UN Women Moldova provided extensive technical assistance and advice to the government, alongside important capacity development and mentoring initiatives, in achieving the above-mentioned milestones in eliminating violence against women (EVAW) along the four pillars of the Istanbul Convention.\nUnder Outcome 2 on Gender-Responsive Governance, important progress was achieved on improving the gender responsiveness of national policies, as well as on the share of women representation in local governance. Following the 2023 local elections, women secured 40.3 per cent of local council seats (a nearly 4 per cent increase from 2019) and 33.3 per cent of district councils seats (a 6.2. per cent increase). The share of women mayors reached 25 per cent, marking a 2.19 per cent increase since 2019.\nNational-level public policies have improved from the perspective of mainstreaming gender equality within the proper objectives and targets, as shown through the Gender Mainstreaming in Public Policies Index, which recorded an increase of 0.98 points in 2023, reaching a score of 1.86 (out of 4 as the highest score) compared to 0.88 in 2015-2016.\nUnder Outcome 3 on Inclusive and Sustainable Economic Development, an increase of 3.8 per cent in the women labor force participation rate was recorded in 2023 compared to the same period in the previous year (from 28.0 per cent to 41.8 per cent) due to improved legislation, endorsed tailored programmes for women employment, as well as increased investment in childcare services to which UN Women provided systematic and cross-sectoral support. Over 400 women and men in the public security system and private sector now benefit from childcare services within their workplaces, enhancing their work-life balance and career advancement. Through the direct support of UN Women, 36 women initiated new businesses, while 182 expanded their existing ones, experiencing a collective turnover increase of 1 million MDL.\nUnder Outcome 4 on Coordination and the Peace-Development-Humanitarian Nexus, the second generation National Programme and National Action Plan (NAP) for the Implementation of UN Security Council Resolution 1325 on Women, Peace and Security was endorsed by the government in 2023, with specific objectives to increase women meaningful participation in the security and defense sectors and conflict negotiations. UN Women provided extensive expert assistance in the consultative drafting and costing of the five-year NAP and supported the Ministry of Internal Affairs in coordination and implementation of the plan, affirmed through a Memorandum of Understanding (MoU) signed in May\n2023.\n\n2024\nWomen in Leadership\n- Women MPs championed Law No. 231\u002F2024, formally defining femicide and strengthening survivor-centered protections.\nThe SDG monitoring framework now tracks 130 gender-sensitive indicators and embeds gender requirements from policy design through evaluation.\n- Despite electoral violence\u002Fhate sppech in 2023-2024, more women including from vulnerable groups, engaged in advocacy and expressed interest in running for office.\n\nWomens Economic Empowerment\n- Twenty women entrepreneurs reported a 10 percent boost in performance, while 270 others enhanced capacities through multi-sector support programs.\n- Twenty-one companies (e.g., OTP BANK, Moldcell, EFES Moldova) adopted gender-responsive policies affecting over 3,000 employees and narrowing pay gaps.\n- New workplace and community childcare facilities enabled 440 parents, mostly women, to retain jobs and improved female labor participation from 41.4 percent to 41.7 percent.\n\nEliminating Violence against Women\n- Protection orders rose from 751 in 2023 to 1,042 in 2024.\n- Over 250 survivors and at-risk women enrolled in economic empowerment programs; 7 launched businesses in 2024 and 25 will receive start-up or training vouchers in 2025.\n\nCoordination, Humanitarian-Peace Nexus\n- Moldova hosted 80 regional women peacebuilders who issued a joint call for stronger regional and global Women, Peace, and Security (WPS) implementation.\n- The Ministry of Internal Affairs advanced the NAP on UNSCR 1325, published its national report, and convened stakeholder dialogues on best practices.\n- Targeted capacity building in security and defense sectors enhanced womens participation and expertise in the WPS agenda.\n\nUN Womens Organizational Effectiveness and Efficiency in the country\n- Through the Gender Theme Group and Gender Task Force, gender equality was mainstreamed into UN normative and policy frameworks, including the 2025-2026 refugee response plan.\n\n2025\nUN Womens support enabled more than 1,836 women and girls across Moldova to access information, crisis support, legal aid and other specialist services, contributing to improved safety and protection outcomes.\nAs a result, 259 women at risk and survivors of violence demonstrated increased economic resilience after completing a tailored empowerment programme, with 25 survivors establishing income generating businesses, signalling strengthened autonomy and reduced vulnerability to violence.\nWomen`s leadership in public decision making remained stable, with 40 per cent of parliamentary seats held by women after the 2025 elections, reflecting sustained political engagement despite persistent hate speech and gender based violence during the campaign.\nThis stability is partly linked to a UN Women supported leadership programme that helped women candidates maintain visibility and influence in political processes.\nEconomic empowerment outcomes also indicate strengthened participation of women in the labour market, with labour force participation rising from 36.1% in 2020 to 37.8% in 2025, driven by legal reforms, expanded childcare services, and targeted entrepreneurship support.\nDirect programme support contributed to enhanced economic agency among women entrepreneurs, with 109 improving access to markets and value chains and more than 1,000 strengthening competitiveness and capacities for sustainable economic opportunities. Additionally, 28 companies joined the Women`s Empowerment Principles and began revising internal policies and practices, demonstrating shifts in private sector behaviour toward more inclusive and
