The outcomes and activities map to objectives mentioned above, and some are highlighted below in areas of work, with some results included for: \n\n1  emergency support: including funding instruments, referral mechanisms and material and technical resources.\n\n2. Sustainable Protection support: including funding instruments, Accompaniment, Digital Facilitator Support\n\n3. Community and Network Support\n\n4. Internal (field building, sustainable interventions, management)\n\n Emergency Protection Support \n\nIncident Emergency Funding (IEF), (monetary contribution) to HRD individuals, orgs or networks under digital threat, in internet repressive environments \n\n(baseline 2023: 89% efficacy, target 2024: 75% efficacy, outcome 2024: 98% efficacy)\n\nIn 2024, at least 854 applications for IEF support have been received compared to the 635 applications received in the 2023 calendar year and the 288 received over 2022, showcasing an exponential increase in requests from HRDs around the world.\n\nThe trend for the past years has also shown a regional imbalance in the requests which persists in 2024, with 561 requests (65%) coming from Sub-Saharan Africa. 75 requests (8%) came from Asia, 88 applications (10%) from Latin America, 102 applications (12%) from Eastern Europe, Caucasus and Central Asia (EECCA), and 54 applications (6%) from the Middle East and North Africa (MENA).\n\nApplications received: 854\nApplications approved:101 (9)\n\nResults from the qualitative evaluation of the grant mechanism was predominantly positive, specifically reflecting on the flexibility, availability and professionalism of the mechanism and implementing officers.\n\nSupport to HRDs provided by DDPs Global and Regional Partners\n\nGlobal Partnership Funds\n\nIn 2024, DDP continued collaborating with long-term Global Partners Front Line Defenders, Media Defence, and Qurium Media Foundation. These three organisations (which focus on protecting HRDs, legal support and strategic litigation for freedom of expression, and secure hosting, infrastructure, and digital forensics, respectively) have a complementary and collaborative approach to that of DDP and operate globally.\n\nFront Line Defender:supporting Digital Protection Coordinators (DPCs) team.\n\n2024, DDPs support to FLD helped their DPCs provide digital security support to some 360 individual HRDs (an increase from 308 last year) and 193 human rights organisations (directly supporting a further 2765 HRDs), through 448 consultations (including security assessments, responses to emergency incidents and mentoring) and 121 webinars and trainings. The HRDs supported were located in 87 countries globally.\n\nMedia Defence\nMedia Defence provides emergency legal support to journalists (broadly defined) being subjected to legal or judicial harassment, strategic litigation on digital rights and freedom of expression as well as support to partner organisations globally to strengthen their capacities and programmes of legal support in defence of civil society.\n\nResults included support for Media Defence for 9 litigation cases as well as support for local partners in 5 countries.\n\nQurium Media Foundation\nDuring 2024, DDP also continued core support to the Qurium Media Foundation which provides proactive and reactive digital security services to journalists, activists, and HRDs facing digital threats against their core communication channels.\n\nResults: During 2024 Qurium has sanitized and on-boarded a total of 24 websites from countries that fulfil the requirements of DDP. Additionally Qurium respnded to 14 Rapid response cases, conducted 8 forensic investigations, and customized support to 11 organizations.\n\nStrarting in 2025, DDP has decided to stop this mechanism as result of decisions in conjunction with strategy realignmend around the regional approach. \n\nRegional Partners Funding (RPF)\nRegional Partnership Funding (RPF), DDP supports organisations and projects with a regional or country-specific focus to implement programmes of activities in support of HRDs, journalists, and communities at risk, with an emphasis on digital security and digital rights from a holistic perspective.\n\nDDP's cohort of 18 regional partners (7 in LatAm, 5 in Asia, 3 in SSA, 2 MENA, and 3 EECCA) were selected in 2023, and finalized their work in 2024.\n\n The following is a summary of some of the results they achieved:\n\n an organisation located in a high-risk area focussed on training online mentors for cases of gender-based violence. (34 orgs and 46 individuals)\n\n- a feminist helpline to create outreach and resource for Genderbased violence online prevention and mitigation.\n\n- Online training for ohorts in country X, publishing 14 podcast sessions in local languages.\n\n- A regional organisation providing digital security was supported to specifically work in Mekong countries. Their initial focus was to map digital security needs and capacity in Thailand, Myanmar, and Vietnam and strengthened capacity of 26 organisations.\n\n- A Digital Rights Organisation - DDP Asia Team supported an organisation providing digital security assistance and digital security research in coungry. This included a myriad of interventions (provision of tech\u002Faccess, training, emergency support etc) which supported around 350 individuals directly.\n\n\n\nSustainable Protection Support\n\nDDP carries out activities to encourage the longer-term development of digital and overall security capacities among HRDs. This includes Sustainable Protection Funding (SPF), accompaniment processes, as well as internal support to the partnres and facilitators in their work in the segment above (i.e. emergency support).