The programmes are closely interconnected and mutually reinforcing. While global in scope, activities are primarily implemented at the country level, with support from regional and global levels. The programmes are strategic for integrating human rights throughout the UN system, reducing duplication among UN entities, particularly at the country level, and contributing to a more effective and coherent UN system. They also create synergies between normative work at the global level and operational work at the country level.\n\nBoth programmes aim to strengthen OHCHR’s capacity at the country level and contribute to the realization of human rights, particularly for individuals and groups that are most vulnerable, marginalized or discriminated against. Strengthening country-level capacity is particularly important in light of UN reform and its focus on achieving results at the country level.\n\nHuman Rights Advisers (HRA)\n\nSince 2011, OHCHR and the UN Sustainable Development Group (UNSDG) have worked together to place human rights at the centre of the UN’s work. Human Rights Advisers are strategically placed in the offices of UN Resident Coordinators and serve as a resource for the entire UN Country Team (UNCT). They play a key role in integrating human rights into Common Country Analyses, country planning and subsequent programming, thereby strengthening support to Member States in fulfilling their human rights commitments.\n\nHRAs provide expertise on human rights integration, capacity-building, advocacy, analysis and engagement with international human rights mechanisms, including the Universal Periodic Review (UPR) and treaty bodies. They support the implementation of the Sustainable Development Goals and the development of Common Country Analyses (CCAs) and UN Sustainable Development Cooperation Frameworks (UNSDCFs). They also contribute to early warning and preventive action, support the integration of human rights into humanitarian and recovery efforts, and provide technical assistance to state institutions, National Human Rights Institutions and civil society.\n\nEmergency Response Teams (ERT)\n\nSince 2017, OHCHR has established dedicated Emergency Response Teams (ERTs) based in its regional offices. These teams enable OHCHR to respond rapidly to emerging or ongoing human rights crises and humanitarian emergencies and form part of the UN’s broader efforts to prevent conflict and human rights violations.\n\nERTs conduct rapid risk analysis, provide strategic and technical support, strengthen the capacity of national institutions, civil society and UN partners, and can rapidly deploy personnel in response to critical events. Each team combines human rights expertise with information and data analysis, including geospatial information, visualization tools and social media, to provide timely analysis for decision-making.\n\nA Sida-funded evaluation from 2022 found that the ERT programme is highly relevant and has strengthened OHCHR’s and the UN’s capacity to prevent and respond to human rights crises. ERT analyses are increasingly used by UN leadership to identify risks and support preventive action. De bidrar med expertis om mänskliga rättigheter inom ramen för Agenda 2030 för hållbar utveckling, som placerar mänskliga rättigheter i centrum för FN:s utvecklingsinsatser. The application covered two global human rights programmes: Prevention in the field  Emergency Response Teams\" (ERT) och \"Placing Human Rights at the centre of country UN system-wide action, through the deployment of Human Rights Advisers  (HRA).  DEMO has previously provided direct support to OHCHR for the ERT programme and indirect support to the HRA programme through the now discontinued UN Sustainable Development Group Human Rights Mainstreaming Fund. Since 2025, all HRA placements have been funded through OHCHRs Voluntary Fund for Technical Cooperation (VFTC), which, in addition to HRA placements, also finances other aspects of OHCHRs country-based work. \n\nThe two global programmes for which OHCHR is requesting funding are closely interlinked and mutually dependent. They are considered global in scope, as their activities span across countries, with implementation at the country level supported by global and regional levels. The programmes are regarded as strategic for achieving the integration of human rights throughout the UN system and for avoiding duplication among UN entities, particularly at the country level, thereby contributing to a more effective UN. The initiatives create synergies between normative work at the global level and operational work at the country level.\n\nOHCHR operates through two main categories of country presence: offices and other UN cooperation arrangements. The first consists of country and regional offices. The second includes human rights components within peace or political missions, Human Rights Advisers (HRAs) at UN Resident Coordinator Offices (RCOs) and UN Country Teams (UNCTs), as well as humanitarian country teams (HCTs) and other forms of presence such as country programmes.\n\nBoth the Regional Emergency Response Team and Human Rights Adviser programmes aim to strengthen OHCHRs country-level capacity with the overall goal of contributing to the realization of human rights especially for individuals and groups who are most vulnerable, marginalized, or discriminated against at the national level. Sweden has long advocated for expanded field presence by OHCHR to enable faster and more effective responses to human rights violations. Strengthening OHCHRs country-level capacity through the HRA and ERT programmes is particularly important in light of the UN reform and its focus on on the ground results.\n\nThe proposed support is assessed as complementary to Sweden´s core funding as well as to other ongoing and planned regional and bilateral contributions to OHCHR.