by policymakers and donors alike. Public engagement also deepened through a six-month nationwide awareness campaign on security sector reform, which exceeded expected reach and visibility. While these activities demanded higher levels of administrative oversight from DCAF than originally planned, they generated valuable capacity-building effects within partner CSOs and fostered a more informed and participatory public dialogue.\n\nA key new achievement in 2024 was the establishment of the partnership with the Swedish Civil Contingencies Agency (MSB) to support Moldovas General Inspectorate for Emergency Situations (GIES). The collaboration began with a joint needs assessment, roadmap, and formal cooperation agreement signed in September 2024, laying the foundation for long-term capacity-building in crisis management, civil protection, and disaster risk reduction. The 2025 activity plan for the MSB component under SSGM includes 12 distinct actions employing a mix of methodologiesworkshops, table-top exercises, study visits, and development of operational materials and guides for GIES. Activities vary in duration from a few days to several months, ensuring both practical and strategic impact. These activities illustrate the practical nature of the MSBGIES partnership and its focus on developing a culture of preparedness, coordination, and interoperability consistent with EU civil protection standards. The early start in 2025 demonstrates strong institutional ownership and provides a solid foundation for the expansion of the MSBGIES cooperation over 20252028.\n\nOverall, 2024 results reflected both the projects resilience and adaptability.
