Staff in penitentiaries strengthened their knowledge of international standards, improving institutional practices. \n\nOutcome II: Protection \nIn relation to services for victims of violence, WLC provided holistic, victim centered support through legal counseling, social assistance, psychological help and a toll free hotline, assisting 635 people through 3,470 interventions. Most beneficiaries accessed services in person (67%), followed by phone (29%) and online (4%), with support tailored to women`s specific needs across both urban and rural areas.\nWLC supported 36 women in developing income generating activities through grants across diverse fields, helping reduce economic dependence on aggressors. Ten refugee and local women received grants totaling 312,421 MDL, while broader empowerment programs reached over 300 women and girls, strengthening long term financial resilience and social reintegration.\n\nOutcome 3: Policies\nWLC experts played a key role in shaping legislative reforms including the criminalization of digital violence, forced marriage and the introduction of femicide while also providing critical opinions on police intervention standards and draft laws affecting victims rights.\nAlongside this, WLC advanced national dialogue through caseanalysis reports, a femicide conference and a comprehensive study on access to justice for women, including those with multiple vulnerabilities.\n\nOutcome 4: WLC Capacity Strengthening \nWLC advanced its institutional development by launching the Organizational Development Strategy 20252030, created through broad consultations with staff, the Board, national partners and beneficiaries.\nInternal processes were
