For the bilateral support, which focuses on improving capacity and performance of SAIs in challenging countries, key achievements shown through national developments include: \n\n- Improved audit performance: SAIs in countries such as South Sudan, Madagascar, the DRC, and Somalia expanded the scope and quality of financial, compliance and performance audits, while several SAIs published their annual reports on time. \n\n- Stronger institutional frameworks: South Sudan advances a new Audit Bill to strengthen SAI independence, while Madagascar, Kyrgyzstan, Dominica, and Tajikistan developed or implemented new strategic plans and annual audit strategies. \n\n- Capacity development and digital transformation: SAIs strengthened staff competencies through training and peer learning, while countries including Belize and Kyrgyzstan made progress in digitalizing audit processes and improving ICT governance \n\n- Greater stakeholder engagement: Several SAIs increased collaboration with parliaments, CSOs, and the media to improve visibility and impact of audit findings. For example, Madagascar established formal cooperation with civil society, and Belize and Dominica organized stakeholder outreach events. \n\nOther examples for the different workstreams include: \n\n- Independent SAIs - supports and advocates for the independence of SAIs. In 2025, IDI continued with advocacy and targeted support. For example, the SAI Independence Rapid Advocacy Mechanism (SIRAM) responded to 48 reported threats to SAI independence, demonstrating the values of SIRAM for SAIs. Another area was the integration of the INTO-Donor Cooperation (IDC) which has led to exploring greater synergies with other initiatives. \n\n-Professional SAIs  supports SAIs in strengthening the quality of their audit practices by building professional competencies through qualifications, certification programmes, training, and learning initiatives. For example, in Timor-Leste, IDI supported the finalization of an ISSAI-aligned Financial Audit Manual, which was tested through a pilot financial audit conducted by an all-women audit team.\n\n-Relevant SAIs -  supports SAIs in delivering audits that are responsive to emerging societal challenges, add value, and generate greater impact. In 2025, IDI supported SAIs in auditing priority issues such as technology and artificial intelligence, equality and inclusion, the SDGs, climate action, and sustainability reporting in the public sector.\n\n- Well-Governed SAIs - supports SAIs in strengthening leadership, governance, and internal management to ensure they lead by example.
