This is also attributed to the shortage in capacity of local Validation and Verification Bodies (VVB's). The Expert Desk conducted a study to identify root causes behind verification bottlenecks and assess whether constraints were primarily related to the number of verifiers, their sectoral expertise, geographic presence, or operational conditions. The study findings were validated by findings by other organizations including; Environment for Development (EfD) and the Voluntary Carbon Markets Initiative (VCMI). This work has led to the establishment of a technical team bringing together V Skogen; EfD; ICRAF; GIZ; VCMI and NEPAD to jointly work on mechanims for strengthening VVB capacity in Africa thus contributing towards an enabling environment for carbon markets development in Africa. This work continues in 2026. \n\n(b) A-Z guideline for developing Finalised information material from 2024 - The Carbon Expert Desk developed an A-Z Guide for Developing an AFOLU Carbon Project, the Tool for Assessing Carbon Project Proposals, and a FAQ relating to carbon finance and projects. The materials have actively been used throughout the year in advisory dialogues and technical reviews, including in support to the Ministry of Environment and Climate Change in Somalia.\n\n(ii) Expert Desk offer to embassies and support provided to embassies and other Sida strategies\n\nIn January 2025, the Carbon Expert Desk was introduced to Sida and Swedish embassies through two digital launch sessions. A key focus was to develop and present a clear and understandable offer, outlining what types of support the Desk provides, within which thematic areas, and how Sida and embassy staff can request assistance. Core tools, including the checklist for assessing carbon project proposals, were presented as concrete examples of the Desks support. With this, there was a common understanding of the Expert Desks role and provided a practical basis for future engagement and advisory requests. Below are examples of the concrete support provided by the Carbon Expert Desk in 2025:-\n\nEvaluation of the Carbon Expert Desk\n\nAn independent evaluation of the expert desk was conducted covering the 2024-2025 project period which included Sida staff, embassies, and other stakeholders who received the advisory support. The results from the evaluation indicated that, the Expert Desks support primarily contributed to improved capacity within Sida and embassies to engage with carbon projects, rather than immediate project-level results. Based on the evaluation report, the Expert Desk displayed overall satisfaction, highlighting the Carbon Expert Desks responsiveness, technical competence, and the ability to simplify complex issues, while partners emphasised its clarity and professionalism.
