Upgraded internal infrastructure and transparency protocols.\n\nThe Government of Ukraine has actively utilized the Agency for Legislative Initiatives (ALI) analytical products, policy advice, and expert support in advancing institutional reformsparticularly in the context of Public Administration Reform (PAR), judicial modernization, and EU integration alignment.\n\nPublic Administration Reform (PAR):\nALIs annual Shadow Reports on PAR Implementation have served as independent assessments complementing the Governments official monitoring. Findings and recommendations from ALIs reports have been incorporated into the Governments updated PAR Strategy 20222025, including measures on performance evaluation of civil servants and digitalization of HR systems (HRMIS). Ministries and the Secretariat of the Cabinet of Ministers used ALIs evidence-based analyses to design reform monitoring frameworks.\n\nEU Integration and Legislative Alignment:\nSince Ukraines recognition as an EU candidate in 2022, ALIs expertise has guided the Government Office for European and Euro-Atlantic Integration and Verkhovna Rada committees in shaping negotiating positions for EU accession. ALI experts have been directly engaged in five governmental working groups drafting Ukraines EU negotiation chapters, influencing official positions in areas such as Justice and Fundamental Rights and Public Administration Reform.\n\nJudicial and Constitutional Reform:\nRecommendations from ALIs functional and institutional analyses of the Constitutional Court and High Council of Justice were used to refine digitalization strategies and streamline internal governance. The Constitutional Court incorporated ALIs recommendations into its 20242026 modernization plan, particularly regarding electronic case management systems.\n\nIn sum, ALIs contributions go beyond analysisthey shape government decisions, policies, and institutional reforms, serving as a bridge between evidence-based research and policy implementation in Ukraines ongoing democratic transformation and EU integration process.\n\n Closing Notes\n\nDespite war conditions, ALI effectively adapted and exceeded targets in key areas.
