The programme is designed to promote the involvement of men and boys in unpaid care and domestic work as entry point to bolster gender equality, with a focus on womens economic empowerment.\n\nOutcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities, leading to the empowerment of women and girls\n\nOutcome indicator:\n\nIndicator 1.1: Reduction of gender gap in time spent on unpaid care and domestic work by men and women from target communities and those impacted by the youth-led social movement.\n\nTarget: 60 minutes per week\n\nIndicator 1.2: Extent to which the youth-led movement and the social norms change model in target communities contribute to increase gender equality and womens economic empowerment.\n\nThe first outcome is aimed at increasing involvement of men and boys in caregiving and household responsibilites, which will be achieved through two outputs.\n\nFirst, a youth-led social movement contributes to increase the amount and quality of time that men and boys invest in caregiving and household responsibilities, and to empower women and girls economically. The social movement will be established and rolled-out by UN Women with an aim to impact more than 1 million people. Of those, more than 50 000 will be impacted by changes for caregiving and household responsibilities of men and boys brought about by organizations participating in the regional social mobilization (private sector, CSOs, etc.). Online audiences of the campaign who believe that men and boys need to equally participate in caregiving and household responsibilities will increase by at least 20 per cent.\n\nSecond, targeted communities evidence progress towards social norms change for the participation of men and boys in caregiving and household responsibilities and further gender equality. \n\nIn doing so, UN Women will use the methods from MWGE phase I and II that has been proven to be most effective (peer-to-peer and positive deviants approaches) together with a specific analysis and parameters for identification of target communities, and detailed techniques and methods to be utilized to engage with the different target groups. \n\nOne CSO or CBO in each target country will be contracted through competitive Calls for Proposals to implement this model in 1-2 selected communities per country.  The exact demographics of the communities where the model will be implemented are yet unknown, as the communities will be identified as part of the selection process of the implementing partners. UN Women estimates that the model will target one community that has between 20,000 and 60,000 adults living in it, and that positive changes will be made by the programme in between 5,000 and 15,000 adults from every community. This means that, in total, the model of the programme will target between 60,000 and 180,000 adults, with the objective of achieving positive changes that are documented in 15,000-45,000 adults.   \n\nOutcome 2: Key institutions effectively transform patriarchal masculinities and social norms, focusing on advancing men's caregiving and household responsibilities and supporting women's economic empowerment \n\nIndicator 2.1: Percentage (and number) of young male beneficiaries of youth-serving institutions who increase their time on unpaid care and domestic work (by age, location)\n\nTarget: 30% of young men beneficiaries of change programmes (estimated to 50 000, with exact number to be confirmed upon completion of gender audits) \n\nIndicator 2.2: Increased percentage (and number) of young women targeted by youth-serving institutions who are willing to enter in paid labor market (by age, location)\n\nTarget: 20% from baseline (estimated to 50 000, with exact number to be confirmed upon completion of gender audits)\n\nThe outcome will be achieved by two outputs.\n\nFirst, the Ministry of Youth and Sports in Egypt, the Ministry of Youth, Culture and Communication in Morocco and the Ministry of Youth in Jordan will be engaged to achieve impactful change within the structure and portfolios of the institutions and to produce impact at scale in the young men and young women beneficiaries of the institutions across three countries. \n\nThese institutions all have Action Plans developed during the gender audits as part of MWGE phase II. The Action Plans will be built upon when it comes to results at organizational level. Also, selected programmes and services of the institutions will be supported, hereby institutionalizing and rolling out comprehensive tools and curricula developed within the MWGE programme when it comes to fatherhood and gender transformative parenting programmes.\n\nPriority will also be given to the role of the respective National Women's Machinery to strengthen their cooperation with youth serving institutions. The National Women's Machineries are a national institutional mechanism created under the Beijing Declaration, to ensure the mainstreaming of gender equality and the empowerment of women in government institutions, policies and programmes. By cooperating with the National Women's Machineries in the region interministerial cooperation is strengthened. \n\nUN Women will utilize its partnership with the Arab Women Organization, an intergovernmental organization affiliated with the League of Arab States, as regional convenor to bring the national institutions, and the women's machineries, together to exhange lessons and good practices, and to ensure common system for monitoring. \n\nSecond, religious institutions contribute to transform patriarchal masculinities and promote women's economic empowerment. Cooperation with religious institutions will take place in two separate partnerships. A new partnership with a religious institution will be entered into to influence Islamic discourses and