The HACC Decided platform was launched, ensuring accessible and transparent information on high-profile court cases.\n\nEU Integration and Advocacy: The organization contributed to Ukraines Shadow Report for the European Commission, with a dedicated section on anti-corruption progress. It conducted over 47 meetings with international stakeholders to promote Ukraines reform agenda.\n\nTransparent Recovery: TI Ukraine analyzed the performance of national recovery funds and provided practical recommendations to the Government. It monitored experimental reconstruction mechanisms and advocated for more efficient fund distribution.\n\nLocal Governance: Through the Transparent Cities program, TIU updated transparency measurement methodologies, engaged with over 60 city councils, and conducted legal consultations with 28 municipalities. The program promoted the use of the DREAM digital ecosystem.\n\nAsset Recovery: TI Ukraine published new research on sanction enforcement and confiscation mechanisms, assessed over 1,700 seized Russian assets, and contributed to national and international legislative discussions.\n\nInstitutional Strengthening: Despite the sudden suspension of USAID support during the reporting period, TI Ukraine maintained its full operational capacity, avoided staff reductions, and continued to implement its planned activities without disruption. This resilience was made possible thanks to diversified funding and support of the Swedish International Development Cooperation Agency. The organization launched a comprehensive internship program that resulted in the hiring of two interns. Staff capacity was enhanced through targeted training and feedback cycles. TIU strengthened the organization's analytical capacity.\n\nKey results in strategic goals:\n\nEffective anti-corruption policy of the state\n\n- TIUs experts analyzed the condition and challenges of the anti-corruption sphere in Ukraine and covered them in the corresponding section of the Shadow Report (https:\u002F\u002Fdrive.google.com\u002Ffile\u002Fd\u002F1dmm0ykjtTVz3ZFzaSkv62E1dIoRg5SO3\u002Fview) regarding Chapter 23 Justice and Fundamental Rights of the European Commissions Report on Ukraine in 2023. This is the first report that the Ukrainian public sector provides to the European Commission  after being granted the status of a candidate for membership in the European Union. The period under study is June 2023August 2024.\n\n- TI Ukraine has developed and launched \"The High Anti-Corruption Court of Ukraine Decided platform\" (https:\u002F\u002Fhacc-decided.ti-ukraine.org\u002Fen) to inform stakeholders, anti-corruption experts, and decision-makers about the challenges and issues faced by anti-corruption bodies. We also updated the methodology for monitoring the work of the HACC and expanded the list of top corruption cases included in the updated monitoring  our list contained 98 proceedings. In total, during the reporting period, our monitors attended 1,042 court hearings.\n\n- TIU prepared the basis for the legislative implementation of the ARMA reform. TI Ukraine's advocacy efforts included legal analysis (https:\u002F\u002Fti-ukraine.org\u002Fnews\u002Fposylennya-instytutsijnoyi-spromozhnosti-arma-analiz-uryadovogo-zakonoproyektu-12374\u002F) of draft laws proposed by the parliament and government, communication and coordination with the authors of these regulatory legal acts prior to registration.\n\n- TI Ukraine assessed the quality of the NACP's analysis of declarations. TIU experts analyzed 200 reports published by the NACP based on the results of asset declaration audits conducted from January to June 2024. TIU also reviewed the declarations of public officials available in the Unified State Register of Declarations. The results of this analysis and relevant recommendations for improving the procedure were submitted to the legislator and international partners.\n\nAnalyzed the effectiveness of the iCase system implementation. In the corresponding analytical note (https:\u002F\u002Fti-ukraine.org\u002Fen\u002Fresearch\u002Fhow-the-icase-electronic-criminal-proceedings-system-works\u002F), we outlined the preliminary results following the launch and use of the electronic criminal proceedings system and identified opportunities for expanding its application during pre-trial investigations and judicial reviews. All the recommendations we prepared received strong support from criminal justice authorities and international partners.\n\n- TIU analyzed how Ukraine has implemented anti-corruption reform in the past 10 years, and what obstacles and challenges impede full-fledged European integration. This report (https:\u002F\u002Fdrive.google.com\u002Ffile\u002Fd\u002F1UUQA87SvjGd7rHq-Op4tLd1Yr3L6YTh8\u002Fview) was presented to European partners and became the basis for further international communication on Ukraines progress in the fight against corruption within its preparation for EU membership.\n\nTransparent and accountable recovery for Ukraine\n\n- Active international advocacy on anti-corruption efforts in Ukraine was carried out. During the reporting period, organization representatives visited nine countries as part of 12 advocacy trips. Notably, our experts moderated panels at major international events such as the International Anti-Corruption Conference (IACC) and the Ukraine Recovery Conference (URC 2024). Additionally, TI Ukraine speakers held 47 meetings with embassy representatives and international partners.\n\n- Our recommendations on anti-corruption policy were taken into account in the recommendations of the European Commission and the International Monetary Fund.\n\n- TIU studied the results of the first year of the Fund for the Elimination of the Consequences of Armed Aggression. Based on the results of this analysis, we provided the Government with our proposals for improving the distribution of funds from this fund.\n\n- TI Ukraine analyzed the results of the first year of the Remediation Fund. Based on this analysis, the organization provided the Government with recommendations for improving the allocation of funds from the Fund.\n\n- We analyzed the first year of implementation of the Experimental Reconstruction Project, which was financed from the Liquidation Fund, and suggested to the Government how this mechanism could be improved.\n\nTransparent and accountable local self-government\n\n- TI Ukraine have enhanced the transparency and resilience of cities through research and data-based recommendations. Provided consultations to 28 cities on implementing transparency and accountability practices.