CO2: WOMEN AND GENDERBASED CHALLENGES IN MINING: Aim at addressing challenges facing women in both largescale and small-scale mining. CO3: SUSTAINABILITY IN FORMAL SMALLSCALE MINING: Aim at improving environmental and human rights standards in artisanal and small-scale mining (ASM).  This Impact project has been added by a major amendment to the agreement signed on July 2024. \n\n3. Macro Project aims at institutionalize results of the impact project at regional level by influencing decision makers in key stakeholder groups with regards to the implementation of responsible business conduct (RBC) and human rights standards in the mining sector. Awareness and Commitment: Three agreements signed with the company Lithium Americas (now Lithium Argentina), the Secretariat of Mining and Energy of Salta Province and the Secretariat of Water Resources of Salta Province. The objective is to share key information to lay the groundwork for an inclusive, shared watershed modelling process in Salta. \n\n2. Tools and Networks: MARS has secured inputs from data about specialised hydroclimatic information, gathered by Lithium Argentina with other sources in order to build a model, allowing watershed-scale analysis of water availability, ecosystem conditions, and existing pressures across the mining value chain.\n\nTo address gaps in knowledge and coordination, stakeholders launched a process to co-develop a watershed-scale water management model. Rather than imposing predefined solutions, the initiative focuses on building the technical, institutional, and social foundations needed for informed dialogue. This include compiling hydroclimatic data, integrating scientific and local knowledge, identifying information gaps, and establishing an Argentine Lithium Expert Council to strengthen technical credibility and coordination among government, community, academic, and private-sector actors.\n\nGreater transparency was achieved through the sharing of hydroclimatic data and the joint development of a model that helps assess water availability, ecosystem conditions, and mining-related pressures across the watershed. Community members are actively contributing local and Indigenous knowledge, while public institutions view the model as a tool for decision-making, technical review, and capacity building.\n\nThis project has established partnerships with the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) to join efforts to build a Water Wise Lithium Development Protocol in Argentina. Moreover, with the Environmental Governance Programme (EGP) to identify potential synergies that could help define the terms of the final water management agreement relating to environmental monitoring and adaptive management. \n\nImpact Project 2 - Territorial Dialogue and Development (Peru)\n\nIn this project, NIR seeks to provide actors with the tools, capacities and safe spaces for dialogue and solution co-development that can be embedded into existing institutional frameworks, and generate economic, social, and environmental value for all prioritised actors. \n\nThe project operates in a challenging context marked by weak institutions, distrust among stakeholders, environmental and social impacts linked to mining, and widespread perceptions that mining benefits are not equitably distributed. Rather than forcing immediate dialogue, the initiative focuses on creating the conditions for constructive engagement through stakeholder mapping, baseline studies, capacity building, and learning from successful experiences in other regions such as Moquegua and Cajamarca.\n\n1. Awareness and Commitment:  Territorial actors in Chumbivilcas and Pasco are participating in a  more informed dialogue processes by adapting lessons from Cajamarca and Moquegua to their local contexts and by fostering alignment around shared development priorities, including environmental protection, womens participation, remediation, and education.\n\n2. Tools and Networks: Early multi-stakeholder dialogue and coordination in Chumbivilcas and Pasco are being strengthened through the activation of key institutional networks: in Chumbivilcas, through MINEM, the Provincial Municipality, the Roundtable Against Poverty, and the private Canadian mining company Hudbay; and in Pasco, through Regional Government leadership channelled via the Regional Environmental Commission and the Roundtable Against Poverty.\n\nIn Chumbivilcas, early results show growing recognition of dialogue as a tool for cooperation, increased participation by women, and emerging common priorities such as education, environmental remediation, and greater inclusion in territorial governance.\n\nIn Pasco, the initiative worked through existing institutional platforms to strengthen cross-sector collaboration. Baseline assessments highlighted fragmented coordination, limited trust, and weak private-sector engagement, but also revealed strong interest from authorities and civil society in addressing shared challenges\n\nAcross both territories, the project has generated early shifts toward greater cooperation, role clarity, and recognition of shared responsibility for development.