teachings in Muslim communities. Capacity building to Sheiks and Imams will be provided through the partnership and religous decrees that promote gender equality will be proposed for enactment and dissemination. Knowledge products produced by Musawah under MWGE programme will be utilized as needed. \n\nIn addition, a regional partnership with a specialized organization will be undertaken through a Call for Proposals to facilitate the engagement of religious institutions at regional level. Focus will be Sunni Muslim actors, but also promote inter-faith dialogues. \n\nOutcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave\n\nIndicator 3.1: Number of men who can potentially benefit from the changed normative frameworks in target countries\n\nTarget: 40 547 285 men (27 692 909 in Egypt; 9 784 376 in Morocco; and 3 070 000 in Jordan)\n\nIndicator 3.2: Number of laws, reformed or enacted for a more equal and meaningful paternity leave\n\nTarget: 3 (1 per country)\n\nIndicator 3.3: Number of national policies reformed (i.e., national gender policies, youth policies, etc.) or approved to promote the caregiving and household responsibilities of men and boys\n\nTarget: 3 (1 per country)\n\nThis outcome addresses the lack of normative frameworks in MENA and low priority in national agendas to males unpaid care and domestic work. The outcome will be achieved by two ouptputs. \n\nFirst, a regional network of universities and research institutions, and regional programme's knowledge products, advance the transformation of patriarchal masculinities and social norms through data and evidence. The intervention will support the development of strategic evidence, knowledge products and advocacy materials to advance regional and national policy agendas and legal reforms in favour of men's and boy's involvement in caregiving and household responsibilities. The regional consortium of universities for gender equality and women's empowerment will be formed by at least 18 universities, and will act as a gender knowledge hub in the region, giving special attention to 1) the care economy and the involvement of men and boys in unpaid care and domestic work, and 2) gender and climate change. The work of the consortium of universities will be utilized by MENA communities of researchers, governments, UN agencies, CSOs and private sector.\n\nSecond, National Women's Machineries, women's CSO and other key stakeholders catalyse legal and policy reforms in favor of more equal and meaningful involvement of men and boys in caregiving and household responsibilities, with a focus on paternity leave and its uptake by men. The National Women's Machineries will play a central role in creating a policy agenda at country level, with Arab Women Organization playing its role convening this agenda at regional level. Examples of results are presented per outcome area below:\n\nOutcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities, leading to the empowerment of women and girls.\n\nCompletion of the time use baseline study in Jordan, providing essential evidence on gender disparities in unpaid carework, to be used in advocacy and other kind of activities.\n\nEstablishment of the Youth Advisory Group with 22 members selected from 273 applicants to guide the youthled regional campaign that is one of the programmes signature interventions. A comprehensive regional campaign framework was finalised in May 2024, providing strategic direction to youth advocates. This framework outlines objectives, target audiences, key messages, and dissemination approaches that center youth voices. \n\nIn Tunisia, twenty seven young artists developed advocacy skills through an initiative focused on unpaid care work and gender equality. After training by UN Women and the Ministry of Youth and Sports, they created performances and\nexhibits in three artistic residencies across Tunisia. These works reached 250 stakeholders at a March 8 event in 2025 and over 1,000 youth at a music festival, expanding conversations on equitable household responsibilities. \n\nIn Jordan, 300 young people now lead a social movement promoting men's caregiving roles through a partnership with Core Consultant Network. During the reporting period, 102 youth gained skills to serve as community ambassadors for\ntransforming social norms around unpaid care work.\n\nIn Morocco, the Association for Technological Education and Culture, a women's rights NGO, began developing innovative approaches including a mobile application \"Calculator of unpaid domestic work time\" to visualize care work\ndistribution among family members.\n\nPrivate sector representatives gained practical guidance through the \"Gender Equality in the Private Sector: a Toolkit for Male Allies in the Arab States\". This resource, piloted with 45 managers and executives in June 2025, and launched in January 2025, equips male employees with strategies to support gender equality in the workplace and promote shared caregiving responsibilities. One hundred and nine senior level corporate representatives from six countries enhanced their understanding of gender equality practices through participation in the Women's Empowerment Principles Forum in Casablanca in January 2025. Twenty three out of 25 human resources professionals committed to increasing\nwomen's employment in their companies by 5 per cent.\n\nImplementation of the Community Based Activities in three countries started:\nIn Jordan, Athar Association for Youth Development formalised a partnership agreement with UN Women. Twelve youth animators with strong community tieswere recruited and trained on the DTC community based model toolkit and\nmonitoring tools. Comprehensive baseline data was collected in Jordan, revealing important insights: only 38.7 per cent believe other males in their community participate in caregiving tasks, and nearly half of men believe theywould face social judgment for participating in caregiving and household tasks.