This will cause in more\nacute weather patterns in terms of additional droughts and more severe floods.\nThese changing climatic conditions will impact rural populations, as there will be insufficient availability of water during droughts and dry spells, while at the same\ntime intensifying the flood risks due to heavy precipitation events\u002F extreme\nstorms. The most at­ risk are the poor, and women are especially vulnerable.\nThe poverty rate in rural areas in 2019 was 34.5%, three times higher that in\nurban areas. A significant part of the rural population works in subsistence\nagriculture and risks falling below the poverty line, given the ongoing energy and\nsecurity crisis and extreme climate­ related events.\nIn the next phase of the 4 years project, Sida will provide 53 mil. SEK  which will be concetrated for the development of the 25 SECAPs (sustainable energy climate action plans) in 25 communities across the country, supporting 80 households leaded by women and 25 women lead the business in agriculture. The project is co-financed by Norway with approximately 38 mil. SEK. \nUNDP Moldova has as an objective to advance\nthe gender equality in the context of climate change and resilient building efforts\nboth at the national and local level. The evaluation criteria were approved by the Steering Committee on October 10, 2024, and the Call was launched with a deadline of November 30. The evaluation stage has begun, and 20 communities will be chosen in early 2025 to develop or update their Sustainable Energy and Climate Action Plans (SECAPs). These plans aim to achieve gender-responsive climate adaptation and mitigation. Additionally, a new competition in 2025 will select five amalgamated territorial units for support in developing Gender-Sensitive Sustainable Climate and Energy Plans, along with technical and financial assistance for implementation. The selection criteria for this competition will be approved in early 2025. The Project team has also started a gender analysis to integrate gender-related inputs into the adaptation component of National Determined Contributions 3.0. This policy document was recently developed by the Ministry of Environment with UNDP support.\n\nThe commencement of activities under Outcome 2 is scheduled for 2025. In preparation, a preliminary discussion was held in 2024 with the Ministry of Economic Development and Digitalization.\n\nUnder Outcome 3, the focus has been on deploying the Energy Communities concept in Moldova, continuing from the ResCom1 framework. The second phase supports the Ministry of Energy in developing a Rulebook for Renewable Energy Sources Energy Communities (RES EC). Additionally, a promotion campaign has been designed to widely disseminate its benefits, in collaboration with other partners. As part of the same Outcom, the twelve (12) localities benefiting from this support have been informed about the continuation of the partnership, following the gender-sensitive climate plans developed in phase 1.\n\nRegarding Outcome 4, work on the Knowledge Platform has begun in collaboration with the UNDP National Adaptation Plan 2 Project. A list of materials produced under ResCom 1 has been identified and will be incorporated into the www.clima.gov.md website. This platform will serve as a one-stop shop for anyone seeking information on climate-related topics.\n________________________________________________________________________\nDuring the second year of project implementation  - 2025 year (and the first full year implementation as project started in August 2024, with de-facto 5 moths implementation) all the activities were conducted within all 4 project outcomes, undertaken in line with the approved Annual Work Plan (AWP) by the Steering Committee meetings.\n\nDuring the 2025, the project achieved substantial progress in implementing planned activities by consolidating and expanding strategic partnerships. Key collaborations were established with the Alliance for Energy Efficiency and Renewables, the National Institute for Administration and Public Management, and the Organisation for Entrepreneurship Development, National Centre for Sustainable Energy Development. At the same time, partnerships with central authoritiesincluding the Ministry of Energy, Ministry of Environment, Ministry of Agriculture and Food Industry, and Ministry of Economy and Digitalisationwere successfully maintained, ensuring alignment with national priorities. Furthermore, the Project broadened its stakeholder engagement by involving new actors such as the Network of 12 Business Incubators, the LEADER Association, and NGOs active in energy-related initiatives, thereby strengthening the ecosystem for sustainable and inclusive development.\n\nUnder Outcome 1,  the project completed the competitive selection and endorsement of partner communities in 2024 through two calls for proposals (20 localities and five amalgamated territorial units), receiving 70 applications; 20 localities and five LPA groups were approved by the Project Board, with formal collaboration launched in February 2025. Additional Swedish funding enabled additional communities using the reserve list, increasing coverage to 42 communities and allowing full-scale implementation of local-level SECAP processes. Therefore, the selected communities are now supported in the participatory development or update of Sustainable Energy and Climate Action Plans (SECAPs) as the core instrument for gender-responsive climate mitigation and adaptation. Activities included official SECAP launches, comprehensive data collection, and seven targeted capacity-building workshops. A partnership with the Ministry of Labour and Social Protection granted LPAs access to the energy vulnerability database, strengthening the energy-poverty components of SECAPs.