The MSE System exemplified scalable, market-driven solutions that sustain livelihoods beyond direct support.\n\nIt reached 80,789 women and youth (313% of projection), with young women at 36,055  and young men at 22,397 . Policy enhancements improved access to public spaces for small businesses.\n\nChallenges such as taxation and inflation were addressed through advocacy and co-investment. \n\nMLE System Results Summary\n\nThe MLE System focused on waste management, recycling, and circular economy interventions to support enterprise development, job creation, and environmental sustainability in medium and large enterprises. In 2025, it reached 15,052 women and youth, with young men at 8,826 and young women at 3,523. Cumulative reach stands at 70,639 individuals.\n\nSelf-employment (new) was the primary driver with 11,185 beneficiaries in 2025 particularly strong among young men. Maintained existing employment added 3,867 in 2025. Wage employment contributed 11,681 cumulatively . Adult men benefited notably with 6,800 cumulative reach. \n\nInterventions enhanced productivity, profitability, and competitiveness of manufacturing firms through systemic improvements in products and processes. Higher-order impacts included environmental gains from circular economy models and secondary employment in recycling value chains. The system generated 18% of total programme jobs.
