It was created in 2017 and registrered in France due to the risks they face in relation to their work on anti-corruption. They work on sensitive issues and the registration in France ensures than when (not if) sued, this will happen in France with a functional legal system. It also has two regional offices in Africa, including South Africa and Senegal. \n\nPPLAAF has valuable experience in the anti-corruption field in the DRC. In the last few years, PPLAAF has been able to assist a number of whistleblowers, including those behind important public affairs such as the Lumumba Papers, the Dan Gertler revelations and the Congo Hold-up. Due to the sensitivity of the situation, PPLAAF carries out its activities in the DRC with its own staff based in Dakar, travelling occasionally to Kinshasa.\n\nFor this contribution, PPLAAF objectives are to contribute to the establishment of a safe and favourable environment for whistleblowers in the DRC; to support threatened whistleblowers; to establish an investigation and publication strategy for disclosing sensitive information; to pursue ongoing investigations relating to the DRC; to advocate on new disclosures and with the authorities for the adoption of protective legislation for whistleblowers in the DRC. PPLAAF's assumption is the more whistleblowers are protected, the more they will step forward, and the more civic space will grow and the rule of law will be reinforced. \n\nThe Embassy assesses PPLAAF's objectives to be realistic and consistent with the change it aims to achieve and the previous actions undertaken by the partner confirm the feasibility of the activities proposed in this contribution.\n\nThree risks, all of medium level, were identified and the Embassy agreed to monitor them throughout the contribution. These are: the risk of negative political influence on the part of those in power involved in the cases of corruption revealed by whistleblowers, corruption risk due to lack of audit of funds paid to whistleblowers and financial risk due to lack of auditing.   \n\nThe appraisal showed that PPLAAF has sufficient managerial capacity to handle the contribution by improving its audit system. The funds requested from the Embassy will be added to those of other donors, namely the Open Society Foundation, the National Endowment for Democracy and the Ford Foundation, to cover 12% of PPLAAF's overall annual budget, with a focus on activities in the DRC. As an anti-corruption organisation, PPLAAF does not yet have an anti-corruption policy. In order to encourage good practice, the Embassy has made drawing up a PPLAAF anti-corruption policy a point of dialogue with the partner throughout the project.\n\nFinally, the Embassy deems that a support to PPLAAF would be a good complement to the anti-corruption portfolio. The strategy explisitly mentions work on anti-corruption, however up until now, there is no pure anti-corruption contribution even though there are several contributions with elements thereof.",{"lang":211,"value":219},"PPLAAF är en internationell icke-statlig organisation. PPLAAF utgår från att ju mer visselblåsare skyddas, desto fler kommer att träda fram, och desto mer kommer det medborgerliga utrymmet att växa och rättsstatsprincipen att stärkas.\n\nAmbassaden bedömer att PPLAAF:s mål är realistiska och förenliga med den förändring som man vill uppnå och de tidigare åtgärder som partnern vidtagit bekräftar genomförbarheten av de aktiviteter som föreslås i detta bidrag.\n\nTre risker, alla på medelnivå, identifierades och ambassaden gick med på att övervaka dem under hela bidraget. Through a joint effort with the anti-corruption coalition of Congolese and international NGOs \"Congo Is Not For Sale\" (CNPAV), a hearing was finally held in the proceedings aiming to hold the magistrates accountable (prise à partie) for having issued the death sentence against those two whistleblowers. The magistrates had been duly served, which allowed the hearing to proceed. A further hearing is scheduled during which the Public Prosecutors Office is expected to present its written opinion. \nOn investigations publication: around ten articles based on whistleblower disclosures were published in collaboration with trusted media partners in the DRC and internationally (Actualité.cd, Le Monde, Bloomberg, Espresso, TBIJ, OCCRP, The Guardian, Mediapart, Le Soir, The Standaart). These publications significantly strengthened public awareness around corruption and systemic abuses.\nOn international conference in Kinshasa: the whistleblowing conference held in November 2024 brought together more than 70 participants from civil society, state oversight institutions, the media, and international experts. It successfully reignited the national debate on whistleblower protection and led to a commitment from at least 24 parliamentarians to draft a dedicated law. This commitment was followed by a workshop in which parliamentarians worked on a proposed legislation to protect whistleblowers and established a clear roadmap for its development.\nOn international legal follow-up: PPLAAF continued to support and monitor legal proceedings in more than six jurisdictions (Belgium, France, South Africa, Switzerland, the Netherlands, the UK, the US), maintaining pressure for accountability in major financial crime cases. \nOverall, the embassy is satisfied with the work carried out by PPLAAF over the two years of the project. With this intervention, whistleblowers who a few years ago were forced to hide to protect their lives in the Democratic Republic of Congo are now able to organize public activities, involving the national authorities. Anti-corruption is increasingly being addressed in public debate, with calls for more action from all stakeholders to minimize this scourge that undermines the country's development.
