Lack of functioning childcare for children younger than three combined with a traditional view of gender norms where women are expected\ntaking primary responsibility for children and household chores constitute tangible obstacles to women's participation in the workforce. Today, public childcare does not have the capacity to meet today's demand. The large flows of internally displaced persons from eastern and southern Ukraine to the western parts of the country have also contributed to a skew in the supply and demand of childcare. By scaling up ongoing pilots and developing new alternative private forms of childcare, the project will contribute to increased opportunities for women to participate in working life. The project will also support female entrepreneurs and work to support changes in gender norms. Since women make up a majority of the workforce in the childcare sector, the project has the potential to also directly contribute to more job opportunities for women. In addition to this, the ILO will also support the relevant authorities and the government in implementing recently adopted laws that regulate how childcare and pre-school activities are to be conducted.\n\nThe project will work at the national, regional and local levels, focusing on the regions of Odessa, Mykolaiv, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Sumy and Chernihiv.\n\nThe main target group for this project is workers in vulnerable situations, especially women and those who are otherwise outside the labor market. During annual review meeting in April 2026, the project received a request from Sida to include the description of the target groups in the narrative report.\n\nAs the mid-term evaluation completed in April 2026 points out, the project has been successful in building institutional capacity, developing policy frameworks, and designing innovative childcare models. However, the translation of these achievements into scaled service delivery, private investments mobilisation and widespread behavioral change remain limited.\n\nOutcome 1: Private sector actors are actively involved in the expansion of childcare services. The employer-supported childcare solutions are lagging behind as the calculations during the preparatory phase demonstrated that the establishment of on-site childcare rooms at enterprises would require a high average investment (about USD 9,000 per child\u002Femployee) and carries significant sustainability risks, including uncertainty regarding long-term demand. The implementation partner has been selected and the implementation of 3 new pilots is underway (against 9 target by project end; the target was revised from 12 to 9 at the end of 2025). Also, no potential investors have formally expressed interest in funding childcare center during the reporting period (against the target of 2 investors). The project expects to intensify the investment dialogue following the piloting and demonstration of viable business models.  \n\nThe scale up of previously tested alternative childcare solutions has worked better with 10 participants (against 20 target by project end) who developed the strongest business plans are awarded start up plans and are currently in process of establishing facilities: 1 family-based facility, 4 mini-kindergartens and 5 pre-schools under PPP arrangements are expected to become operational until July 2026.  Significant progress was made in developing and piloting new alternative childcare models - 7 facilities are being piloted under three new models (coworking, school-based and mobile kindergardens) against 6 initially planned pilots: 3 coworking childcare facilities of private form (1 in Sumy and 2 in Kharkiv oblasts) are scheduled to be launched by May 2026, 2 school-based models in Odessa oblast to be launched by July 2026 and for mobile kindergartens, 1 launch will be in Kharkiv in July and Chernihiv in June 2026.\n\nRecognising and professionalising the nanny occupation outcome has delivered good results: the Nanny School course was adapted into a Training-of-Trainers format and delivered through 8 TVET institutions across seven regions (exceeding the target of at least 5 regions). 3 selected TVET institutions are being equipped and capacitated to deliver the Nanny School training independently. One of these institutions will be guided through the process of establishing a qualification centre, strengthening certification mechanisms and contributing to quality assurance and professional recognition of the occupation. \n\nOutcome 2: Enhanced legal and policy framework and improved social norms facilitate access to childcare options, enabling women to (re)join the workforce. The project contributed to evidence-based policy discussion on childcare investment and women's employment. Fiscal and employment projections generated through the ILO Care Policy Investment Simulator informed national dialogue on the economic and labour market benefits of expanding childcare services. In addition, the joint ILOUNICEF National Study on Access to Early Childhood Education and Care and Womens Economic Empowerment will be presented in May 2026 and will provide further evidence to guide future policy reforms. This study is also expected to inform communication and awareness campaigns aimed at addressing gender stereotypes and promoting work-family
