The rapid expansion of the network speaks favorably of a decentralized, self-sustaining civic engagement, where local actors increasingly take ownership of dialogue and problem-solving processes.\n\nThe Ukraine War Archive represents another major outcome, fundamentally changing how evidence of war crimes is collected, preserved, and used. Civil society organizations, media actors, and accountability mechanisms now operate with access to a structured and secure repository of verified information. This has shifted practices from fragmented and ad hoc documentation toward systematic, standardised, and legally relevant evidence gathering, directly contributing to national and international justice efforts. Collaboration has improved, with over 150 actors working through coordinated systems and shared methodologies, replacing isolated efforts. Civil society is increasingly used by government bodies and investigators, evolving from observers into active partners in accountability processes.\n\nThe use of advanced technologies (AI, big data) has further enhanced capabilities, enabling large-scale analysis and new functions such as tracing patterns and identifying missing persons.\n\nAt the institutional level, relationships between civil society and state actors have also evolved. The formalized cooperation with the Ministry of Foreign Affairs illustrates a growing recognition of civil society as a strategic partner in advancing Ukraines international advocacy and cultural diplomacy. This marks a shift toward more structured and collaborative approaches, where documentary film and human rights narratives are actively used to amplify Ukraines voice globally.\n\nIn parallel, the programme has contributed to changing standards within the cultural sector itself. Accessibility measuressuch as subtitles, audio description, and sign language interpretationhave become common practices rather than optional add-ons, broadening inclusion for audiences with different needs. These changes indicate a move toward more responsible, inclusive, and forward-looking cultural practices.\n\nOverall, civil society actors are seemingly now more capable, connected, and vocal, contributing directly to accountability, public discourse, and long-term justice.\n\nOverall, the programme is clearly making a difference. It has strengthened the capacity of citizens to engage with democratic values, enabled communities to act collectively under extreme conditions, enhanced the role of civil society in accountability and advocacy, and fostered more collaborative relationships with public institutions.
