Analysen identifierade ett antal kritiska och sammanlänkade grundläggande hinder för ungdomar att inkluderas i värdekedjan och värdekedjestrategin formulerar ett antal rekommendationer mot basis av detta och vilka marknadsaktörer som berörs. Mot bakgrund av den Upgrading VC Strategy som formulerades har ICA valt ut och prioriterat ett antal rekommendationer som projektet kommer att fokusera på baserat på rimlighet för genomförande under projektperioden, FAOs komparativa fördel, samt förekomsten av andra både offentliga och privata aktörer att arbeta med för att åstadkomma systemisk förändring. Dessa inkluderar att öka och stärka ungas engagemang och roll i bl.a. fröproduktion (seed production) och fröförökning (seed multiplication) samt stötta implementeringen av Zambias nationella strategi för mekanisering av jordbruket, samt även arbeta med normer kring unga kvinnors inkludering i arbetet. Pilotverksamheten som genomförts under 2026 har bl.a. faciliterat förtydliganden av vad fröföretag (seed companies) och fröbearbetare (seed processors) konkret efterfrågar, och vad det finns för behov hos ungdomsgrupper och utbud hos leverantörer av utrustning inom sektorn för att möta efterfrågan, för att mot basis av detta utforska affärsmodeller som skulle stärka förutsättningarna för marknadsaktörer inom fröproduktion, fröförökning och fröbearbetning att arbeta med ungdomsgrupper.\n\nUM Zambia är involverad i dialogen på landnivå. \n\nSynergier finns mellan ICA och ILOs Systems Change Initiative (SCI) som stöttas av Sida globala stöd till ILO. ICA har regelbundna konsultationer med ILO SCI för att främja synergier, rådgöra och stärka kapaciteten kring både anständigt arbete (decent work) aspekter och MSD-ansatsen. ICA har även använt sig av det nätverk av MSD-experter som ILO upparbetat. \n\n\nPISA-programmet\n\nDen övegripande leveransen ligger i linje med förväntat genomförande - där den övergripande målsättningen är att stärka integreringen av en systemansats inom FAO över lag, för att ökad hållbar effekt av programverksamhet på landnivå.\n\nDen Community of Practice (CoP) som projektet avsåg skapa som ett forum för kapacitetsstärkande och erfarenhetsutbyte lanserades 2024 och överträffade redan då förväntningarna, och därtill har ett viralt community etablerats under 2025. Vid tiden för rapporteringen har forumet 285 medlemmar, varav 51 % är kvinnor. Ca 50 av dessa deltar regelbundet - vilket kan jämföras med målsättningen på 25 för hela projektet. En av riskerna som Sida identifierade som central under beredningen var att intresset\u002Fengagemanget från FAOs landkontor att ingå i programmet skulle vara lågt, och möjligheten att få genomslag i genomförandet på landnivå skulle vara begränsat, men redan efter förra årets rapport noterade Sida risken som avklarad och konstaterar efter årets rapportering att intresset och efterfrågan är fortsatt högt.\n\nDessa medlemmar representerar sammanlagt 128 projekt som identifierats som relevanta att ingå som särskilda piloter att stärka systemansatsen i. Det slutgiltiga urvalet av pilotländer är vid rapporteringstillfället inte gjorts, men flera av de potentiella projekten genomförs i Sidas partnerländer, såsom Afghanistan, Albanien, Etiopien, Georgien, Kenya, Rwanda, Somalia, Sydsudan, Turkiet, Uganda, Ukraina och Zambia. Detta har inkluderat bl.a. praktiska erfarenheter från operativ verksamhet i länder där systemansats har applicerats, hur man hanterar eventuella mål\u002Fintresse-konflikter inom systemansatser, vad som räknas som evidens, hur man designar och implementerar en Theory of Change som stöttas av ett adaptivt MEL-system, genomförande av djupgående systemanalyser. Deep dives kommer utformas utifrån dessa lärtillfällen och genomföras i de System Change Learning Labs som kommer initieras under den sista tiden av projektet. Även kunskapsprodukter, inkl. ett digitalt resurscenter, kommer utvecklas under sista tiden av projektet. (Källa: Project Implementation Progress Report, s. 6-7).  \n\nArbetet med att identifiera institutionella flaskhalsar för att arbeta enligt en systemansats har fortsatt och nyckelavdelningar har genomfört en gemensam workshop för att utveckla en systemkarta och ett ramverk för den reformrapport som ska levereras av projektet och peka ut institutionella och organisatoriska förändringar som behöver göras inom operativa modaliteter, policyer och annat för att främja användandet av en systemansats i FAO-insatser. Denna karta finns som bilaga för årsrapporten. Uppslutningen av avdelningar vad god, vilket är avgörande för gemensam reflektion och förankring. Deltog gjorde Office of Evaluation, Office of Innovation, Offfice of Strategy, Programme and Budget, Resource Mobilization Division, Project Support Division och Partnerships and UN Collaboration Division. Målsättningen med den slutgiltiga rapporten är att konsolidera en lista med konkreta rekommendationer som ska presenteras för FAOs högsta ledning och förhoppningsvis medlemmarna under kommande Programkommittée.
