By aligning FGS and UN strategies and leveraging comparative advantages, SJF served as a platform for joint policy dialogue, strategic coordination, and flexible programming.\n\nAt the Secretariat level, the following overarching milestones were achieved:    \n\n1.  Transition from the ninth National Development Plan (20202024) to the new National Transformation Plan (NTP), which emphasizes transformative impact, participatory development, and strategic prioritization.  \n\n2.  In alignment its mandate, the United Nations evaluated its current UN Cooperation Framework (20212025) to ensure its support remains responsive to the NTPs objectives, while also preparing a new framework for the next five years.\n\n3.  In addition, the adoption of UN Security Council Resolution 2753 led to the transition from UNSOM to the UN Transition Mission in Somalia (UNTMIS) on 1 November, initiating a two-year process to transfer the missions responsibilities to the Government of Somalia, the UN Country Team, and other partners.\n\nAt the programmatic level, the following results were reported;\n\n1.  Inclusive pillar:  In April 2024, the National Reconciliation Framework was launched, after an extensive consultative process.  It will focus on resilience, inclusivity, and sustainable reconciliation efforts.  As a result, 12 insider mediation interventions led to peace agreements and conflict management, and 4 intergovernmental coordination mechanism forums were activated on reconciliation and collective governance.  This is seen as an important step towards Somalia's long pursuit of long term peace and stability.  In addition, the UN worked with 6 local organizations to implement grassroots reconciliation initiatives.  As a result, in South West State for example, the finalization of a conflict navigator operational manual marked a key milestone in addressing drivers of conflict, including climate change and natural resource management.\n\nRegarding the constitutional review process, the process has remained contested even though there was some progress in strengthening Somalia's democratic institutions.  In February 2024, the Independent Constitutional and Implementation Committee (ICRIC) submitted amendments to the first four chapters of the Provincial Federal Constitution to the federal Parliament.  These were then approved in a joint session attended by 42 Senators and 212 Members of Parliament.  \n\nOn the ambition toward Electoral Reforms, the transition to the one person one vote electoral system was initiated by the government which approved into law the Electoral Management Body (EMB), The Political Association and Parties, and the Electoral Act Bills in November 2024.  A key achievement here is that the approval of the electoral reforms bills into law enshrined the 30% quota for women in political representation, a major victory for women after many years of advocacy. 18 members have been confirmed by the President to the Electoral Commission, setting a new stage for Somalia's electoral road map.  \n\n2.  Rule of Law:  On the justice front, a major milestone was achieved.  Somalia's first National Justice Sector Strategy a comprehensive road map for sustainable, effective and people centered justice system was finalised.   This provides a robust framework for reforming the justice and corrections system, ensuring that the evolving needs of Somalis are reflected in a sustainable and people centered approach. \n\nIn addition, secure and humane detention conditions was provided by enhanced capacity of the Custodial Corps and establishing reintegration programmes for released prisoners, including vocational training, basic education and psychosocial support.  936 prisoners received essential support including basic education, literacy, and vocational training in multiple facilities. These interventions not only enhanced life management and employability skills but also contributed to reducing recidivism, thereby laying the groundwork for successful community reintegration and a more humane corrections environment.\n\nSpecific focus on children has included rehabilitation and reintegration of children formally associated with armed groups.  A study on children in conflict conducted by the Ministry of Justice provided critical information on justice gaps and opportunities to strengthen community based diversion mechanisms.  Also Legislative advocacy advanced the Child Rights Bill and Juvenile Justice Bills, both of which have reached advanced stages in Parliament.  And finally, the UN contributed enhanced inclusion and protection through key legal reforms.  For example, the Disability Act in South West State; FGM Prohibitation Act in Galmudug; and the Somali Labour Code, which reinforced the minimum employment age at 18 and prohibited child recruitment.\n\nOn Security Reforms, the focus was to enhance community security and public trust.  The UN contributed to people centered security by fostering cooperation between communities and security forces.  