Two interim reports were delivered during the reporting period: an analysis of Ukraine's current waste management tariff system, and a comparative study of European practices (Sweden and Poland). The reports conclude that Ukraine's fee system must be restructured to finance essential investments  including landfill upgrades and aftercare  while incentivising separate collection, producer responsibility, and waste reduction.\n\nAnother achievement is that following a WM4U study visit to Stockholm, Ukraine Ministry of Development decided to prepare the adoption of the Nordic waste labelling system and sent the draft to other ministries for its approval. The initiative marks another important step towards harmonising Ukraine's waste management practices with European standards, and in guiding Ukrainian citizens in proper waste sorting and recycling.\n\nLocal level results\n\nFour municipal clusters were selected as the main geographical focus for supporting municipalities Ivano-Frankivsk, Kremenchuk (Poltava Oblast), Lozova (Kharkiv Oblast), and Vinnytsia. These municipal clusters represent 46 municipalities and approximately 1.7 million people. MoUs were signed with the main municipality in each cluster and the Oblast Administrations. Four Swedish counterpart clusters were established: South cluster (led by Sysav), East Cluster (led by Stockholm Vatten och Avlopp), West Cluster (led by Avfall & Återvinning Skaraborg) and North Cluster (led by Gästrike Återvinnare).\n\nOne of the focuses during the reporting period was to carry out Baseline Reports for the 4 clusters. The baseline identified several common characteristics of waste management systems across the clusters, including:\n\n• Waste management service coverage is around 70%\n\n• Separate waste collection has been introduced in some TCs\n\n• None of the existing landfills meet EU standards\n\n• Waste collection services are primarily provided by municipal utility companies\n\n• Tariffs are set below cost-recovery levels, requiring subsidies from municipal budgets\n\n• Separate collection of food\u002Forganic waste has not yet been introduced\n\nThe main challenges faced by the clusters include:\n• Unequal service coverage, with rural areas remaining underserved\n• Overloaded landfills operating at low environmental standards\n• Limited and fragmented recycling systems\n• Outdated\u002Finsufficient equipment and poor road infrastructure\n• Low public awareness of waste management and recycling practices.\n\nWM4U facilitated broad stakeholder knowledge exchange through participation in key conferences: ReThink Waste (Lviv, October), Modern Ecopolitics of Ukraine (Kyiv, November), Ukraine's Energy and Climate Investment Roadshow (Stockholm, October), and ReBuild Ukraine (Warsaw, November), where WM4U co-hosted sessions on sustainable waste systems and green city planning.\n\nDuring the reporting period, donations included 1662 waste bins and containers of various volumes and a biomethane garbage truck delivered to four Ukrainian communities across 3 different clusters.\n\nThe donations (seven in total) during the reporting period included:\n\n- 191 waste containers from Uppsala to Lozova municipality\n- 240 waste containers from NSR (Helsingborg) to Kremenchuk municipality\n- 550 waste bins from Ystad to Kremenchuk municipality\n- 1 garbage biomethane truck from Renhållningen Kristianstad to Lozova municipality\n- 224 waste containers from Borås to Lozova municipality\n- 105 waste containers from NSR (Helsingborg) to Luka Meleshkivska municipality\n- 352 waste bins from Sigtuna to Vinnytsia municipality\n\nThese donations have a tangible impact on the ground, and for instance Lozova reported that thanks to these donations, bin availability in the city rose from 34% to over 55%, and enabled the municipality to introduce separate waste
