At the same time, together with local and regional partners, Oxfam will seek to improve opportunities for women and youth to defend their territorial rights and strengthen their livelihoods.\nTherefore, the specific objectives of the program are:\n1. To guarantee community participation for the measurement, access and management of financing funds in Loss and Damage that favors the reduction of gender, ethnic and generational gaps.\n2. Promote institutional changes and national public policies for the ratification and implementation of the Escazú Agreement in Latin America, with effective gender and intercultural approaches that enhance the role of women and Indigenous Peoples in environmental decision-making.\nTo achieve these objectives, Oxfam will work towards the following outcomes:\nOutcome 1. Its first public event elevated testimonies from Cedeño (Honduras) and La Guajira (Wayuu, Colombia), which were later referenced by the UN Special Rapporteur on Climate Change. This positioned community experiences within international human rights and climate discussions. The coalition now provides a coordinated advocacy platform, helping bring community demands to major forums such as the Bonn Sessions, the InterAmerican Court of Human Rights, and the UN General Assembly.\n\n- Women Lead Climate Reparations Advocacy:\nWomen emerged as the primary leaders of climate reparations efforts across the nine dry corridor communities. Women represented 73% of participants in\nmeasurement and capacity building activities, reflecting findings from Project 51 (P51), a community based citizen science application developed by La Ruta del Clima to document climate related losses, damages, and impacts on local communities, which showed that 95% of those affected by climate events in\n2025 were women. Their leadership gained visibility in national and regional advocacy spaces, such as the Unidad Ecológica Salvadoreña UNES Public Forum on Loss and Damage and the XV Foro Centroamérica Vulnerable and through La Ruta del Clima's video podcasts for COP30. Sara Guardado (from La Colmena Women's Association) was also selected as a community spokesperson for COP30. These outcomes show that the program not only strengthened technical skills but also positioned women as key actors demanding fair climate reparations, fostering collective organization and reinforcing community resilience.\n\n- Progress Toward Territorial Implementation of the Escazú Agreement in Colombia:\nIn Caquetá, work with Fundación Amazonía Mujeres y Paz (FUNMAPAZ) advanced the territorial implementation of the Escazú Agreement. Participatory\nresearch on rural women's access to land exposed structural gaps in information, titling, and participation, providing key evidence for advocacy. This led to a Public Hearing on Agrarian, Environmental, and Gender Justice, where national institutions, including the National Land Agency, the Land Restitution Unit, and the Office of the Ombudsperson committed to incorporating Escazú principles into land titling and rural participation processes. This represents a concrete institutional shift that strengthens territorial governance and expands opportunities for rural women to influence decisions on land and natural resources.\n\n- Gender Perspective Integrated into the Escazú Agreements Defender Action Plan:\nThe project strengthened regional advocacy to ensure that gender and intercultural perspectives are incorporated into the Action Plan for Environmental\nHuman Rights Defenders under the Escazú Agreement. Building on Year 1 gains by Oxfam in Peru, The Organización Nacional de Mujeres Indígenas Andinas y Amazónicas del Perú (ONAMIAP) , and the International Land Coalition ILC-LAC, partners engaged in technical exchanges with the Economic Commission for Latin America and the Caribbean ECLAC, the Agreements Technical Secretariat, contributing directly to the development of the Guidance Note on Gender Mainstreaming for Escazú implementation. These contributions elevated territorial, feminist, and intercultural perspectives into regional discussions and will inform the draft Guidance Note and the gender components of the Defender Action Plan ahead of COP4 of the Escazú Agreement.\n\n- Political Momentum to Advance Escazú Agreement Ratification in Guatemala:\nIn Guatemala, the project helped generate new political momentum for the ratification of the Escazú Agreement. Led by partner Parlamento Xinka, a territorial advocacy campaign succeeded in placing Escazú on the agenda of the incoming government. This effort resulted in an unprecedented milestone: upon the Xinka Youth Commission formally requested President Bernardo Arévalo to resume the ratification process and support favorable advisory positions, the president publicly committed to advancing the issue, marking the most significant political opening since 2018.