The Global Secretariat collaborated and provided technical support to Rozan throughout the process, from planning to the consultations to technical reviews.\n\nIn Rwanda, Rwanda Mens Resource Center (RWAMREC), the national coordinator of the national MenEngage network in Rwanda, and the Global Secretariat jointly reviewed and provided technical recommendations for a feminist informed national plan on men and masculinities, as part of the nations gender plan\u002Fpolicy. Through RWAMRECs longstanding relationship with the Government of Rwanda, the two parties then worked in partnership to finalise a political framework for the national action plan. This resulted in Rwanda adopting the Male Engagement Action Plan at National Level, a gender transformative plan which serves as a benchmark for future feminist informed policymaking.\n\nIn Nepal, one of the country network steering committee members, Hami DajuVai, led the updating of the National Action Plan on Male Engagement during which the Global Secretariat provided support with facilitation of the stakeholders consultation as well as a technical review of the national action plan. The Action Plan will be adopted by the Ministry in the coming year, and will be implemented in collaboration with the members of MenEngage Alliance Nepal network across the country.\n\nIn Latin America, members used the new Peruvian regional ordinance on working with men on the elimination of violence against women and girls as the basis for further influencing across 13 other regions, encouraging them to adopt their own ordinances, and then provided training to prosecutors in implementing the protocol.\n\nExtent to which policy and decision makers have increased awareness, support and uptake of gendertransformative approaches to engage men\nand boys at country, regional and global levels:\n\nMenEngage Alliance continued to engage policy and decision makers at national, regional and global levels by promoting gendertransformative and feminist analyses of men, masculinities and power. During 2025, the Alliance and its members engaged with decision makers through coordinated advocacy and sustained engagement in key policy and decisionmaking arenas. At national level, as mentioned above, MenEngage members contributed to concrete policy processes that resulted in changes in how governments approach the engagement of men and boys. Examples include as mentioned under highlights the development of a national strategy on engaging men and boys to end genderbased violence in Pakistan (in collaboration with government actors and UNFPA), the adoption of Rwandas national Male Engagement Action Plan, and the updating of the National Action Plan on Male Engagement in Nepal. At regional and global levels, MenEngage Alliance participated in policy discussions within arenas such as the Human Rights Council, CEDAW processes, the Organisation of American States and UN climate governance spaces. Through these engagements, decision makers engaged with MenEngage Alliances perspectives on men, masculinities and accountability.\n\nExtent to which relevant policies include gendertransformative analysis and approaches to engaging men and boys and transforming masculinities:\n\nMenEngage Alliance continued its efforts to influence the content and framing of policies and normative frameworks at national, regional and global levels. The adoption of Rwandas national Male Engagement Action Plan as mentioned above under highlights, represents a concrete policy outcome that integrates gendertransformative methodologies, accountability to womens rights movements and systemwide approaches across sectors such as GBV prevention, health, education, care work and governance. Similar policy development processes in Pakistan and Nepal further demonstrate increased integration of gendertransformative approaches within formal government frameworks. MenEngage Alliance contributed to policy language and normative discussions that moved beyond instrumental engagement of men and boys. \nA notable result was the inclusion of language on engaging men and boys, grounded in analysis of masculinities, within the Belem Gender Action Plan adopted under UN climate governance processes, reflecting increased uptake of gendertransformative analysis in policy frameworks beyond the gender equality sector. At regional level, MenEngage Alliance members contributed to policy processes within the Organisation of American States (OAS), including the adoption of the InterAmerican Model Law on Digital GenderBased Violence. Further, MenEngage Alliance developed and published 11 policy papers and statements on topics such as GBV, climate justice, LGBTQI rights, care and contraception intended to support members and public learning.\n\nExtent to which relevant opinion makers and public narratives include gendertransformative analysis and approaches to engaging men and boys\nand transforming masculinities:\n\nMenEngage Alliance continued to influence public discourse and narratives on men, masculinities and gender equality through strategic communications, media engagement and public positioning. During 2025, the Alliance and its members engaged with opinion makers, media actors and public platforms in order to reach men and boys directly. A concrete example of this was the Alliances response to the widespread public debate triggered by the Netflix series Adolescence, which brought questions about young men, masculinities and gender norms into mainstream media discourse. MenEngage Alliance and its members engaged in this moment through media engagement and public discussions. One MenEngage Europe member participated in a panel discussion with the Adolescence cast, director and writer, contributing perspectives on men, masculinities and gender equality to the media conversation.\n\nIn addition, MenEngage Alliance members contributed to regional public campaigns such as the Masculinities That Care campaign in Latin America,\nwhich reached wide audiences and focused on promoting carebased and gendertransformative narratives on men and masculinities.\n\nExtent to which programs and practices with men and boys include gendertransformative approaches:\n\nMenEngage Alliance continued to strengthen the quality, accountability and gendertransformative nature of programmes and practices with men and boys\nacross its membership. In 2025, the Alliance focused on supporting its members to apply shared standards, feminist principles and accountability frameworks in\ntheir work. A central result was the strengthened implementation of the Alliances accountability framework. Through Alliancewide processes, peer learning and\nregional support, members increased their capacity to identify, address and respond to harmful or nontransformative practices. This was evidenced by the handling of complex leadership and accountability cases in several regions, including Africa, Latin America and the Caribbean, where organisations took concrete steps to address issues that had previously undermined trust and programme quality. At programme level, members implemented gendertransformative initiatives focusing on care, fatherhood, emotional literacy and the prevention of genderbased violence. Examples include fatherhood and care programmes in Latin America linked to the regional Masculinities, Care and Fatherhood campaign, as well as community level programmes reported by members in the Middle East, South Asia and Eastern Europe. These initiatives included documented examples of reflection and change in attitudes and practices among men and boys, such as increased engagement in care work and questioning of harmful gender norms.\n\nIn addition, the Alliance facilitated peer learning and practitioner exchanges through the MenEngage Learning Collaborative, supporting members to reflect on and adapt their programming in
