Across the Nexus provinces, Strategic and Operational Nexus Action Plans for 2025-2027 have been developed by provincial authorities and sectoral coordination mechanisms. Nexus principles are increasingly embedded across programming portfolios, contributing to better prioritization, complementarity and reduced duplication.\n\nIn Greater Kasai, government ownership of the Nexus approach has continued to grow. Government led Nexus coordination was reinforced through the creation of a sub-coordination mechanism in Luiza, chaired by the Territory Administrator. State ownership has also increased through largescale government-led investments financed by international financial institutions, including the World Bank and the African Development Bank. In the Nexus pilot territory of Luiza, food security improved from IPC Phase 3, Crisis, to Phase 2, Stressed, according to the latest analysis, indicating that most households are no longer in acute food insecurity. The proportion of households in food crisis, Phase 3 or above, declined from 55 percent in 2021 to 45 percent in 2022, 40 percent in2023, 30 percent in 2024 and 15 percent in 2025. Congolese civil society organizations, supported by provincial authorities of the Nexus thematic groupon basic social services, also analyzed the underlying drivers of recurrent Ebola outbreaks in Mweka, and lessons learned were shared to inform the ongoing Ebola response in Ituri. \n\nIn Tanganyika, durable solutions have moved from planning to implementation. The government led Tanganyika Durable Solutions Strategy was operationalized through a costed Operational Action Plan, defining priority actions, institutional\nresponsibilities and a coordinated implementation framework. In the pilot-territories of Kalemie and Nyunzu, the HDP Nexus approach strengthened convergence across humanitarian, development and peace interventions,  reinforcing synergies among investments from Sweden, the Peacebuilding Fund, JICA, KOICA and the PDL145T programme, all aligned with the Provincial Durable Solutions Strategy. Buyin for the Nexus approach was sustained among government and HDP partners, notably through the reactivation of the Nexus Results Groups under the leadership of the Provincial Ministry of Planning. A multistakeholder Nexus assessment mission in Nyunzu, conducted with provincial authorities and civil society, highlighted a positive perception of the approach and its benefits for affected communities. One year after the launch of the Strategy, internal displacement in Tanganyika decreased by 14.8 % corresponding to 58,003 people, marking strong progress towards the target of reducing internal displacement by 80 percent by 2029.\n\nIn Ituri, the Provincial Government officially endorsed its 20262030 Durable Solutions Strategy, demonstrating strengthened provincial leadership. The Strategy aims to enable 70 percent of internally displaced persons to achieve durable solutions. A joint UN-Team Europe statement further reaffirmed partner support for the Strategy. The Durable Solutions Working Group, co-led by UNHCR and UNDP with RCO support, remained operational despite the Ebola outbreak, strengthening HDP coordination and government engagement while also building linkages with the GCN Secretariat. \n\nIn Grand Bandundu, a growing consensus has emerged around a government led HDP Nexus response. The response has expanded beyond humanitarian action, with a significant increase in development and peace interventions,  demonstrating the impact of Nexus advocacy. The latest Task Force, held in April2026, brought together more than 30 actors, including government, the UN, international financial institutions, donors, international NGOs, civil society\norganizations and the private sector. In June 2026, the Peacebuilding Fund project Strengthening Prevention and Management of Land Conflicts for Enhanced Social Cohesion was launched to address the root causes of the crisis from an HDP Nexus perspective. The Task Force fostered a shared analysis of the crisis and strengthened dialogue between HDP partners and key government institutions, including PDDRCS, Defence and Interior. This contributed to the Ministry of Interiors initiative to establish a government coordination cell, although subsequent institutional bottlenecks have hampered its operationalization.\n\nAt national level, Nexus coordination was established through the official launch of the Groupe de Concertation Nexus in December 2025, under the leadership of the Ministry of Planning and the DSRSG\u002FRC\u002FHC. The launch included the participation of the Ambassador of Sweden and more than 80 participants fromthe government, the UN, donors, international NGOs and Congolese civil society organizations. The GCN is the governments national coordination mechanism for the HDP Nexus approach. Its role includes providing strategic guidance to HDP actors, strengthening intersectoral coordination, promoting the integrationof the Nexus approach into public policies and supporting provincial Nexus coordination mechanisms. Since its launch, the GCN has been operationalized through regular meetings of the Nexus Team with the Ministry of Planning and a GCN Technical Secretariat meeting. A GCN Action Plan was drafted by the Ministry of Planning and is progressively being implemented, including through the GCNs first workshop on durable solutions in May 2026.\n\nNational authorities have also demonstrated an unprecedented level of high level political commitment to durable solutions. During the first National Durable Solutions Strategic Workshop in May 2026, the Vice Prime Minister and Minister of Interior, the Minister of Planning, the Minister of Humanitarian Action and the Governors of Ituri and Tanganyika came together, culminating in a joint government statement. The workshop marked an important step towards government led strategic coordination of the approach, strengthening collaboration across ministries and between national and provincial authorities, while advancing discussions on the domestication of the Kampala Convention. During the workshop, the UN Global Solutions Hub highlighted the DRC as one of the most advanced countries in the HDP Nexus, describing its approach as Nexus. \n\nThe political momentum generated by the National Durable Solutions Workshopalso helped catalyze part of the African Development Banks USD 27 million investment in a project on Accelerating Durable Solutions, jointly led by the Ministries of Planning, Humanitarian Action and Interior. The project will helpscale up durable solutions in Tanganyika and Ituri, benefiting 100,000150,000 internally displaced persons through investments in state authority and the rule of law, land governance, local security, agricultural value chains, access tofinance and livelihoods. It also includes the development of a National Durable Solutions Policy to strengthen government capacity to design, lead and accelerate durable solutions at national and provincial level.\n\nThe DRCs Nexus experience has also informed global practice. Strategic communications and advocacy were strengthened through a joint UNTeam Europe statement supporting the Ituri Durable Solutions Strategy and a national press release issued for the first National Durable Solutions Strategic Workshop. The DRCs achievements on the HDP Nexus were shared internationally through several knowledge exchange sessions with the Nexus Community of Practiceand the Global Solutions Hub, contributing to global learning on the HDP Nexus. The RCO also contributed to international policy dialogue through participation in the Regional Consultation on the Future of the HDP Nexus in Addis Ababa inApril 2026, organized by the German Ministry for Economic Cooperation and Development.
