It is expected that this experience and progress will be shared with other county assemblies and their youth stakeholders to promote peer to peer learning and replicate success across other counties in Kenya, which is one of the target countries within the programme. \nTI Kenya advocated for stronger anti-financial crime measures and beneficial ownership compliance at the Kenya Anti-Financial Crime Summit. \nAs part of the preparations for Uganda's national budget for the financial year 2025\u002F2026 and improve taxation system, SEATINI, in collaboration with the Tax Justice Alliance Uganda (TJAU), organized a strategic retreat during which, members developed and submitted 25 alternative tax proposals from civil society to the Ministry of Finance, Planning, and Economic Development on September 15, 2024\n\nOn the asset recovery: Verbal assurances from Sierra Leone and Zambia to sign cooperation agreements for asset recovery through civil enforcement has been reached between governments of these countries and Restitution.\n\nAt the ECOWAS\u002FSADC, Progress has been made in Liberia towards an openly accessible beneficial ownership register, with a target for live publication by early 2026.\nAlso, AFRODAD together with Africa Minerals Development Centre (AMDC) conducted four strategic engagement to revise the African Mining Vision Action Plan and Governance Framework to reflect current realities, including critical minerals and fiscal policy.\n\nOutcome 2:  CSOs influence policy and decision makers to adopt accountable and transparent Public Financial Management (PFM) policies and practices at national, regional, and continental levels\n\nTI Kenya and AFRODAD, through the Okoa Uchumi Coalition, made submissions on the Kenya Finance Bill 2024. They highlighted the negative impact of punitive and regressive tax measures on citizens and emphasized the high debt service costs over government service delivery. Their recommendations focused on fiscal responsibility and prudent management of public funds. Civic education efforts by CSOs and the media raised public awareness, leading to widespread outcry and calls to reject the Bill. This public pressure resulted in the withdrawal of the Bill and increased scrutiny of public finance management laws and processes.\n\nOutcome 3: Strengthened collaboration and synergy within the civil society organisations within the economic justice and womens rights movement in Africa to contribute to gender-just, accountable, and sustainable Domestic Resource Mobilisation in Africa\n\nAFRODADs flagship conference on debt and development, AfCoDD, linked debt issues with feminist perspectives, aligning with the campaign Africa the Rule Maker, not the Rule Taker. The conference proposed a feminist economic model that prioritizes social justice, equity, and the well-being of all citizens. The main target audience included political leaders, technical experts, civil society organizations, and African citizens. The conference aimed to foster dialogue and commitments to address Africa's debt crisis and promote sustainable development.\n\nOverall, much of the results are at the level of commitments, or endorsement rather than finalized policy change or implementation at this stage but is assessed to be well on track with the partners having momentum to build on in the coming implementation year and half.\n\nThere were no findings with regards to financial audit, whereas the management control findings listed three aspects: Weakness in time sheet management, inconsistency in the accounting policy applied and gaps in partner oversight management i.e delays and gaps in partner reporting.\n\nOn the weakness in time sheet managagement, Diakonia reports acknowledgement and commit to ensure that it does not occur in the future in the ML. Further, a system upgrade has been made to simplify the recording of time spent on different grants. The inconsistency in the accounting policy entails the accrual basis of accounting Diakonia applies and the fact that it paid a transaction relating to staff medical insurance that was prepaid for the months of January to August 2025 in the period ending December 2024. Diakonia will apportion future costs that relate to different calendar years in the future. Oversight in management relates to the delay in partner submitting the project annual audit reports and ML beyond deadline and the echange gains\u002Flosses not disclosed in the financial report.
