The vision that has consistently driven the organization is a world where all people are free to make decisions about their bodies and their sexuality. RFSU emphasizes that the groups and people who are most exposed to discrimination and from having their rights fulfilled must be prioritized. RFSU has run an international business for more than 50 years. It is for the international activities that RFSU seeks a grant from Sida. RFSU has submitted an application to Sida for support to RFSU's civil society program for sexual and reproductive health and rights (SRHR) 2024-2028. The goal of the programme is to support civil society organizations around the world in their work to make SRHR accessible to all. This is done through partnerships with organizations and movements that work to realize SRHR, to jointly advocate to counteract a shrinking space for SRHR, to advocate for laws that protect SRHR, to follow up that governments deliver on commitments for SRHR and to ensure that sexuality knowledge increases both in schools and digital. The application also includes an annex for specific bilateral support to Georgia where funds are to be delegated to the CSO strategy.\n\nThe government's regulation letter to Sida for the budget year 2023 states that signing new agreements under the appropriation for support through Swedish organizations in civil society, should be avoided as much as possible, and that new agreements that extend beyond 2025 should also be avoided. The regulatory letter also contains a reduction of approximately 10% of the budget for the appropriation on support through Swedish organizations in civil society for 2023. The dialogue with RFSU on new support and assessment for new support began prior to receipt of the regulatory letter for 2023. The assessment for new support has hence been based on a conceptualization of a five-year programme. Sida proposes to align to the regulatory letter for 2023 and only enter into a one-year agreement to support the first year of RFSU's program. Sida indicated an indicative amount to RFSU by the end of 2022 of SEK 297 million to support the planned five-year agreement period 2024-2028. Sida proposes that the indicative amount should apply as a basis for calculation for the one-year agreement period in 2024. Ansökan inkluderar också en bilaga för specifikt bilateralt stöd till Georgien där medel delegeras till CSO-strategin. \n\nRegeringens regleringsbrev till Sida för budgetåret 2023 innehåller skrivningar om att nya avtal på anslagsposten för stöd genom svenska organisationer i det civila samhället i möjligaste mån ska undvikas, samt att nya avtal som sträcker sig längre än till 2025 likaså ska undvikas. Regleringsbrevet innehåller också en minskning med ca 10 % av budgeten för anslagsposten för stöd genom svenska organisationer i det civila samhället för 2023. Dialog om nytt stöd och beredning inleddes före regleringsbrevet och beredning har baserades på ansökan om stöd om fem år. Sida föreslår att i enlighet med regleringsbrevet 2023 endast ingå ett ettårigt avtal om stöd för första året av RFSUs program. Sida angav ett indikativt belopp till RFSU i slutet på 2022 om 297 mnkr som stöd för kommande fem-års avtalsperiod. Sida föreslår att det indikativa beloppet ska gälla som beräkningsgrund också för det ettåriga avtalet.
