To achieve the overall purpose, the project will focus on three result areas;\n\nStrengthening the resilience of four identified communities, through conflict management and work to strengthen community cohesion and build positive social relations, with a particular focus on women and young people who are at risk or directly affected by the conflict in the neighbouring province of Cabo Delgado.\nStrengthening the state's presence at district and provincial level, through strengthening community services, administration, accountability, and civil society participation.\n\nEmpowering communities, especially women and children at risk or directly affected by through capacity development in financial inclusion and livelihoods, as well as improved living conditions and stability.\n\nThe project will apply an integrated and flexible approach and work with local authorities, communities and individuals, where UNHabitat will support state institutions with territorial planning and development, and IOM will work community empowering and stabilizing and implement interventions tailored to each community where the project is active. The intervention will focus on two priority neighbourhoods identified through the City Resilience Action Planning (CityRAP) process as areas with high exposure to climaterelated risks and significant spatial disorganization. The land readjustment process aims to improve spatial organization and strengthen tenure management while creating the structural conditions required for improved service provision and future infrastructure investments. By reorganizing plots and defining public spaces and service corridors, the intervention will contribute to a more resilient and functional urban structure within the targeted communities.\n\nInstitutional Strengthening of District Technical Services: A key element of the implementation strategy is the strong institutional involvement of both district and provincial authorities in the delivery of the land readjustment intervention. To formalize this collaboration, UN-Habitat will establish two complementary Letters of Agreement: one with the district administrations through the Serviço Distrital de Planeamento e Infraestruturas (SDPI), and another with the Provincial Directorate of Land and Environment (DPTMA). Throughout the process, both institutions will receive continuous technical guidance and methodological support from UN-Habitat specialists, ensuring that the intervention is implemented in accordance with national land management frameworks while strengthening the technical capacity of local administrations. This implementation modality strengthens institutional ownership, promotes practical capacity building, and ensures that the technical methodologies introduced through the project remain embedded within district administrations beyond the project lifecycle.\n\nTargeted Public Infrastructure and Service Improvements: In line with the revised implementation timeline, the programme consolidates its physical infrastructure interventions around a targeted set of strategic investments designed to improve connectivity, strengthen access to basic services, and reinforce the resilience of local communities. The implementation of these works will be carried out through an Agreement of Cooperation (AoC) with the Agência Nacional de Estradas (ANE), which will lead the procurement and execution of the infrastructure rehabilitation activities. This approach ensures technical compliance with national infrastructure standards while enabling the programme to leverage the operational capacity and technical expertise of the national road authority.\n\nCommunity-Level Revitalization and Participatory Interventions: Complementing the programmes territorial restructuring and infrastructure investments, the project also supports community-level revitalization initiatives grounded in participatory planning processes. These interventions aim to ensure that local communities actively contribute to identifying priorities for improving their living environments and strengthening local resilience. Building on the results of the City Resilience Action Planning (CityRAP) process and the Matrix of Functions (MoF) exercises conducted with district authorities, the programme facilitated a series of Community-Based Planning (CBP) sessions within the targeted neighbourhoods. Through these consultations, communities identified a set of priority revitalization initiatives aimed at addressing key service gaps and improving local living conditions. The implementation of these interventions will be carried out in close coordination with district authorities and community representatives, ensuring that the selected initiatives remain technically feasible, socially accepted and aligned with the broader territorial planning processes supported by the programme.
