This has increased to over 50 Million in 2022. The region has continued to experience unfavorable weather in 2022 and the outlook for the coming season is reported to be grim (Source: ICAPC statement at the Beyond Food Crises event in Nairobi, October 6, 2022). Among the most vulnerable communities are pastoralists and agro-pastoralists in cross-border areas of Arid and Semi-Arid Lands (ASALs). The IGAD region has a population of over 230 million people and about 70 percent of the region is made up of Arid and Semi Arid Lands (ASALs), which receive less than 600 mm of rainfall annually [1].Sweden has been contributing to the efforts of resilience building in the Horn of Africa over the years. In relations to the recent escalation of food crises in the region, IGAD and its partners organized a 2 days event in Nairobi to build the momentum to rise up to the current challenge.Cross-border areas in the IGAD region are highly vulnerable to climate risks and are facing multiple challenges including rangeland ecosystem degradation, water shortage and conflicts. Resilience of ecosystem from which people largely generate their livelihoods is at the core of sustainable development for cross-border areas. The purpose of this project is to enhance the resilience of pastoralist and agro-pastoralist livelihoods through sustainable management and the use of shared rangelands in cross-border areas of the IGAD region.The proposed contribution is 43.2 MSEK (Swedish Kronor Forty-three Million Two Hundred Thousand) for a period of 3 years starting in December 2022.The proposal by IGAD responds to a critical need in the region and builds on previous efforts of making policies and natural resources management tools work for adaptation. It also perfectly fits the UN Decade of Ecosystem Restoration (2021-2030) [2].The contribution is aligned to the priorities identified in the The activities planned in the project directly contribute to this strategic framework through building capacity for implementation of the IGAD Protocol on Transhumance Protocol to enhance crossborder and regional trade. The contribution is complementary to several ongoing programmes established to develop resilient ecosystems and economic growth in the region with a specific focus on livestock development and range land conservation.\n\nThe project has a likelihood of achieving its objective. However, a longer-term intervention would be needed to bring about a tangible and sustainable impact on ecosystem management. In addition, ICPALD has been encouraged to look for other sources to support implementation of the cancelled and the downscale activities.\n\nOne of the project countries, the Republic of Sudan, is experiencing a large-scale conflict because of which project activities on Sudan side are on hold. Therefore, there is a need to monitor the conflict and engage in dialogue with ICPALD on how to manage the project and the budget, if the conflict continues. This has been introduced as one of the risks in the risk register where accepting and monitoring is recommended. As per the plan, ICPALD will have to conduct midterm review in year 2 (2024) and an end of project evaluation in year 3 (2025). However, the outgoing program officer recommends that only an end of project evaluation be done in year 3 as this is a short-term project. If approved, the incoming program officer or the officer in charge in the interim will have to communicate this suggestion to ICPALD.\nBoth the narrative and financial reports of the second year of the contribution (01 January 2024  31st December 2024) reports and the action plan for 2025 have been submitted on time. The reports are complete in terms of fulfilling conditions in the agreement that enables Sida assess the achievement of results. The narrative report covers all the activities implemented and properly documented results achieved so far. The financial report is presented according to the requirements in the article on financial reporting in the agreement. The narrative report is clear and shows the status of activities that were planned for year 2, the challenges encountered, and lesson learnt in the process. As 2024 is the second year of the project the major activities rely on the groundwork done in 2023. Accordingly, the detail in the report narrates actual implementation of major activities planned for the year ended.\n\nThe third PSC was held in Mombasa, Kenya on 18th December 2024. The low budget burning rate It was a big concern for the PSC. According to the financial report of 2024 it was learnt that only 35% of the total agreed budget has been utilized in the first two years of the project life. It looks unrealistic that whether the remaining fund will be fully absorbed in the last one remaining year.\n\nAccording to the explanation from ICPALD the low burning rate was as a result for need to get approval to reallocate funds towards rehabilitation of link road between South Sudan and Uganda and delayed development of designs and bill of quantities (BoQs) of the planned incubation centers, border post and poultry house. This has been addressed as Sweden has approved the request for reallocation immediately after the PSC meeting. We expect considerable improvement in resource utilization in 2025.\n\nThe financial report is presented according to the requirements in the article on financial reporting in the agreement. The financial report is presented in such a way that expenditures can be assessed against planned budgets. As per the report, cumulative budget utilization rate for year one and two stood at 35 percent. This has been a major point of discussion as described above.\n\nThe revised operational and budget plan for the year 2025 appears to be eligible and reasonable and correspond to planned activities for the upcoming period based on experience and suggestion from the PSC. There will be a meeting of the PSC in June 2025 to monitor the progress of implementation and make the necessary decisions
