This involves first using environmental monitoring and assessment (EMA) to build the scientific evidence base that encompasses biodiversity and ecosystem integrity, but also the social and economic dynamics that are crucial for ensuring continued ecosystem functionality as human welfare improves. Then governance needs to use that EMA evidence base to support national institutions with their policies and international commitments. To improve the prospects for success, the emphasis of this project will be on protected areas and their immediate environs. This project is a 2-year pilot that can act as a start-up phase for a longer program.\n\nThe contribution has three objectives:\n\nEvidence: Create a socio-ecological evidence base on biodiversity in one protected area for use in local governance of freshwater and marine resources in the face of climate change and resource exploitation.\n\nCapacities: Plan for establishing national EMA capacity with appropriate educational programs.\n\nCoordination: Explore the possibilities for sharing EMA evidence and using it to meet local, regional and international needs for evidence- based governance of aquatic ecosystems.\n\nThe Swedish University of Agricultural Sciences (SLU) will work mainly with the Universite Catholique du Congo (UCC) but also include collaboration with other actors such as Institute Congolais de la Conservation de la Nature (ICCN), WWF and Centre de Surveillance de la Biodiversite (CSB). The pilot will focus on aquatic biodiversity monitoring in the Parc Marin the Mangrove and use monitoring to be able to improve biodiversity management so that revenues for local populations can increase. During this first year:\n\n-SLU has developed a strong collaboration with UCC(Universite Catholique du Congo) both regarding biodiversity monitoring and administration. SLU has even added a goal 0 to the 3 objectives they name \"administrative capacity\". The SLU controller has visited Kinshasa on several occasions and been able to build a strong relationship and mutual understanding of procedures and reporting with the UCC team. This is very important for a long term functional and sucessful collaboration. Not only when it comes to implementing activities but also regarding reporting. It is not always a controller is so involved and in combination with the visits from the project manager SLU has manged to strengthen the UCC capacity.  \n\n-Decided on Mabali reserve in Equateur as the pilot site for the biodiversity monitoring pilot and set up a collaboration with the research station there.(A first visit from Sweden to the site was done shortly after the end of year 1 of the project). This site is very promising and even better then the original one in mind for the project. There are also several other programs funded by the Swedish embassy in the Equateur province which could open up for synergies. \n\n-A foundation for a full time MSc Program in Environmental and Natural Resources Management has been made. Training of students in the present Master program is ongoing and dicussions regarding on how to improve the curriculum has started.\n\n-SLU\u002FUCC has made connections to the Congo Basin Science Initiative which opens up for further capacity building and synergies between the two initiatives. Swedish teachers can be used in both programs and the biodiversity monitoring in the pilot site can make good use of students in the Congo Basin Science Initiative funded program.\n\n-A scoping exercise on gender equality has been initiated\n\n-Laid a good ground for increased activities in year 2 of the project on all objectives.\n\nThe change of project site that had to be done has caused delays in the implementation of the project. This is not due to SLU or UCC who have done what could be expected from them but is rather an effect of a malfuntioning ICCN(Institute Congolaise de la Conservation de la Nature). Finally SLU\u002FUCC decided in dialogue with the embassy to change project site to Mabali. Since then things have progressed fast. This delay also made it impossible to engage students in the master program in field work the first year and the challenge to collaborate with ICCN also made the coordination work regarding biodiversity monitoring slower. However SLU\u002FUCC adapted to the situation and has now set up a good collaboration with Mabali and 4 professors from Sweden visited there just after the end of year 1. The coordination on biodiversity monitoring will be focused on actors in Equateur to showcase a way of working and a national working group is underway. The focus is now to increase the speed of activities during year 2. \n\nSLU has during the first year showed that they have the capacity to achieve the objectives and successfully run the program. It shows that they have long experience in this type of international collaborations and capacity strengthening. They have done good reporting and always had a good communication with the embassy including sharing possible external communication materials. The project was also mentioned in an article in Science. The team on the congolese side that has been put together is of really high quality, impressive. SLU has shown flexibility to adapt to challenges and take advantage of opportunities. They have done successful work on strengthening administrative capacity. During the first year of the project the embassy has met SLU representatives in Kinshasa on several occasions and also visited UCC. Both SLU and UCC staff are very knowledgeable and professional. It is very positive to see an academic collaboration between DRC and Sweden that can make a practical difference for local communities.