\n\n- Largescale engagement and visibility:\nThe program reached more than 8,000 individuals through regional forums, dialogues, and community led spaces led by partners such as UNES (El Salvador) and ASONOG (Honduras). Notable examples include: The forum Valoraciones sobre el multilateralismo climático y la ruta hacia la COP30 (2,424 participants), The conversation space Alternativas y respuestas territoriales ante la emergencia climática (1,312 participants) The forum on \"Pérdidas y Daños en contextos de crisis climática\" (4,347 participants). In addition, the Asociación de Organismos No Gubernamentales ASONOG convened a regional exchange in Choluteca (Honduras), bringing together community actors and national stakeholders to share methodologies on loss and damage. Across these spaces, 349 participants engaged actively, including 228 women and 121 men.\n\n- Strengthening of community based advocacy approaches:\nThrough these processes, communities (particularly in Guatemala, Honduras and El Salvador) have strengthened their ability to document climate impacts\nand use community generated evidence to support advocacy on loss and damage. This includes applying shared methodologies to identify and\ncommunicate local level impacts in a structured way.\n\n- Production of regional evidence:\nThe program completed research on inequalities in access to land and territory in the Amazon region across Brazil, Colombia, and Peru, with Bolivia\nincorporated to strengthen the regional scope. This included contributions from the Instituto para el Desarrollo Rural de Sudamérica IPDRS, and\ncomplementary reports such as A Fuego y Mercurio, as well as the Noveno Informe Anual sobre Acceso a la Tierra y Territorio en Sudamérica. Preliminary findings were presented in international spaces, including regional and global discussions linked to climate and territorial governance, such as: Foro\nGlobal de la Tierra (Bogotá D.C., organized by implementing partner International Land Coalition); Highlevel political forum on SDGs 2025 (New York, EEUU, Organized by Oxfam, UNCCD and SDG Land Momentum Group); Conference of the Parties COP das Baixadas (Belem, Brasil). Other spaces where the progress of the studies was discussed include: Bonn Climate Camp\u002FSB60, Climate Action Network  CAN, the Renovando Nuestra Energía Gathering  350.org, the PreCOP30 Seminar, the Inter-ministerial Committee on Climate Change  CIM, among others.\n\n- Strengthened alliances and coordination:\nThe program has reinforced collaboration between key civil society organizations, including UNES, ASONOG, IPDRS, and Oxfam country offices in Brazil, Colombia, Peru, and Bolivia. This has contributed to stronger alignment between agendas on climate justice, environmental protection, and territorial rights, particularly in the Amazon region and Central America. These alliances have enabled coordinated participation in advocacy spaces and joint positioning\non issues such as loss and damage and land rights.\n\n- Capacity strengthening and leadership development: The program has strengthened local youth leadership, illustrated by the case of Nicolás Da Silva in Bolivia. After participating in training processes supported by IPDRS and Oxfam, Nicolás was elected National Secretary of Health and Sports in the Plurinational Youth Confederation, the countrys highest youth representation body. His role positions him as a national voice for Amazonian\nyouth and demonstrates how the program helps insert young leaders into decision making spaces. At the territorial level, Nicolás' leadership has also produced concrete institutional results. In Puerto Rico (Pando), where he works with other youth groups, the municipality became the first in the department to establish a consolidated Municipal Youth Council and to approve a Municipal Youth Law aligned with broader legislation. These advances show how capacity building can translate into meaningful local political change.\n\n\nFirst year of project implementation (2023-2024)\n\n* Community Led Monitoring of Loss and Damage\nNine communities located within the Dry Corridor of Central America, a region highly vulnerable to climate change, developed the capacity to document climate related losses and damages using participatory methodologies and a mobile application. This fulfilled 90% of the Year 1 target and laid the foundation for a citizen science based monitoring system that disaggregates impacts by gender, age, and ethnicity.\n - In El Salvador, three communities participated:\nSubcuenca Barra de Santiago, located in the municipality of Jujutla, Ahuachapán department; Subcuenca Río Cauta, situated in the municipality of San Francisco Menéndez, Ahuachapán department; Subcuenca del Río El Aguacate, in the municipality of Tacuba, also in Ahuachapán.\n- In Guatemala, four communities were involved:\nPino Solo and Tuixcox, both located in the department of Huehuetenango, within the western highlands; Xesiguan and El Sause, situated in the department of Baja Verapaz, in the\ncentral region of the country.