It represents the second largest industrial sector in all four countries and is traditionally an important employer for low¬skilled workers, in particular women. It is also a sector identified as a priority sector by national policies and strategies. Even if there is fierce competition in the apparel sector from Turkey, China and other Asian countries, there is a recent trend of nearshoring that benefit the MENA-countries. The relevance of MENATEX II is therefore considered to be high in terms of contributing to international trade, productive employment and greening of the industry. \n\nSweden has been supporting ITC MENATEX phase I, 2018¬2023, with a good experience in terms of results, cooperation and quality of implementation and reporting. Phase I covered Egypt, Morocco, Tunisia and Jordan and a regional component to enhance regional collaboration. The same set¬up will be continued in the second phase. The program is co¬financed with Switzerland, SECO, that also covers a global component with countries in Central Asia called GTEX\u002F MENATEX. The overall expected impact of the phase II is to contribute to economic growth and poverty reduction through sustainable trade and decent job creation along the T&C value chain. This will be reached through increased competitiveness of T&C enterprises through sustainable trade and more effective ecosystem able to direct the T&C sector towards systemic change addressing sustainability and circularity. On the contrary Jordan had a slowdown due to the 15% US tariff lines implemented that negaitvely affected the sector.\n\nHowever, looking specifically at the companies supported by ITC, in total 159 companies (of whom women-owned were 42) , they all outperformed the sector in total with Egypt led with a 33% increase, well above the sector growth, while Tunisia (20.8%), Jordan (16.6%), and Morocco (7.2%). \n\nEmployment trends mirrored export growth in most countries, with overall jobs at beneficiary companies increasing from 31,997 to 34,581 (incl. Sri Lanka) jobs (2,584). Egypt (1,982) and Tunisia (557) drove the increase, while Jordan (-60) and Morocco (-17) remained relatively flat. \n\nAggregated employment growth from 2023 to 2025 totalled 4,292 jobs (14%), with Egypt (3,508) and Tunisia (564) again leading, followed by Sri Lanka (298), Jordan showing a reduction (-71), and Morocco largely stable (-7). Overall, employment increased from 30,289 to 34,581 jobs. \n\nGTEX\u002FMENATEX has developed a positive reputation in the T&C industry in the countries concerned and beyond. A new Sida- and EU-funded partnership for example with Guatemala was developed as a direct consequence of the ITC MENATEX showcased results. ITC MENATEXs approach is robust and well received and can be implemented in many other developing countries. Close synergies and collaboration linkages are envisaged. Moreover, Spain joined GTEX\u002FMENATEX through Sweden´s participation in the regional EU TEI \"trade and jobs\". \n\nA key milestone was the Study Visit to Sweden that took place at the end of 2024 to both Gothenburg and Stockholm (see travel report). Following the study tour to Sweden, follow-up discussions have been ongoing with Swedish entities met as well as with Business Sweden. Recently meetings was held with the Swedish Textile Machinery Association (TMAS) and the associations in Egypt, Morocco and Tunisia and are followed up upon. These will be important to continue following up on and to collaborate closely with ITC and if possible relevant Team Sweden actors, to reach results. (See more detail below.)\n\nAccording to ITC, remaining focused on environmental sustainability and circularity in a difficult business environment is challenging as manufacturers in beneficiary countries struggle for business.