\n\nIn Morocco, Project Soar emerged as the selected implementing partner, bringing significant expertise as a feminist NGO dedicated to empowering marginalised teenage girls and advancing gender equality.\n\nIn Egypt, Gozour Foundation for Development signed a partnership agreement with DTC Egypt to implement activities and work with targeted communities. The foundation only obtained the necessary approvals from the Government of Egypt on April 16, 2025.\n\nOutcome 2: Key institutions effectively transform patriarchal masculinities and social norms, focusing on advancing men's caregiving roles and supporting women's economic empowerment.\n\nYouth serving institutions in Morocco and Tunisia strengthened their capacity to transform patriarchal norms, with 53 youth workers trained in Morocco from the Ministry of Youth, Culture and Communication and 44 gender focal points from the Ministry of Youth and Sports in Tunisia. These focal points now understand gender equality concepts, can design gender sensitive policies, and can implement initiatives that promote men's caregiving roles and women's\nparticipation in the labor market.\n\nIn Egypt, a series of meetings were held with the Ministry of Youth and Sports during February and March 2025, including a highlevel meeting with the Minister in March 2025, to discuss partnership modalities for integrating gender\nperspectives into youth programming and promoting men's engagement in caregiving roles.\n\nUN Women entered into a partnership with a regional Civil Society Organisation Adyan  to advance gender equitable interpretations of religious teachings, focusing specifically on women's economic empowerment and the involvement\nof men and boys in unpaid care work. This partnership will create a comprehensive regional manual for religious actors, deliver capacity building for 68 religious actors per country, and develop Public Service Announcements. UN Women also contracted experts for a future Policy Paper on Islamic Feminism & Care Economy. This document outlines the scope for a paper that will eventually examine how Islamic teachings and legal frameworks address care economy issues.\n\nOutcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.\n\nA significant milestone was the reform of paternity leave legislation in Tunisia, while progress toward establishing a regional network of universities and research institutions advanced through a consultation workshop in Morocco that brought together over 30 university professors from seven countries. The network of universities aims to strengthen feminist knowledge production and generate evidence on masculinities and care work. Working groups during the consultation identified common challenges facing women's studies institutions and proposed strategic objectives for the network, focusing on strengthening feminist knowledge production and research impact. A comprehensive regional mapping of academic teaching and research in gender\u002F women's studies was initiated in September 2024, employing a bottom-up approach led by AWO and national women's machineries. The mapping will be identifying academic institutions and assessing current capacity in women's\u002F gender studies.\n\nThe regional network of male decision makers from public institutions was formally established. Twenty one highlevel male officials and leaders from five countries formed a regional network of male decision makers. Fifteen network\nmembers strengthened their knowledge and commitment to gender equality through a inaugural workshop on December 45, 2024, where a work plan for the network was developed.\n\nThe regional roadmap for the care economy started its development process following a bottom up and consultative approach under the leadership of the Arab Women Organization (AWO) and involving government representatives,\nmembers of legislative bodies, private sector, CSOs and labour unions. Eighty government representatives and experts from across the Arab region developed a shared understanding and joint actions for developing a regional roadmap on\ncare economy through a High Level Regional Dialogue organized by AWO and UN Women, in partnership with ILO and ESCWA, in Amman, Jordan on February 1819, 2025.\n\nThirty six Tunisian parliamentarians increased their knowledge on the benefits of extended paternity leave through a strategic workshop organized by UN Women in partnership with Tunisia's Parliament of the Assembly of People's\nRepresentatives in July 2024, contributing to the paternity leave reform. Thirty nine parliamentarians and experts from nine countries developed concrete proposals for gender responsive policies during a Regional Workshop in Amman\nin February 2025. This event resulted in strategies for gender mainstreaming in legislation, particularly around caregiving responsibilities.\n\nFive key ministries in Morocco organised the First International Conference on \"Care Economy and Social Protection: Pillars of Women's Empowerment, Job Opportunities and Family Resilience\" in June 2024, bringing together over\n1,200 stakeholders and positioning the care economy as a national priority.\n\nMoving forward, the programme will focus on strengthening implementation across all countries while advancing critical regional initiatives. This includes developing policy guidance on care in crisis and conflict, finalising the manual for\nreligious institutions, completing the establishment of the network of MENA universities, and prioritizing the implementation of community based models to ensure that social norm transformation work reaches the grassroots