\n\nOHCHR is requesting voluntary contributions totalling USD 16,154,710 (SEK 172,327,138) for 20252028 to support the ERT programme, and USD 95,700,000 (SEK 1,020,755,340) for the Human Rights Adviser programme.\n\nSida intends to contribute a total of SEK 260,000,000 over four years to the two programmes, allocated as SEK 200,000,000 for the Human Rights Adviser programme and SEK 60,000,000 for the Regional Emergency Response Team (ERT).\n\nEmergency Respons Teams Programme\n\nGoal: Addressing fragility, insecurity, conflict and violence.\n\nTo achieve this goal, OHCHR will realize the following outcome and outputs:\n\nOutcome 1: Human rights-based analysis, indicators and data guide national, regional, international, and UN strategies, policymaking, programming and operations to identify risks and trends, to prevent, mitigate or respond to emerging crises and conflict and to build and sustain peace\n\nOutput 1. UN and IASC prevention and protection processes at global, regional and country level are consistently aware of human rights risks and trends and are provided with innovative technical assistance and advice on interventions to address risks. This would be achieved through developing human rights early warning and risk analysis and informing UN policies, programmes and advocacy. Information and data will be disaggregated by gender and other groups. ERTs endeavour to maintain and respect the principle of Leaving No One Behind in their analysis and responses. ERTs would contribute to field and HQ-led processes or initiatives, such as CCAs\u002FSDFs, RMRs and other prevention or early response initiatives; support, advice, information shared with RCs and UNCTs as well as capacity building or awareness raising on human rights risks analysis; the development of data systems and products that inform evidence-based integrated analysis. Furthermore, through participation in humanitarian processes and fora, ERTs will contribute human rights and protection analysis in planning documents and needs assessments. ERTs will maintain a particular focus on human rights protection issues, including gender and LNOB.\n\nOutput 2. Consolidated partnerships with an increasingly diverse set of stakeholders, in HQ and field, to create networks for exchanges of information and data to support human rights risk analysis. Partnerships with CSOs and other partners, such as think tanks, academia or other early warning partners, will be renewed or sought to create networks for exchanges of information and data. Furthermore, ERTs will continue to provide capacity building for civil society actors, NHRIs and other protection entities to enhance their capacity to produce human rights information and analysis that can be used for early warning processes. This would include capacity building of information management processes and tools to support human rights risk analysis.\n\nOutput 3: Strengthened systems and the use of innovative approaches for the collection of human rights data and information for risk and trends analysis as well as\n\nOutput 4: Strengthened dedicated capacity to undertake human rights risk and trends analysis to influence early warning, prevention and protection across country, regional and HQ are more internal-looking and focus on the ERTs being able to expand their capacity to produce early warning analysis, and to carry out other prevention and protection activities. Specifically, it would focus on supporting Information Management Officers (IMOs) in creating systems and tools to capture, structure and visualize human rights related data to inform and deliver on analysis. It would also ensure coordination of efforts, product standardization and sharing of lessons learnt across ERTs and HQ.\n\nHuman Rights Adviser programme\n\nGoal: Through the support and advice received from HRAs, the RCs\u002FUNCTs to which HRAs are deployed to will significantly contribute to: (a) increase effective implementation of the outcomes of the international human rights mechanisms that results in an improved situation for rights holders on the ground; (b) render development and humanitarian programming through applying a human rights lens more inclusive and sustainable; (c) prevent violations and strengthen national human rights protection systems; (d) enhance equality and counter discrimination in policy, practice and institutionally; (e) enhance participation and protect or expand civic space; and (f) strengthen the rule of law and accountability in policy and in institutions for human rights violations.\n\nThe strengthened HRA programme will contribute to the following two outcomes, derived from the above goal:\n\nOutcome 1: National and local governments, National Human Rights Institutions, and civil society promote and protect human rights\n\nTo contribute to this outcome, HRAs will:\n\n-conduct situational assessments and map the countrys capacities and needs, based on the country-specific recommendations from international human rights mechanisms.\n\n-foster the development of strategies and programmes to build and strengthen national capacities and institutions based on an assessment of national context, capacities, and priorities.\n\n-support the ratification and domestication of international treaties and alignment of laws, policies and practices.\n\n-provide tailored support to build reporting and follow-up capacities, and implementation on country-specific recommendations from international human rights mechanisms.\n\nOutcome 2: UNCTs uphold international norms and standards and support system-wide coherence on human rights mainstreaming\n\nTo contribute to this outcome, HRAs will:\n\n-promote human rights as a common UN value through advocacy and awareness-raising.\n\n-integrate human rights
