It is expected that acquired capacity will used be twofold: 1) in the short to middle term, it will enable respective public actors to take forward the documented evidence to make Russia accountable for wrongdoing and claim compensation; 2) in the longer term, it will allow to mitigate the risks of long-term environmental disasters in Ukraine.\n\nThe proposed project will comprise of five outputs, namely:\n\nOutput 1 - the State Coordination Center for Environmental Damage is established and is capacitated. The activities will be focused on providing advisory and operational support for the development of the legal framework and institutional capacities of this governmental body. The project will contribute to the development of the effective methodologies, legislative background, and technical capacities to record the evidence on environmental damage due to Russian military invasion in Ukraine, analyzing and responding to its different negative effects on women and men.\n\nOutput 2 - increased awareness of public and private sector stakeholders and their capability to use the registry on environmental damage. This activity will include development and roll-out of new releases of the registry, expansion of the system functionality and development of additional modules, (e.g. advanced search, invoicing to economic entities through the system, the possibility to publish the results of post project monitoring, post-project alert system, creation of interactive maps, which would simplify access to information of the public concerned and become a part of wider nationwide platform to record environmental damage, support the automation of processes and reports).\n\nOutput 3 - communication and awareness-raising campaigns are conducted to inform the general public and key stakeholders about the activities and interaction with the State Coordination Center for Environmental Damage's platform. A two-fold approach to raise awareness will ensure that target audiences are aware of the activities of the Center, availability of the platform and know how to interact with it, and will be accomplished through a range of activities, including dedicated media partnerships and direct two-way communication through owned and public channels.\n\nOutput 4 - Gender-responsive assessments of the environmental damage caused by the war is assessed and relevant gender data is collected. Proposed activities oversee establishing the working group on assessing environmental damage. It is expected that the working group will be able to support governmental bodies in providing knowledge on gender issues, organize trainings, meetings. A gender-responsive environmental damage assessment methodology will be developed based on international best practices (including UNDRR approach) and in coordination with other sectors to ensure consistency and avoid duplication (expert, publication, design, presentation, public event). Coordination Centre on Environmental Damage Assessment: The Coordination Centre held nine working meetings in total, seven of them in 2025. It continued to function as a platform for coordinating environmental damage assessments and facilitating dialogue on environmental control reform, international experience, and analytical priorities.\n\n2. Enhancing the capacity of the State Environmental Inspectorate: In 2025, the project supported the procurement and transfer of 10 mini mobile laboratories (incl. vehicles Renault Duster, drones, devices for collecting soil and water samples, and portable refrigeration units), an asbestos detection microscope, chemical reagents, and other consumables. The Coordination Centre premises were renovated and equipped. A comprehensive asbestos detection system was delivered to Odesa region, with related training planned jointly with the State Environmental Inspectorate. The project also contributed to the creation of six environmental control points under the Environmental Control Reform Strategy through 2029.\n\n3. Analytical and legislative assistance: The project contributed to the development of 14 legislative and regulatory acts at various stages. It also completed five key analytical studies covering the Kamianska Sich National Nature Park, permissible concentrations of hazardous substances in soil, transboundary pollution in the Seim and Desna river basins, and the environmental conditions in the Ros river basin.\n\n4. Training and online education: Four training sessions were organized for the State Environmental Inspectorate in 2025, focusing on emergency response, chemical safety, remote sensing and GIS, and artificial intelligence applications. In addition, two online courses were developed on environmental safety and risks for communities and territories, and on environmental aspects of demining.\n\n5. Environmental damage register and public engagement: Preparatory work on the terms of reference for the environmental damage register was finalized, and a development contract was signed in early 2026. Cooperation was established with the regional office of the Council of Europe Register of Damage for Ukraine. The project also supported outreach and awareness-raising activities in partnership with the Parliamentary Committee and the Ministry.\n\nThe project has faced a number of challenges affecting its further development, namely baseline environmental data, the evidence base, and methodologies for environmental damage assessment. Incomplete and fragmented monitoring data, outdated standards, the absence of unified procedures for evidence collection and storage, and limited digital solutions continue to undermine the quality and credibility of environmental damage assessments. To address these issues, the project envisages the development of recommendations aimed at improving environmental monitoring systems, evidence collection processes, and damage assessment methodologies.\n\nThe implementation of project activities in 2025 highlighted that effective capacity development requires more than equipment alone. Sustainable results depend on combining technical tools with training, methodological support, and institutional strengthening.\n\nThe Projects work on environmental control points demonstrated the importance of flexibility and continuous coordination with regional authorities and frontline inspectors. Pilot initiatives proved most effective when adapted to local conditions and operational realities.\n\nThe Coordination Centre demonstrated the value of multi-stakeholder cooperation by improving coordination and information exchange among government institutions and international partners. Its effectiveness depended on sustained facilitation, logistical support, and technical expertise.\n\nThe Projects analytical studies showed that evidence is most impactful when it is both scientifically robust and directly linked to policy and legislative priorities. Close cooperation between technical experts and public officials helped ensure that research findings informed decision-making processes.\n\nThe procurement and delivery of specialized equipment highlighted the importance of flexible and responsive supply chain management. Security risks, logistical disruptions, and changing regulatory requirements required adaptive planning and close coordination with suppliers and
