From 2022-2023 the RB programme received additional funding from Sweden's strategy for development cooperation in Kenya. This funding complemented the global funding and enabled DIHR to deepen its work in Kenya. Separately from these programmes, DIHR also conducted an eight-month pilot project with support from Sweden's strategy for regional cooperation in Africa, called 'Supporting a Just Transition Through Responsible Business Conduct in Africa'.\n\nWith this contribution Sida will continue its support to these initiatives. The global Responsible Business programme builds on the successes and lessons from the previous phase, as well as recommendations from an external evaluation conducted in 2023. The program aims to support national implementation of responsible business frameworks as well as support stronger, more coherent policy development through international and regional exchanges. The global programme includes a specific component for Kenya where DIHR will work in a more comprehensive and in-depth way than in other countries. Here, DIHR will continue its cooperation with Kenyan institutions and actors in order to accelerate implementation of Kenya's National Action Plan for Business and Human Rights (NAP). \n\nThe Sustainable Oceans programme also builds on the successes, lessons and evaluation recommendations from the previous phase, whilst building on DIHRs broader work to promote a human rights-based approach to sustainable development.  The Sustainable Oceans programme aims to promote environmentally sustainable and rights-based governance and management of natural resources in coastal and marine areas that are mainly inhabited by small-scale fishermen and indigenous fishing communities. The Programme builds on the tools and methodologies developed in the first phase of the Programme and aims to expand the scope and partnerships, as well as to establish significant collaborations with national rights institutions and civil society organisations and\u002For organisations representing indigenous peoples in at least three countries. The programme will also engage state and intergovernmental human rights bodies and mechanisms in issuing stronger recommendations to states on how to ensure human rights-compatible fisheries management strategies. Finally, the programme will continue to work with partners and like-minded organisations to strengthen the international agenda around human rights-based approaches to fisheries and ocean governance and planning, and also strengthen cooperation with environmental organisations.\n\nThe Just Transition programme builds on a close dialogue with the Swedish embassy in Addis Ababa and comprehensive research that DIHR conducted during the pilot project. The programme's overarching goal is to promote respect of human rights in relation to the transition from fossil-based to more sustainable energy sources in Africa, the so-called \"just transition\". Emphasis will be given to transition minerals (also known as critical raw materials \u002F metals), i.e. minerals that are primarily used in batteries, electric cars and other technologies that enable a fossil-free energy transition. Det har samma övergripande vision och mål som ovan. \n\nSUSTAINABLE OCEANS PROGRAM\n\nProgrammets övergripande vision är att småskaliga fiskare (SF) och ursprungsbefolkningar (UB) har tryggad, säker och ökad tillgång till marina resurser och andra rättigheter för att trygga sin utkomst och kultur och ökade möjligheter till ett meningsfullt deltagande i förvaltning av kust- och marina ekosystem för en ökad miljömässig hållbarhet (inkluderande klimatanpassning\u002Fresiliens) och respekt för mänskliga rättigheter (inkluderande rätten till miljö).\n\nDetta skall uppnås genom att DIHR skall bidra till att (mål):\n\n1. Statliga aktörer har vidtagit åtgärder för att integrera småskaliga fiskares och ursprungsbefolkningars mänskliga rättigheter i nationella lagar, policyer eller planer relaterade till fiskestyrning och havs- och kustförvaltning samtidigt som miljömässig hållbarhet främjas.\n\n2. Statliga aktörer institutionaliserar ramar (policyer, lagar, förfaranden) för att säkerställa ett meningsfullt deltagande av småskaliga fiskare och ursprungssamhällen i fiskestyrning och förvaltning av kustnära och marina ekosystem.\n\n3. Båda rapporterna bidrog till formulerandet av en tredje NAP på företagande och mänskliga rättigheter i landet. \n\n* På regional nivå i Latinamerika gjordes en analys av de åtgärder som genomförts vad gäller statens genomförande av ramverket för ansvarsfullt företagande både på regional nivå och i sex länder (Argentina, Brasilien, Colombia, Chile, Mexiko och Peru). Rapporten beskriver utvecklingen och luckorna i varje land och lyfter trenderna i regionen. Analysen lanserades senare vid FN:s regionala forum om företag och mänskliga rättigheter i Brasilien i april 2025.