We Effect will use its Lichinga Office in Niassa, as the main hub for the overall programme coordination. Sida assesses that the target provinces are well aligned with the increased geographic focus of the Swedish operationalisation plan. \nWe Effect has been implementing several programmes related to Swedish Development cooperation in Mozambique since 1991, with its first field office in the northern province of Niassa on which implemented interventions such as the Programa de Apoio a Sociedade Civil -PASC (contribution ID 23000249) and the Agricultura e Recursos Naturais - ARENA (contribution ID 51140056).  The major bilateral partnership with the Swedish Embassy was through the Actions for an Inclusive and Accountable Governance (AGIR II) programme, 2010-2020 with its sub-programme entitled Natural Resources, Agriculture, Climate Change, and Environment (NACE). For the implementation of NACE, We Effect managed approximately 176 million Swedish Krona. In 2020 as AGIR II programme was being finalized, however an extension of the NACE sub-programme until December 2021 was agreed.\nThe ALCANCE programme is proposed to be implemented in two phases. The  budget for the first phase of  two years amounts to a total amount of 75, 8 MSEK \u002F 456, 44 MMZN (1 SEK = 6,017 MZN),  is presented on a cost-basis with 6 main headers: 66,7% for Funds transfers to partners equal to 50,6 MSEK (312,2 MMZN) and  33,3% equal to 25,2 MMSEK (144,2 MMZN) for We Effect lead activities,  Monitoring and evaluation, Programme staff costs, Programme support costs and Administration overhead. The Embassy assesses that the budget is reasonable in relation to the objectives and provides for a basis for a cost-efficient implementation of the programme.\nSince the cooperation partner will have a component of forwarding of funds to third parties’ trough different funding modalities, even though We Effect has systems for planning, monitoring, reporting, evaluation and learning in place, the Embassy's analysis is that both the recurring financial monitoring and operational monitoring of the partners need to be strengthened to ensure that Sida funding is applied properly to achieve the expected programme results.\nIn conclusion,  Sida assesses that the impact of the ALCANCE contribution, lay the ground for an effective, equitable and systems, sustainable livelihoods, improved gender equality and resilient communities to climate change through empowering partner organizations to increase their access to productive land, access and better control of the means of productions as well as increasing the knowledge by women and smallholders farmers about the right to food of three target provinces, Niassa, Nampula and Cabo Delgado.",{"lang":211,"value":218},"ALCANCE (Programa de Alimentos, Clima, Agricultura, Natureza, Coordenacão e Empoderamento da Mulher) Projektets övergripande mål är att “bidra till att partnerorganisationer får ökad tillgång till produktiv mark, tillgång till och kontroll över produktionsmedel samt ökad kunskap hos kvinnor och småbruksbönder för att säkerställa rätten till näringsrik mat”. In parallel, 308 VSLA groups (Village savings loan associations) with 9,228 members (6,711 women) mobilised savings of 21,168,621.50 MZN, supporting income-generating activities, food security, and household needs such as education.\n\n- 7,895 smallholder farmers (61% women) participated in strengthened value chains, marketing 310,742 kg of agricultural products and generating 6,960,090 MZN in revenue. \n\n2) Sustainable livelihoods\n\n- In 2025, four Women's Parallel AGMs engaging 411 women and leadership training for 1,230 women strengthened women's influence in farmer organisations, resulting in 48% female representation in leadership structures.\n\n- Partner organisations combined high level advocacy on Land Law reform, agroecology, and GMOs with service delivery, reaching 5,052 women through integrated extension packages that strengthened women's autonomy in productive decision making.\n\n- Women diversified livelihoods through agriculture and non agriculture businesses such as vegetable production, food processing, fish farming, apiculture, and services, supported by strengthened women led associations and targeted business and financial training.\n\n- Women's participation in VSLAs increased from 2,130 to 4 848, while at least 805 women accessed formal financial services; for example, 270,000 MZN in loans supported women led associations, alongside digitalisation improving financial transparency and resilience.\n\n3) Climate change and resilience\n\n- Partner organisations enabled smallholder farmers, women and persons with disabilities to participate in 11 climate related policy processes, contributing to national and local planning, including the approved National Climate Finance Strategy (20252034) and inclusive district contingency and adaptation plans.\n\n- Through MoUs (memorandum of understanding) with government institutions and community radios, partners established 39 environmental clubs, trained 529 youth, and disseminated ECCR and early warning information to over 6,000 community members, while 400 solar water purification kits strengthened resilience in climate affected districts.\n\n- A total of 8,202 smallholder farmers adopted climate resilient practices15 times more than in 2024supported by 17 agroforestry centres, while women-led initiatives such as ecological briquette production reduced forest pressure and increased household income.\n\n- Partners supported the restoration of 21 hectares of degraded coastal and inland ecosystems and established an artisanal fisheries forum in Mecanhelas, strengthening coordination with authorities and promoting sustainable fishing practices.\n\n4) Gender equality\n\n- 8,491 women benefited from economic empowerment initiatives and 3,948 women accessed improved agricultural technologies, contributing to increased incomes, women's participation in value chains, and positive shifts in gender norms within traditionally patriarchal communities.\n\n- Partners established 30 women's leagues and 25 youth leagues (up from 3 and 0 in 2024), linked 25 women to regional and global feminist movements, and convened a regional women's conference with 100 participants (80 women), resulting in coordinated advocacy and a formal position paper submitted to government.\n\n- Partners conducted 110 GBV trainings reaching 11,094 rights holders and established 15 linkages with specialised institutions, resulting in the formal reporting and referral of 13 GBV cases and improved access to protection, justice, and psychosocial support.\n\n5) Equitable and just access to adequate housing\n\nIn 2025, FOFeN, AMPCM and We Effect convened a Housing Conference with 80 participants that resulted in the approval of two climate resilient housing models (hybrid and conventional), followed by six community consultations involving around 640 people (approx. 500 women). As a result, 18 masons and 15 cooperative members were trained, two model houses were constructed (later repurposed as GBV shelters), and seven families began adopting the hybrid housing model, with additional houses under construction.\n\n6) Stronger organisations \n\n- In 2025, all ten core partners held regular AGMs (14 meetings total) with 391 members participating (60% women), while
