The strategy also aims to increase accountability for SRHR, where both the state and civils society play an important role in for example ensuring that regional commitments are implemented and reported on.Over the recent past, we have seen progress in above areas. An increasing number of legal norms and standards related to sexuality and reproduction are adopted or interpreted progressively and in parts of the continent we see a strong demand for accountability for the implementation of commitments related to gender and SRHR. These progressive developments are however undercut by resistance to the generous interpretation and application of SRHR legal norms at national and regional levels and by limited capacity for monitoring and accountability. As a result, the exercise of SRHR continues to be characterised by poor health outcomes and rights violations, including the exclusion of marginalised populations from access to SRHR services.Against this background, and as a result of the conclusions drawn in the MDPA and in the operationalisation of the new strategy, Sweden's regional team for SRHR decided to expand its engagement with the regional human rights architecture. As such, the scoping found that there was a need to prioritize on which regional frameworks and commitments to focus on, namely on the Maputo Protocol. It also found that the regional human rights mechanisms needs support in connecting the region and country level to advance SRHR and contribute to a stronger African human rights architecture.The team approached the Centre for Human Rights after consulting key actors within the regional human right's architecture as well as donors who indicated the importance of the Centre in this field. The Centre works to enhance implementation of human rights norms in Africa through capacity building, advocacy, litigation and research. The Centre has invested in building a community of human rights advocates across the continent through its academic programmes and alumni network and has established itself as a partner to the institutions of the African human rights system providing legal expertise, as well as technical support to states in reporting to international treaties, notably the Maputo protocol.After a series of meetings with the Centre, they submitted a proposal titled Strengthening the Protection of Sexual and Reproductive Health Rights in Africa.
