This enabled life-saving assistance to 2,488 migrants and strengthened emergency response. The project also sustained IOMs life-saving mobile patrols in northern Djibouti, reducing dehydration-related fatalities and providing food, water, and medical care to 4,211 migrants. It also enabled rapid response to Acute Watery Diarrhea (AWD) outbreaks in Tadjourah and Obock, supporting hospitals and local authorities with equipment, medicines, and coordination. IOM distributed tailored dignity kits with NFIs and hygiene items to 166 vulnerable migrants in Obock and Tadjourah.\n\nTailored protection Services were provided to 1,599  migrants in vulnerable situations, these include survivors of GBV, victims of torture, and Unaccompanied Migrant Children (UMCs).\n\nTo expand protection coverage for UMCs, IOM partnered with CARITAS and a total of 699 children received  assistance through the facility. The support included basic education, health care, and psychosocial support helping children process trauma and build resilience. Furthermore, 78 UMCs were assisted with initiating the Family Tracing and Reunification (FTR) processes that are guided by Best Interest Determination (BID) procedures to consider the rights and well being of each child.\n\nIOM Djibouti facilitated the Assisted Voluntary Return (AVR) of 423 stranded vulnerable migrants to Ethiopia\n\nEthiopia: IOM screened 565 vulnerable returnee migrants at MRCs in Dire Dawa and Togwajaale, providing food, shelter, medical care, psychosocial support, and referrals. IOM provided onward transportation assistance to 1,822 migrants in Ethiopia. The project funded the Addis Ababa TCs operations, enabling uninterrupted post-arrival assistance for 1,337 migrants, including UMCs. Services included food, shelter, onward transport, counselling, NFIs, and medical and psychosocial care, ensuring protection and reintegration support. IOM provided specialized medical assistance to a migrant from Yemen and previously referred 11 migrants for advanced care.\n\nIOM in close coordination with Ethiopia's Ministry of Women and Social Affairs, facilitated the safe FTR of 32 UMCs who arrived from Djibouti and the Kingdom of Saudi Arabia.\n\n133 vulnerable migrant returnees from Yemen, Saudi Arabia, and Djibouti were supported with tailored economic reintegration assistance to rebuild their livelihoods in their communities of origin. This support mostly consists of 15% cash and 85% in kind support to establish micro businesses such as cattle fattening, restaurants, and retail shops. The reintegration model also includes business and life skills training, vocational skills development, and business planning.\n\nIn partnership with a local NGO, Positive Action for Development (PAD), two community based reintegration (CBR) projects  are supported in East and West Hararghe zones. These are integrated fish-poultry-vegetable farming program in East Hararghe, and Briquette production from invasive plants CBR program in West Hararghe. Each CBR program supports 100 beneficiaries consisting of both host community members and returnees.\n\nIn parallel, a Dairy and Poultry Farming CBR project is supported in Jimma, benefiting 160 beneficiaries.\n\nWith Sida funding, IOM Ethiopia convened two national coordination meetings (Oct 2024, May 2025) under the Migrant Response Plan, bringing together government, UN, and NGOs. Discussions focused on aligning national priorities with the regional framework, improving coordination, and strengthening cross-border collaboration. \n\nSomalia: Sida supported the operational costs of the MRCs in Burao, Bossaso, and Hargeisa. The Burao office was opened during the reporting period, with the support from Sida, increasing the level of support to migrants along the route. The MRCs offered packages of assistance including registration, food, WASH services, psychosocial support, health care, post-hospitalization care (PHC), secondary medical referrals, provision of NFIs, temporary shelter referrals, and access to a hotline service offering information on available services, safe return options, and a platform for feedback and complaints to improve service delivery. A total of 16,743 migrants (5,474 women, 6,307 men, 1,720 boys, 1,732 girls [accompanied migrant children- AMCs], and 938 boys and 572 girls [UMCs]) benefited from these services. Notably, 1,385 migrants (635 women, 548 men, 126 boys, 76 girls) received MHPSS through individual and group counselling sessions facilitated by trained MRC staff. These interventions were instrumental in addressing psychological distress, trauma, and anxiety experienced by migrants during their journeys.\n\nIn close collaboration with the Ministry of Health and the MRC medical teams in the IOM Sub-Offices in Bossaso and Hargeisa, six medical mobile outreach activities targeting migrants traveling along the eastern route and transiting across Somaliland and Puntland were carried out. These services also extended to vulnerable members of host communities. These mobile medical outreach teams operated along active migratory corridors and provided direct medical support to a total of 792 beneficiaries, 740 migrants (652 men and 76 women and 6 boys and 6 girls) and 52 host community members (47 men and 5 women).\n\nTo complement these efforts, frontline workers at the Bossaso, Burao and Hargeisa MRCs conducted 24 awareness-raising sessions, reaching a total of 2,090 individuals from both migrant and host communities. These sessions focused on the dangers of irregular migration, health and protection risks, and available services at MRCs.\n\nIn Mogadishu, IOM provided temporary reception and post-arrival assistance to 224 vulnerable returnees (45 women and 179 men) returning from the Kingdom of Saudi Arabia. The assistance ensured that returnees received immediate support and protection upon arrival before continuing to their final destinations across Somalia. In addition, IOM facilitated onward transportation assistance (OTA) for the 224 returnees in collaboration with Somali authorities in Mogadishu and provided OTA to 123 spontaneous returnees (67 women and 56 men) arriving from Yemen.\n\nIn connection to the MRCs, IOM has also supported operational costs of a temporary safe house in Burao, established in partnership with WAAPO, a local organization. The facility provided a safe and protective environment for highly vulnerable migrantsincluding Victims of Trafficking (VoTs), and survivors of Gender-Based Violence (GBV)stranded along the Eastern migratory route. 175 migrants received support through this facility.\n\nTo promote sustainable reintegration and strengthen community resilience in Somaliland, IOM launched a market-driven vocational training programme in partnership with the Hargeisa Technical Institute (HTI). Embedded within a broader community-based planning (CBP) framework, the initiative addresses the socio-economic vulnerabilities of returnees and host communities in key areas of return. In September 2025, the first training cohort of 20 participants (10 returnees and 10 host community members) began full-time courses designed to foster social cohesion through shared learning and collaboration. Training focuses on high-demand technical trades such as plumbing, pipe fitting, water system installation, household wiring, and solar electrics, identified through HTIs recent labor market assessment.\n\nWith support from IOM, Somalia is developing the countrys first comprehensive National Migration Policy (NMP). Led by the Office of the Special Presidential Envoy for Migration, Returns and Childrens Rights (OSPE) and coordinated through the newly established NCM, the process adopts a whole-of-government approach to strengthen migration governance.