\n- In Honduras, two communities participated:\nEl Palenque, located in the municipality of Choluteca, in the southern department of the same name; El Quebrachal, in the municipality of Namasigüe, also in Choluteca department.\n\n* Advocacy for the Escazú Agreement\nPartners contributed to the approval of the Action Plan for Environmental Human Rights Defenders at COP3 of Escazú, and advanced ratification efforts in Brazil, Honduras, and Guatemala.\n\nIn Guatemala, important progress was made in laying the groundwork for effective advocacy toward the Escazú Agreement. Despite initial political and informational barriers, one of the key achievements was the identification and strategic response to the widespread lack of awareness about the Agreement, even among informed populations. In Guatemala, the Xinka People's Parliament, an implementing partner with strong Indigenous representation, successfully launched awareness raising activities across diverse sectors. These efforts have helped build a shared understanding of the Escazú Agreement and created favorable conditions for future advocacy. This proactive approach has positioned the initiative to influence decisionmakers\nat both national and subregional levels.\n\nIn Honduras, one of the first major achievements was the successful presentation of a citizenled\ninitiative to representatives of the National Congress on August 28 2024, calling for the countrys accession to the Escazú Agreement. This initiative, spearheaded by implementing partner ASONOG (Association of Non Governmental Organizations) was backed by 7,000 citizen signatures, demonstrating strong public support and mobilization around environmental\nrights and transparency.\n\n* Knowledge Generation and Strategic Research\nThe project finalized a regional study on care work and climate related losses, initiated research on land tenure and human rights defenders in the Amazon, and produced a participatory report documenting 166 community based loss and damage cases. These outputs will inform advocacy at COP30 and other regional forums.\n\n* Capacity Building and Youth Leadership\nOver 500 youth, land defenders, and activists primarily Indigenous and Afro descendant young women participated in trainings, workshops, and advocacy planning. These efforts strengthened their ability to engage in climate negotiations and defend territorial rights, with notable participation in COP 16 on Biodiversity, The XI Pan-Amazonian Social Forum FOSPA, a regional platform that brings together Indigenous peoples, grassroots organizations, and civil society actors from across the Amazon Basin to promote dialogue, resistance, and collective action in defense of territories and rights and the Local Conference of Youth  LCOY, a youth led event that provides a space for young people to engage in climate policy discussions.\n\n* Media Engagement and Journalism Networks\nClimate Tracker trained journalists from eight countries (México, El Salvador, Costa Rica, Guatemala, Honduras, Bolivia, Colombia and Brasil), resulting in ten in-depth reports on loss and damage that were shared across 51 media outlets and reached nearly 2,000 viewers. A regional network of environmental journalists was established to continue amplifying community voices.\nInfluence in Global Negotiation Spaces Oxfam implementing partners participated in key climate forums, including COP 16 and COP 29 the UN General Assembly (UNGA) the 60th session of the\nSubsidiary Bodies (SB 60) of the United Nations Framework Convention on Climate Change (UNFCCC), also known as the Bonn Climate Change Conference and the InterAmerican\nCourt of Human Rights. Advocacy efforts emphasized the need for just reparations and equitable financing for the Loss and Damage Fund, with coordinated actions in Washington D.C., Germany, and across Latin America.\n\nUnexpected Results\n\n*In-Person Training at COP16\nOriginally planned as a virtual activity, the training with women defenders was held in person due to high interest, resulting in the creation of the Regional Agenda of Women Human Rights Defenders, a strategic tool for COP30.\n\n* Creation of a Microsite on Loss and Damage\nA civil society gathering in Bogotá inspired the development of a digital platform to document community-led monitoring efforts. The platform is being finalized and will serve as a living tool for advocacy and visibility.\n\n*Community WhatsApp Networks\nAcross the nine participating communities in El Salvador, Guatemala, and Honduras, community members spontaneously created WhatsApp groups to share climate alerts, forecasts, and local observations. This grassroots initiative significantly strengthened resilience and peer-to-peer\nlearning. Through these digital networks, communities exchanged relevant climate Information including rainfall reports and early warnings about storms and hurricanes enhancing their ability to respond to climate risks.