Comprehensive community security assessments were developed and religious scholars were trained as mediators, promoting reconciliation and social cohesion. For example, 22 security assessments across various key locations, including marginalized areas and IDP communities were done.  These allow local voices to be heard and also shift focus from a purely top-down approach to one that is people-centered, ultimately increasing public trust and accountability in security governance. Youth inclusion was prioritized with young people contributing to the development of Somalia's National Strategy and Preventing and Countering Violent Extremism.\n\nThe UN has also recognized the link between climate change and security.  As a result, support was provided to integrate climate risks into national security planning.  In Hirshabelle, a pilot demonstrated effective approaches to integrating climate, peace, and security efforts. \n\nAnd on media, the UN advocated to the protection of journalists and revisions to the restrictive provisions in Somalia's draft medial law, hence reinforcing the importance of press freedom and a safe environment for journalists.\n\n3.  Human Rights and Gender: The Monitoring and Reporting Mechanism (MRM) for grave violations against children verified 1,946 cases affecting more than 1,400 children across 85 districts. Additionally, the Juvenile Justice Bill progressed to its second reading in Parliament, advocating for non-custodial alternatives for children in conflict with the law.\n\nThe National Mechanism for Reporting and Follow-Up (NMRF),was established, introducing a structured platform to track and report human rights violations in line with international commitments. Freedom of expression was also prioritized, including journalist protection, by providing legal support and training to address censorship and reduce unlawful detentions.\n\nOn gender, 2024 saw a significant achievement with the enactment of the Anti-Female Genital Mutilation (FGM) Law in Galmudug, which marked a major milestone in protecting the rights of women and girls.  However, challenges remained in legislative development, particularly concerning the Offences of Rape and Indecency Bill (2023), which did not fully align with Somalias human rights obligations, prompting continued advocacy for necessary amendments.\n\nThe Disability Rights Protection Bill was also endorsed in South-West State, ensuring legal safeguards for persons with disabilities.   \n\n4.  Climate and Resilience:  The Jowhar Offstream Storage programme (JOSP) was launched. This is seen as a transformative water security programme which aims to protect communities along the Shabelle River by rehabilitating irrigation systems, promoting climate smart agriculture, and strengthening inclusive resource management.  It is envisaged to reduce flooding risk for 1.5 million people and is expected to mitigate drought impact for 1.65 milion people.  JOSP will significantly enhance food security and reduce reliance on humanitarian aid by up to 36 million USD annually.  With a significant reduction in humanitarian aid to Somalia, this project is an exciting example of the Humanitarian Development Peace (HDP) tripple nexus programming in Somalia.\n\n5.  Community Recovery and Local Governance:  Implementation under this pillar has just started in 2024.  A key achievement in the first months of implementation was the review of the Decentralized Service Delivery Model (SDM) operational manual. This update ensured that the manual aligned with decentralization policies and frameworks, providing clear district-level service delivery guidelines. The manual is expected to be finalized after consultations with stakeholders by early 2025.  In addition, at the district level, service delivery was improved through the formation of District Coordination Forums in Adado, Jowhar, Barawe, and Kismayo.  These forums provide local leaders and service providers with a platform\nto discuss priorities, identify gaps, and collaborate more efficiently and effectively.  District officials were also trained to  improve their planning and implementation capabilities, empowering them to take a more active role in local governance.\n\n6.  Economic Development:  No results were reported for 2024.\n\n7.  Social Development:  A strengthened health system resulted in improved access to antenatal care for mothers and ensured good quality preventative health services.  Antenatal care coverage for pregnant women receiving at least one visit increased from 82% in 2023 to 92% in 2024.  On immunization efforts, 525,204 children under one (82%) received the 3rd dose of the pentavalent vaccine, while 509,157 (79%) received the first dose of the measles vaccine.  Birth registration services were expanded to 20 districts ensuring legal identity for 36,850 children of whom 52% are female. \n\n256 communities declared intent to abandon FGM through UNFPA-supported efforts. 6.9 million people accessed GBV\nservices and information, including FGM prevention.  67,967 women accessed  modern contraceptives in 2024  (steadily increasing from 39,341 in 2021).  1.6 million women and girls  received lifesaving SRH services (2021-2024).
