During the period (July 2024 - December 2025), the project has consolidated the technical, institutional, and analytical groundwork, which provides the foundation required to operationalise a comprehensive MSD approach in the tourism and fodder sectors. Implementation of project activities started towards the end of 2025. \n\nMost planned outputs for both the transition phase and project implementation were delivered as planned. Examples of achievements and output results include:\n\nTransition (to MSD approach) implementation:\n\n• Over 150 stakeholders trained on MSD principles.\n\n• Rapid Market Assessments and Market Systems Analyses for fodder and tourism sectors completed, providing a strong evidence base for systemic intervention design.\n\n• Based on the MSAs, a portfolio of 10 MSD interventions (5 per sector) was designed through participatory cocreation; 5 priority models selected for roll-out in 2026.\n\n• Nakuru County institutionalised a Tourism Department, with dedicated budget allocations  a major system change, and a full staff complement led by a Director of Tourism. \n\n• Policy and regulatory progress: Three county bills under development to regulate hay and silage trade, strengthen quality assurance, and formalize markets.\n\n• The Gender Action Plan (GAP) was completed, which is guiding the project engagement with county governments and private sector partners\n\n\nProject implementation:\n\nOutcome 1 - Skills development and Employment\n\n• Skills gaps analyses in Nakuru, Narok and Kajiado counties were carried out to align skills development with labor market demands in tourism and fodder sectors for sustainability.\n\n• Mapping of Work Based Learning (WBL) ecosystems in all three counties was carried out, providing the groundwork for a National Quality Apprenticeship Framework - scheduled for implementation in 2026.\n\nOutcome 2: Enterprise Development in Fodder and Tourism\n\n• Adoption of quality standards: Kenya Bureau of Standards (KEBS) and counties fully financed standards clinics for fodder and silage markets.\n\n• Access to Finance: Engagement with KCB, Equity Bank, and AFC to develop tailored financial products matching tourism seasonality and fodder cash flow.\n\nOutcome 3 - Community Engagement and Inclusion\n\n• Project integrated Rights-Based Approaches to embed inclusion, accountability, and participation by engaging local associations and employers to participate in county level tourism and fodder sector coordination platforms.\n\n• Endorsement by the Kenya cabinet on Care economy policy to which the project highly offered both technical and financial support during its drafting.\n\nOutcome A: Sustainability of the multi-stakeholder partnership\n\n• Partner contributions - from public, private and social partners - increased from 15% of Sidas allocation in 2024 to 35% in 2025. For example, county governments committed KES 130 million in coinvestments, signalling big interest, engagement and