\n\nSustainable Protection Fund\n(these are funds of up to 50K EUR to organisations for improvements in their digital and holistic security capacities.)\n\nReports from the 2023 cohort, which ended and evaluated during 2024 yielded overwhelmingly positive results as reported via a survey of the recipients (overal 95% 'definitiely' or 'very likely' in evaluating the efficacy of the interventions, as well as overall satisfaction with the administration of the funding.)\n\nIn Sub-Saharan Anglophone Africa: six (6) applications were successful. Two (2) of the projects support organisations working on LGBTQIA rights, one (1) focuses on environmental, land, or indigenous rights, one (1) supports a sex workers rights organisation, and one (1) supports a youth activists organisation.\n\nA total of four (4) applications were accepted in Latin America: two (2) from organisations who make data available ; one (1) protection actor from a country and one (1) organisation working on womens rights in another.\n\nIn Asia, 2 applications were accepted: one from an organisation supporting refugees  and an LGBTQI organisation.\n\nAccompaniments (Digital\u002FHolistic seurity mentorships and organizational improvement interventions). in 2024, 21 accompaniments were ongoing or completed acroos multiple regions and covering various work and sectors, involving LGBTQI orgs, Environmental and Indigenous Rights orgs, WHRD and Genderbased violence advocacy orgs, Youth orgs, peace and conflict advocacy orgs, Freedom of Expression and political literacy orgs, labor rights orgs among others.\n\nAccompaniments spanned the spectrum from awareness raising, to training and capacity building in information and digital security, risk assessment, crisis and incident planning, misinformation mitigation, secure access and storage of data.\n\nOUtcome Mapping results:\nDDP employs a participative tool for design, managemen and evaluation of its accompaniment process whereby:\n\n\nThe accompanied organisations help define and design their own outcomes, then through the accompaniment period measure and monitor the progress, and at the end evaluate the results. based on 3 categories: expect to accomplish, like to accomplish, love to accomplish\n\nIn 2024, 17 accompaniments were concluded, and were able to conduct their exit surveys. Based on these surveys 63% of items defined as 'expected' were deemed achieved with 20% near completion.  The respective numbers were 49% and 48% for items originally designated as 'like to accomplish', and 31% an 45% for items designated as 'love to accomplish'.\n\nTHe organisation's overall satisfaction were 5 satisfied and 11 highly satisfied with the process and accomplishments.\n\nCommunity and Network Support\n\nCommunity Network Funding\n\nThrough CNF, DDP supports the creation of resources and spaces for collaboration among the broader ecosystem of rapid response networks and digital rights activists globally. In 2024, DDP has approved 8 CNF grants, including:\n\n- Support rapid response org in Africa \n- Helpdesk for delivering Digisec trainings in Asia\n- WHRD\u002FLGBTQI org in Asia to combat TF\u002FGBVO\n- Helpdesk support (incident handling processes ) in LATAM\n- Helpline support in Africa\n- Support rapid responders in LATAM\n-Creation\u002Fformalisation of a MENA rapid response process\n- Finanical support for E.EUR rapid response network gathering and organizing\n\nDDP staff and consultants continued support and engagement with various RR networks, CiviCERT, and other mechanisms related to incident handling as well as helplines and provision of digital support to HRDs and other target groups.\n\nField Building\n\nIn 2024, DDP embarked on the process of creating a cohort of Digital Protection Facilitators in the Francophone Africa Regions. \n\nSelection process\ndesign of the training \nTraining and resourcing\nevaluation and finalization\n\nFour DPFs 'graduated' to form the Franchophone Africa cohort of digital protection facilitators, and began their work. Among others, this cohort hosted several awarness raising and digital security training session in the course of the year and in conjuction with a few African related events and workshops.\n\n One of the learnings and 'unexpected' results have been the undertaking of internall support and sustainability for the Accompaniment process. This process, by which the DDP cohort of facilitators are themselves receiving support for sustainability (in a holistic way) is showing an indirect result in increased delivery of service in some instances. \n\nDDP has also become more anchored in the communities it wishes to serve. The facilitator cohort (and the accompaniment process) have now diversified and are also based in regions instead of solely operating from Europe. The decision making both for interventions as well as for granting purposes have also been pushed further to the communities where DDP staff are embedded. The qualitative responses from grant and service recipients has shown this in a positive light, which is an albeit intended (if not explicitily articulated) result of the program, especiall in its new strategy document.\n\nOverall, the program's elements (i.e the grant mechanisms, as well as the accompaniment and community engagement )have both been stable and able to deliver (overdeliver) results, and the Program has grown both in size but also in maturity.
