Sida assesses that these basic premises are just as valid today. Africa needs more cooperation to tackle the challenges on the continent, not less. The AU has the mandate to develop intra-African cooperation in most policy areas such as peace and security, trade, migration and many more. The AU's success in advancing democratic norms, the rule of law, respect for human rights, more integrated trade, managing conflicts, etc., is important for Sweden's ability to develop its political and economic partnership with African.\n\nThe Joint Framework Arrangement (JFA) is a framework that was developed to manage multi donor coordination and collaboration. The current JFA refers to unearmarked pooled resources. The purpose of the JFA is to support the AU's ability to deliver on its own objectives.\n\nThe AU is currently in a comrehensive reform phase that includes various aspects of how the AU will be better equipped from an organizational point of view, how it can set priorities and how financial planning, including budgeting, can be made more effective.\n\nIt should be said that the reforms are going slowly, the decisions have been made, but the political will and the organizational conditions to implement these reforms have been partly lacking. An important question here is how Member States can take greater financial responsibility for the AU.\n\nJFA fully supports these mentioned reforms. It pools resources from nine current partners with unearmarked funding and joint reporting. In addition, the JFA is a platform for coordinating processes around results, budgeting and follow-up. The idea of\nthis roadmap is to integrate citizen voices into regional policymaking.\nAnother highlight is the launch of 15 electoral observation missions.\nWith regards to Moonshot 4, the report mentions the coordination between AU\nand RECs through coordination meetings, joint planning retreats and monitoring\nmissions. For example, the 6th midyear coordination meeting between AU and\nRECs took place in Ghana on July 21, 2024. Another example is the joint\nmeeting between Panel of the Wise and the Economic Community of Central\nAfrican States (ECCAS) Committee of Elders on November 2526, 2024.\nWith regards to the Early Warning and Early Response Systems, the report\nmentions increased collaboration with the AU and the RECs. In addition, the\nreport highlights the mainstreaming of gender, youth and child protection within\nits governance, peace and security framework.\n\nSidas comments:\nPAPS's results need to be understood from the observed general trend away\nfrom multilateralism and the tendency of holding on to sovereignty as a shield\nagainst further integration in the field of peace and security. One such example is\nthe challenge AU has in operationalizing the Continental Early Warning System\n(CEWS). CEWS is part of the African Peace and Security Governance\nArchitecture and its establishment is part of the protocol on the Peace and\nSecurity Council (article 12).\nHowever,  Commissioner Bankole referred to the Early Warning to JFA partners\non May 17, 2024 as our greatest headache. He was referring to what the\nPeace and Security Council called in its 1208th meeting on April 16, 2024 a\nculture of denialism, in which MS and RECs block conflict prevention\ninterventions on grounds of sovereignty. Even though CEWS has a pillar role in\nAPSA, it has been observed that in the reorganisation of PAPS, it has no\nindependent structure. It falls under the directorate Conflict Management. The\ndecision to release information is highly hierarchical, the decision travels from\nthe political officer, the director, the commissioner to finally to the PSC which\nmakes all of its decisions consensually. It is also noted that only three member\nstates (out of 55) have undergone the Country Structural Vulnerability and\nresilience Assessment, which is a voluntary process that allows a MS to evaluate\nits structural weaknesses with regards to conflict. These are Ghana (2017), Ivory\nCoast (2019) and Zambia (2020).\n\nMS engagement in the AU can also be observed by decreasing MS\ncontribution to the AU. The MS contribution to the AU has in 2023 been capped\nto 200 MUSD which is a reduction of 50 MUSD. The AUC Chairperson at the\ntime, Moussa Faki remarked in his speech of the 45th ordinary session of the\nExecutive Council meeting on July 18, 2024 that AU:s high ambitions and\ndevelopment plans do not resonate with the budget realities. Further, MS\ncontribute on the whole to about 10 percent to the program budget of the AU.\nWith regards to the mainstreaming of gender, youth and child protection, Sidas\nassessment is in line with the report, that progressive development has been\nmade. The AU has taken active measures to work with the youth issue. For\nexample, the AU has included members of African Youth Ambassadors for\nPeace and Wise youth members in AU summits, PSC open sessions and in\npreventive diplomacy missions with regards to elections. The Wise Youth was\nappointed as a subsidiary to the Panel of Elders and have been appointed\nbetween October 2024 to September 2027. A second example is that the\ndevelopment of the AU Continental Framework on Youth, Peace and Security\nthat is a five-year strategy that ended in 2024. A third example is that the AU has\nhosted regional consultations on African African Youth perspectives on the New\nAgenda for Peace in collaboration with the Swiss Embassy and Amany in Addis\nAbeba.\nHowever, it must also be noted, as in many other cases including CEWS, there\nis a large gap between policy and implementation.  The PSC meeting on\nNovember 1, 2024 (1243rd Meeting) notes in article 2 of the protocol that only\ntwo MS, Nigeria and DRC have National Action Plans (NAP) for the Youth,\nPeace and Security Agenda.\n\nSave the Children has through support from Sida collaborated with the AU to\ndevelop and launch a child protection policy for AU:s Peace Support Operations.\nSida can also note a gradual improvement in reporting becoming more impact\noriented and result focused. The report lists major achievements, major\nchallenges, lessons learned and recommendations. The detailed sections begins\nwith a summary of outcomes. It is also apparent from the dialogue with AU that\nthe intention is to gradually orient itself to more result based reporting. It should\nalso be noted that the current reporting structure is to a large extent organized\naccording to the structure of AMERT, which is AU:s software program for activity\nbased implementation. This system lists activities, the corresponding budget for\neach activity and corresponding indicators for each activity.
