The diaspora agenda collection was conducted in six countries. Sweden served as a hub for participants from the Nordic countries, the United Arab Emirates served as a hub for participants from Gulf countries, and the United Kingdom served as a hub for participants from across Europe. In total, 1,163 diaspora members participated in the process. \n\n- Efforts to engage Tigray in the process: the Commission conducted several consultations with stakeholders as a confidence building measure. These efforts bore fruit when the President of the Tigray Interim Regional Administration granted the Commission approval to proceed. Accordingly, the Commission reached the final stages of preparation to launch the dialogue process in Tigray, following the same bottom-up approach applied in other regions. However, the TPLF subsequently blocked the Commission from initiating the process. Coupled with the recent renewed tensions between the federal government and the TPLF, the Commission has now developed a contingency plan, referred to as Plan B, to ensure Tigrays inclusion. This plan involves transporting willing stakeholders to Addis Ababa to conduct participant and agenda selection there. Sida will closely monitor this process, particularly regarding transparency and inclusivity.\n\n- National Plenary: The Commission had planned to hold the national plenary session during the reporting period. However, its decision not to proceed without the inclusion of Tigray is the primary reason, among others, for postponing the plenary until 2026.\n\n- Targeted Consultations to Advance Inclusion:During the reporting period, the Commission conducted various targeted consultations with youth, women, civil society organizations, and political parties to raise awareness about the national dialogue process and promote the meaningful inclusion of historically marginalized voices, which is a positive development. However, womens participation currently stands at 29%, failing just short of the commission's 30% target, hence could be further improved. This is another area Sida will continue to follow closely as the program has a clear objective on gender where women should participate at or near parity.\n\n- Digitalization: The digitalization of the national dialogue process is also advancing. The development of the Data Archiving Management System, a tailor-made platform designed to securely manage and preserve critical records from the national dialogue process, is now 95 percent complete.\n\nUNDP\n\n- During the reporting period, UNDP supported the digitalization of the national dialogue process through the development of the Data Archiving Management System (DAMS). Support included procuring a server and heavyduty scanner and providing technical assistance for data encoding.\n\n- As ENDC prepares for the national plenary, UNDP delivered capacitybuilding training to technical staff, nine commissioners, and advisory committee members on agenda setting and deadlockbreaking mechanisms.\n\n- UNDP also provided logistical support for the Commissions diaspora engagement, facilitating agenda collection across six countries and arranging associated travel and logistics.\n\n-  UNDP mobilized additional 2.3 million USD from Demark, Ireland, Spain and
