These outcomes include both expected deliverables aligned with the original project design, as well as some encouraging, unanticipated developments that emerged organically from the implementation process.\n\nAmong the most significant expected results was the successful launch of the project itself, marked by the signing of the Memorandum of Understanding in December 2024. This formal agreement between SPPS and its Moldovan counterparts not only established the framework for collaboration but also signaled mutual commitment to shared goals. It was closely followed by the first steering committee meeting, which brought together key stakeholders including the Ministry of Justice (MoJ), the National Administration for Penitentiaries (NAP), and the National Inspectorate for Probation (NIP). The meeting served to align strategic priorities and resulted in the endorsement of the 2025 activity plan and budget, securing a clear operational path forward.\n\nOne of the projects early cornerstones was the context analysis of the six selected pilot institutionsfour prisons and two probation offices. This analysis, which involved extensive data collection, interviews, and site visits, yielded valuable insights into the current state of the Moldovan correctional system. These findings not only informed the development of assessment tools and checklists but also laid the groundwork for future institutional audits and improvement planning.\n\nAnother important result was the formation and mobilization of the SPPS HR expert group. In August 2024, these senior experts participated in a dedicated workshop to refine the projects results framework, ensuring their professional insights were integrated into the projects strategic objectives. By November, they had also received targeted training to prepare them for short-term expert assignments in Moldova, equipping them with the practical tools and understanding needed for effective fieldwork in a complex institutional environment.\n\nA major procedural milestone was the finalization of the projects results and risk matrix, submitted to Sida in September. This document not only outlines the project's main objectives and key activities, but also anticipates potential risks and proposes mitigation strategies. The matrix will serve as a living document, subject to biannual review, and will be supported by a forthcoming baseline study planned for spring 2025.\n\nA particularly impactful achievement was the development of checklists based on European Prison and Probation Rules, intended to guide upcoming institutional assessments. These tools were introduced during a two-day workshop held in December 2024, which gathered representatives from all six pilot institutions. The workshop not only provided technical training but also emphasized the importance of change management and staff involvement in reform processes. Feedback from participants was overwhelmingly positive. They appreciated the hands-on approach and reported gaining a much clearer understanding of how to apply international standards within their specific institutional contexts.\n\nWhile these accomplishments were largely in line with expectations, several unexpected yet highly beneficial outcomes also emerged. One of the most notable was the rapid improvement in local stakeholder engagement following the December workshop and project launch events. \n\nAnother unanticipated development was the projects strategic pivot concerning the HR software component. Originally, SPPS had intended to play a lead role in designing and implementing an HR digital system. However, after assessing internal capacity and consulting with partners, it became clear that this component would be better handled by UNDP, which is managing a larger, related initiative. SPPS therefore repositioned itself as a technical advisor in this area. Sida approved the reallocation of funds originally budgeted for software development, which allowed the project to invest in other high-impact activities, including the recruitment of additional staff and the launch of Quick Impact Projects. This decision highlighted the project's agility and its ability to respond flexibly to changing circumstances. This component will still be further disscused, as UNDP is funded by INL U.S. Department of State is reorganizing their assistance and correction system might lose funds coming from US on the digitalization efforts.\n\nIn addition to these programmatic outcomes, the project also experienced growing recognition as a coordinating actor in the Moldovan corrections field. Through consistent collaboration with the Council of Europe, UNDP, UNODC, and UNOPS, SPPS helped ensure that reform efforts were aligned and that duplication was avoided. This role was not originally a core objective of the project, but it evolved naturally from SPPSs proactive engagement and capacity to convene stakeholders. The proposal to establish a coordination group for all organizations working in the prison and probation sector is a testament to the value of this emerging leadership role.\n\nOverall, the projects initial phase has delivered planned outputs. These early results not only validate the projects strategic approach but also set the stage for a productive second year. By combining structured planning, technical expertise, and an openness to adapt, SPPS has created the conditions for sustained institutional reform and stronger human resource management across Moldovas correctional system.\n\nUpdate September 2025:\nKey milestones include the signing of the Memorandum of Understanding in December 2024 and the first steering committee meeting, which aligned strategic priorities and endorsed the 2025 activity plan and budget.