\n\n- The organization investigated decolonization processes at the municipal level, how cities use the digital ecosystem for accountable management of DREAM recovery, which city mayors reported in 2023, how open the activities of city councils and standing committees were, how the committees for considering issues of compensation for damaged or destroyed property and the participatory budget in Ukrainian cities worked after a full-scale invasion.\n\n- Representatives of 67 city councils from 22 regions of Ukraine were involved in discussing the program's products.\n\n- An updated methodology (https:\u002F\u002Fdrive.google.com\u002Ffile\u002Fd\u002F17VL-w9gVjK6PckgjjIoLqP6oTyNADIEv\u002Fview) for measuring transparency in 100 Ukrainian cities has been developed and published. The research phase, which includes the collection of information among the cities participating in the study, has been completed.\n\n- TIU developed and presented a methodology (https:\u002F\u002Fti-ukraine.org\u002Fen\u002Fnews\u002Ftransparent-cities-methodology-for-evaluating-open-data-in-cities\u002F) for ranking 80 cities by the level of open data disclosure with the participation of representatives of the Ministry of Digital Transformation, city councils, and experts in the field.\n\nStrong and resilient organization\n\n- The organization underwent re-accreditation and in October 2024, the organization once again confirmed the title of national representative of Transparency International in Ukraine. According to the conclusions of the Transparency International Secretariat, Transparency International Ukraine is recognized as an influential representative of the global movement with a strong reputation both nationally and internationally. Despite challenging and dangerous conditions, especially since the start of the war, Chapter TIU remains highly active, implementing several projects and maintaining an impressive media and social impact.\n\n- The comprehensive internship program (https:\u002F\u002Finternship.ti-ukraine.org\u002Fen\u002F) was developed and implemented. Based on the successful completion of the internship program, the organization offered jobs to two interns.\n\n- TIU strengthened the organization's analytical capacity. During the reporting period, our experts have conducted 27 in-depth studies (https:\u002F\u002Fti-ukraine.org\u002Fresearch\u002F) and 20 legal analyses (https:\u002F\u002Fti-ukraine.org\u002Fti_format\u002Fnovyny\u002Fyurydychnyj-analiz\u002F) covering topics such as European integration processes, the work of anti-corruption agencies, the confiscation of Russian assets, urban transparency practices, public procurement monitoring, and more.\n\n- A series of diverse internal training sessions were conducted for the TI Ukraine team. These included first aid training, courses on developing and strengthening managerial competencies for mid- and senior-level managers, as well as a certified program on European integration.\n\nAsset recovery and confiscation for the sustainability of Ukraine \n\n- TIUs experts analyzed 64 cases related to the confiscation of (pro-)Russian assets and conducted a comprehensive assessment of 1,792 confiscated assets, including 43 that have already been sold.\n\n- The first comprehensive analysis (https:\u002F\u002Fti-ukraine.org\u002Fen\u002Fresearch\u002Fthe-fate-of-russian-assets-confiscated-in-ukraine\u002F) of the quality of implementation of the sanctions mechanism in Ukraine was conducted. This study identified the specifics of the implementation of the new mechanism for confiscation of sanctioned assets, described the main problems of this approach, and analyzed the challenges that must be overcome in the management and sale of confiscated property.\n\n- TI Ukraine experts became members of the group discussing the protection of third party rights in the confiscation mechanism, in particular, they provided their proposals for the relevant draft law. We also prepared a scientific justification for optimizing Ukrainian and international law on high-quality confiscation of Russian assets.\n\n- On January 14, 2025, the President submitted an urgent draft law (No. 12406) (https:\u002F\u002Fitd.rada.gov.ua\u002FbillInfo\u002FBills\u002FCard\u002F55621) to parliament, criminalizing the circumvention and violation of sanctions in Ukraine. TIUs contributions have directly informed reforms in procurement, asset management, and anti-corruption policy, leading to measurable institutional change.\n\nPublic Procurement Reform  ProZorro and DOZORRO Systems:\nTIU has been instrumental in developing and maintaining the ProZorro e-procurement system and its civic monitoring platform DOZORRO, both of which are now fully institutionalized and operated by the Ministry of Economy. The Government regularly uses TIUs analytical reports to identify procurement risks, improve regulations, and enhance open contracting standards. TIUs advice directly influenced legislative amendments to the Law on Public Procurement (2023), strengthening oversight and preventive control mechanisms.\n\nPublic Asset Management  Prozorro.Sale:\nThe Government has implemented TIUs recommendations through the Prozorro.Sale platform, which ensures transparent and competitive management of state and municipal assets. TIUs methodology for risk assessment and auction transparency was adopted by the State Property Fund of Ukraine, leading to more efficient and accountable privatization processes.\n\nState Audit and Oversight:\nIn cooperation with the State Audit Service of Ukraine and the Accounting Chamber, TIU has developed analytical methodologies and IT tools to monitor public procurement efficiency and detect irregularities. These tools have been incorporated into the Governments oversight systems and are used for performance and compliance audits.\n\nAnti-Corruption Policy and Integrity Systems:\nTIUs expertise has informed the National Anti-Corruption Strategy (20212025) and related action plans. Recommendations provided by TIU were reflected in policy measures aimed at strengthening whistleblower protection and conflict-of-interest regulations.\n\nOpen Data and Digital Governance:\nTIUs advocacy for open data standards influenced the Cabinet of Ministers 2022 Open Data Roadmap, promoting greater transparency in state information systems and enabling public oversight of budget and