\n\nIn paraller, the project advanced gender mainstreaming by conducting a gender analysis and integrating gender considerations into three national strategic documents, while also providing targeted recommendations for five policy and regulatory drafts expected in 2026. Legal and policy inputs contributed to amendments to legislations, enabling the establishment of the first voluntarily amalgamated units in July 2025. Institutional capacities were further reinforced through the creation and equipping of Centres for Unified Service Provision and the mapping of local administrative services and normative tools. Also, national and local multistakeholder events throughout 2025 enhanced dialogue, coordination, and participation on climate and gender policy processes. These engagements fostered shared understanding, knowledge exchange, and collaboration among authorities, civil society, regional actors, and the private sector.\n\nWithin the Outcome 2, the project key achievements include identifying a national partner to develop a gender- and climate-responsive training programme for civil servants which led to initiating collaboration with the Entrepreneurship Development Organization (ODA) and the national network of Business Incubators, to be further supported through a structured capacity and institutional strengthening programme in the genderclimate domain.\n\nMoreover, the NATIONAL INSTITUTE FOR ADMINISTRATION AND PUBLIC MANAGEMENT (INAMP) which holds the national mandate for civil-service training, was engaged as responsible party for co-developing and delivering a modular climate and gender curriculum: Climate Resilience and Gender Equality were developed: one for public servants and one for institutional trainers, complemented by a comprehensive trainers guide to ensure standardized, high-quality delivery.\n\nThe project supported the formalization of a long-standing informal network of 131 women agri-producers originally facilitated through UNDP support and active for over three years into a women-led institutional platform, entitled the Women for Resilient Agriculture (FAR) Association.\n\nUnder the capacity building program in gender and climate area for the Business Incubators the dialog with the Entrepreneurship Development Organization (ODA) to define the framework of collaboration was initiated and the first joined informative and training session on gender-climate area was delivered to the 12 Business Incubators across the country.\n\nFollowing the call - expression of interests, resulted in the selection of a consortium comprising the National Rural Development Network LEADER (RNDRL) and INAMP which will facilitate the national Community of Practice (CoP), manage a Call for Papers and Practices, and implement a Community Fellowship Programme supporting eight local climate leaders.\n\nThe project Outcome 3, is primarily focused on delivering grant support to a broad spectrum of beneficiaries, including LPAs, agribusinesses, and womenled households across 40 selected localities nationwide, encompassing Transnistria and ATU Gagauzia. Prior to the provision of grant assistance, these localities began receiving technical support in 2025 for the development of Sustainable Energy and Climate Action Plans (SECAPs), enabling the identification and prioritization of communitybased climate adaptation and mitigation initiatives in 40 localities (including five amalgamated units), targeting LPAs, womenled enterprises, and womenled households.\n\nAlso, in 2025 the project advanced the deployment of the Energy Communities concept, building on 2024 preparatory work. Threfore, three NGOs, namely ACSA, EcoVisio, and Green City Lab, which were engaged through grants to pilot diverse models and strengthen local expertise, while awareness campaigns reached over 250 community members. In coordination with the Ministry of Energy, the Public Services Agency, and ANRE, a legal form and registration package were agreed to enable piloting despite existing legal constraints. As a result, in 2025 four energy communities were launched: two municipality-led communities in Loganesti (25 members) and Cociulia (7 members), and two condominium-led communities in Chiinu and Codru covering 92 apartments. All four were registered as legal entities by year end and are pending inclusion in the ANRE registry. The next phase focuses on operationalization through procurement and installation of photovoltaic systems, supported by technical and advisory assistance on energy management, smart distribution, monitoring, storage, demand-side management, and self-consumption optimization.\n\nUnder the same Outcome, twelve localities advanced implementation of gender-inclusive climate adaptation and disaster risk reduction plans. Ten LPAs prioritized renewable energy measures to address rising electricity costs, while two LPAs (Sîrma and Tuzara) focused on disaster risk reduction and waste management. During the 2025 period, each received USD 30,000 in grant support with at least 10% co-financing. \n\nAs a part of the Outcome 4, work on the Knowledge Platform started in partnership with the UNDP National Adaptation Plan 2 Project, integrating selected ResCom Phase I materials into www.clima.gov.md as a national one-stop hub for climate information. Visibility events and promotional materials highlighted Phase 2 activities, including two partnership certificate award ceremonies engaging over 60 communities and strengthening local ownership. The project also increased the visibility of women agri-producers through fairs and national campaigns. \n\nThe 2025 year ended up with a High-Level National Dialogue on climate and gender, convening national and local stakeholders to strengthen womens leadership in climate-resilient agriculture. As part of this dialogue, a dedicated product fair showcased the work of women agri-producers, further increasing their visibility and fostering market linkages.