\n\n*Diskussioner kring mänskliga rättigheter och företagande på Elfenbenskusten återupptogs under 2024. En kartläggning av nuläget genomfördes med hjälp av DIHRs baslinjeverktyg, och det påbörjades förberedelser för en nationell handlingsplan som ska färdigställas under 2025.\n\n*Ett tre-årigt avtal med nätverket av afrikanska nationella människorättsinstitutioner (NANHRI) har undertecknats i syfte att öka nätverkets kapacitet inom BHR samt stödja konkreta initiativ för dess medlemmar. NANHRI bekräftade sitt åtagande till arbetet genom att anställa en resursperson för BHR.\n\n*I september 2024 lanserade DIHR en uppdaterad metod för nationella handlingsplaner (NAP Toolkit). Baserad på tidigare lanserade handlingsplaner, vilka utnyttjats globalt av ett brett antal aktörer, bidrar den nya upplagen med ytterligare material såsom tematiska guidningar, NAP analyser och fallstudier.\n\n* En publikation om hur regeringar, civilsamhället, företag och NHRIs utanför Europa kan utnyttja direktivet om företags hållbarhets-due diligence (CSDDD) presenterades vid det afrikanska regionala forumet om företag och mänskliga rättigheter 2024 i Nairobi.\n\n*DIHR i samverkan med den Kenyanska nationella kommissionen för mänskliga rättigheter (KNCHR), bistod Kenya National Chamber of Commerce and Industries (KNCCI) att genomföra en konsekvensanalys av mänskliga rättigheter inom värdekedjan av Kenyas kaffeproduktion. Analysen kopplar samman lokala kontexter med globala utvecklingsområden kring obligatorisk due diligence för mänskliga rättigheter i leverantörskedjor, i syfte att engagera internationella kaffeköpare i identifierade utmaningar 2025.\n\n*En kapacitetsbyggande workshop för civilrättsorganisationer i Kenya har genomförts med fokus på företagande, mänskliga rättigheter och NAPs i juni 2024. Syftet var att stötta Kenyanska CSOs att använda NAP och ett fokus på mänskliga rättigheter i det egna företagandet. Som en effekt har intresset av NAP ökat hos CSOs i landet och tre specifika projektidéer kommer att implementeras under 2025.\n\nSUSTAINABLE OCEANS (HAVSPROGRAMMET):\n\nÅrsrapporten för 2025 lyfter exempel på framsteg såsom:\n\n* I Colombia kombinerade DIHR kapacitetsuppbyggnad inom den nationella institutionen för mänskliga rättigheter, Defensoría del Pueblo, med analysarbete och direkt arbete tillsammans med rättighetsbärare. En nationell utbildning med Defensoría del Pueblo stärkte förståelsen för fiskerirelaterade människorättsfrågor. Analytiskt arbete tillsammans med centret för marin rättvisa dokumenterade ihållande luckor mellan det rättsliga ramverken och implementering, särskilt när det gäller fiskares rätt till deltagande. \nKapacitetsuppbyggnad med nätverket COMENALPAC stöttade småskaliga fiskare att formulera rättighetsbaserade problem kopplade till miljöförstöring, kriminalisering av traditionella försörjningsmetoder, könsdiskriminering, konflikter och utestängning från policyprocesser. Parallellt gjordes datainsamling tillsammans med urfolkssamhällen, vilket dokumenterade luckor i erkännandet av marina territoriella rättigheter och implementering av fritt och förhandsinformerat samtycke, i ett sammanhang där stöd för samhällets förvaltning av kust- och marinmiljön kan fungera som en väg för att skydda miljömässig hållbarhet. (s. 3)\n\n* I Tanzania integrerade programmet analysarbete, kapacitetsuppbyggnad och dialog med statliga aktörer. En tvådagarsutbildning stärkte den nationella institutionen för mänskliga rättigheter, CHRAGG, förmåga att tillämpa en rättighetsbaserad strategi för fiskeriförvaltning, inklusive användning av FAO:s riktlinjer för småskaligt fiske (FAO SSF) vid hantering av klagomål. Analytiska resultat från en studie om tillgång till marina resurser, deltagande och ojämlikhet mellan könen validerades genom en nationell workshop för intressenter och diskuterades i ett tekniskt samråd med ministeriet för boskap och fiskeri, vilket resulterade i åtaganden att stärka samarbetet kring besittningsrätt, jämställdhet och tillgång till gottgörelse, samt att initiera planer för samarbete med Tanzanias kvinnliga fiskarbetarförening. (s.3)\n\n* På regional och internationell nivå förstärkte programmet ömsesidigt lärande och globalt engagemang. En workshop om ömsesidigt lärande med nätverket av afrikanska nationella människorättsinstitutioner (NANHRI) stärkte den regionala kapaciteten och genererade praktisk vägledning för nationella MR-institutioner. DIHR bidrog också till internationell dialog och normgivning genom samarbete med FN:s kommitté för ekonomiska, sociala och kulturella rättigheter och gjorde det möjligt för småskaliga fiskare, ursprungsbefolkningar och nationella människorättsinstitutioner att ta upp människorättsfrågor vid FN:s tredje havskonferens.
