On the other hand, the UNDP assesses that the new (19th) government, which was inaugurated in April 2024, is motivated to engage with citizens, civil society, and the private sector to move the reform agenda forward. \n\nDuring the period, some key achievements can be highlighted. \n\nGovernment institutions adopted programme-supported digital systems and transparency mechanisms. By the end of 2025, 118 public institutions had adopted programme-supported solutions, including digital citizen budgets, digital licensing and accreditation systems, property tax services, municipal e-services and public service centres. The report also states that 49 government institutions were applying improved transparency practices through measures such as publication of digital citizen budgets, digitalisation of services and application of sectoral corruption risk management.\n\nThese digital solutions include digital Citizen Budgets for 22 ministries, enabling public access to budget information; digital property tax services within the Ministry of Finance; a digital Licensing and Accreditation system in the Ministry of Health; a National Registry for Persons with Disabilities as well as public service centres and e-service portals at local-government level.\n\nThe digitalization of additional tax services led, according to UNDP:s estimate, to an additional 119 000 USD in tax revenue collection. \n\nIn the health sector, TEA3 has continued to institutionalize Patient Care Evaluation Systems (PCES) across hospitals and health directorates and Local Hospital Boards (LHBs) in all government hospitals. A particularly notable result was that Local Hospital Boards mobilized approximately USD 2.4 million in financial and in-kind contributions during 2025, supporting hospital improvements, equipment acquisition, and service upgrades. Hospital management became more participatory and accountable. Community leaders, medical professionals, and local stakeholders became actively involved in oversight and resource mobilization, leading to measurable improvements in healthcare infrastructure and services.\n\nThe programme contributed to changes in the way Palestinian public institutions and civil society organisations work by introducing and institutionalising new systems, coordination mechanisms and digital services.\n\nThe Palestinian Anti-Corruption Commission (PACC), together with the Ministries of Finance and Health, completed sectoral corruption risk assessments and prepared for institutionalisation of the Sectoral Corruption Risk Management methodology across additional government sectors. According to the report, this has strengthened the capacity of PACC and participating ministries to identify and manage corruption risks using a structured methodology.\n\nSupport to the Palestinian NGOs Network contributed to renewed coordination among Palestinian civil society organisations. Six thematic sector groups were reactivated, stakeholder mapping was completed and efforts continued to strengthen the Civil Society Coordination Council. According to the report, this has improved coordination between sectoral working groups and laid the foundation for more structured engagement between civil society and