\n\nThe lessons learned from previous experiences with IDB are being considered in this and NIR is working together with IDB. Key lessons include the importance of adapting dialogue processes to local realities, working through trusted institutions, ensuring inclusive participation, and maintaining strong documentation to support continuity, learning, and long-term territorial transformation.\n\nImpact Project 3 - Colombia \n\nThis component is divided into two areas: 1) small-scale gold mining and 2) copper mining.\n\n1.Small-scale gold mining:\n\nThis component seeks to strengthen the formal small-scale gold mining sector by promoting collaboration among miners, companies, government authorities, and communities.\n\nAwareness and commitment:  NIR has built a network of over 40 stakeholders and shifted the conversation from perceptions to practical discussions by gradually aligning around key barriers and emerging pathways. These include formalization, responsible supply chains, CRAFT standards, due diligence and traceability.\n\nTools and Networks: The baseline study of formal small-scale gold mining has been published and presented at events, territorial exchanges, webinars and as part of the Supply Chain Risk Management Diploma and Women in Mining training program. Together, these spaces have contributed to a stronger shared understanding and growing trust, as well as raising awareness of the barriers and opportunities affecting womens participation in the sector. In particular, the partnership with Women in Mining Colombia has created a dedicated platform to empower women, enhance their visibility, and boost their engagement. Around 450 people joined the webinars, 11 professionals completed the diploma and 18 women finished the training program.\n\nThe project has also established strategic partnerships, notably with the ACM Small-Scale Mining Chamber and the Global Reporting Initiative (GRI), to support miners alignment with international sustainability standards and improve awareness of supply chain risks and compliance requirements.\n\n2) copper mining\n\nThis component seeks to contribute to Colombias emerging copper sector by promoting a development pathway based on responsible business conduct, evidence-based decision-making, and inclusive dialogue. As copper exploration gains attention in Colombia, particularly in regions with a history of coal and oil extraction, the project aims to address the challenges associated with negative perceptions of mining, social conflict, and the uncertainty inherent in the exploration phase.\n\nProgress on this component has been slower. NIR began the baseline study in collaboration with SEI in 2025, but it will not be published until 2026.\n\nAwareness and commitment: a closed dialogue with the National Mining Agency, which provided input for the copper bidding rounds and related public documents, was a positive achievement.\n\nTools and Networks: Comments on governance, sustainability, and responsible mining standards were provided to the ANM for the copper bidding rounds, and were considered when defining the ToR for their design and development.\n\nMacro Project\n\nThe Macro Component operates at the national and regional levels, focusing on representatives from the business sector and communities to promote the consistent implementation of existing Responsible Business Conduct (RBC) frameworks.\n\n1. Awareness and Commitment: Senior leadership engagement played a key role in mobilising associations as champions of the RBC agenda and elevating it within their strategic priorities. Member companies also deepened their involvement through two sessions on due diligence and stakeholder engagement, reaching 25 representatives. Regional alignment was strengthened through peerexchange sessions that highlighted good practices and strong leadership from Chiles Consejo Minero and Colombias ACM. These exchanges fostered early ownership for continuity, with all participating associations valuing the process and expressing interest in continuing in 2026.\n\n2. Tools and Networks: Centro Vincular within the MARS programme developed an OECDendorsed selfassessment tool aligned with international frameworks, enabling mining associations to establish a shared baseline and define practical next steps to advance Responsible Business Conduct.\n\nIn 2025, an exploratory study was conducted, based on interviews with regional experts, designed to capture strategic perspectives from specialists with experience in Indigenous rights, territorial governance, socio-environmental conflict resolution, and relationships between communities and extractive projects. Several conclusions emerged that will guide the development of a Regional Protocol for Engagement between Indigenous Peoples and the mining sector. \n\nAs part of the macro project, a MARS Competence Centre is being developed in response to needs across the mining sector in Latin America: growing interest in learning settings, continued capacity strengthening, and stronger systems to retain and build on knowledge over time. The Centre is being designed as more than a digital platform, is envisioned as a practical and trusted platform for responsible and sustainable mining across the mining cycle.
