interventions for each of the three goals:\n\nGOAL 1: Strengthen the rule of law and accountability for human rights violations.\n\n- Strengthening the capacity of justice actors to apply human rights standards in the administration of justice and provide accountability for human rights violations, by providing technical assistance and capacity-building to judges, prosecutors, and public defenders and facilitating dialogue amongst them to promote understanding and application of human rights standards in the administration of justice, particularly in situations of conflict and counterterrorism.\n\n- Strengthening human rights compliance and the protection of civilians in conflict by security institutions, through capacity-building and technical assistance on human rights including the integration of modules in military academies and schools, the review of internal policies and procedures, and the set-up of oversight and accountability mechanisms for addressing human rights violations by these forces.\n\n- Strengthening the mandate and capacities of the National Human Rights Commission, including a National Preventive Mechanism to bolster its role in promoting the implementation of human rights standards and recommendations of human rights mechanisms. This will be done through legal advice on the draft law regulating the Commission to align it with the Paris Principles, and technical assistance and capacity-building on monitoring and reporting and other functions relevant to its mandate.\n\n- Building the capacity of the Inter-ministerial Commission on Human Rights and International Humanitarian Law, through the provision of technical assistance and training to enhance its capabilities as well as advocacy to enhance the implementation of human rights recommendations and State compliance with its obligations.\n\nGOAL 2: Enhance participation and protect civic space and counter discrimination.\n\n- Strengthening the ability of civil society organisations and human rights defenders - including women and environmental defenders - to monitor, report and advocate for human rights, including through engagement with human rights mechanisms and participation in decision and policy-making processes, and by providing capacity-building and acting as a convener of diverse groups for the defence of their rights.\n\n- Promoting the adoption and implementation of laws and policies that protect civic space and promote equality and counter discrimination, particularly those upholding the rights of persons with disabilities, by providing legal advice and other technical assistance to Parliament, Government, and other relevant stakeholders, and monitoring implementation and providing support for effective enforcement of relevant laws.\n\n- Mainstreaming human rights and leave no one behind approaches in development, peacebuilding, and humanitarian responses. This entails supporting the UNCT  to engage coherently to promote and protect civic space, including based on human rights monitoring and analysis of civic space trends, the situation of human rights defenders, and electoral processes, and through targeted advocacy drawing on evidence-based analysis.\n\nGOAL 3: Advance sustainable development through human rights.\n\n- Strengthening the capacity of national institutions to develop and implement a national action plan on business and human rights, and to review normative frameworks relevant to business operations for their compliance with human rights standards. At the same time, several unexpected results also emerged from the interventions.\n\nThe results presented here contribute to Strategic Goal 2.1: strengthening democracy and respect for human rights and the rule of law, including the reduction of corruption and 4.1 Strengthening the conditions for preventing and managing crises and conflicts peacefully.   The results presented are included in the 2024 annual report (OHCHR. Annual report 2025, Klaradia UM2022\u002F09836\u002FMAPU-19).\n\nExpected results achieved\n\nUnder the area of rule of law and accountability, OHCHR strengthened national engagement with international human rights mechanisms by supporting the National Mechanism for Implementation, Reporting and Follow-up, including preparation for the Universal Periodic Review (UPR) process. Civil society participation in these processes also increased, pag 4.\n\nAccess to justice in Cabo Delgado improved through legal assistance to 338 detainees, resulting in nine releases and 20 trials, as well as support to mobile courts and training of 87 justice actors on human rights standards, preventive detention and conflict-related sexual violence, pag 4.\n\nOHCHR also strengthened the capacity of the National Human Rights Commission (CNDH) through institutional support, training and joint monitoring activities. This included support to the First National Forum on Human Rights in Times of Crisis, which brought together more than 100 stakeholders and generated commitments to review the CNDH law and strengthen accountability mechanisms, pag 5.\n\nWithin the security sector, the project contributed to integrating human rights standards into policing and military operations. Examples include the development of a Handbook on Human Rights and Law Enforcement with the police (PRM), training of police trainers, and integration of human rights modules into the Military Academy curriculum. In total, 170 military officers received training prior to deployment in Cabo Delgado, pag 6.\n\nIn the area of civic space and participation, OHCHR monitoring and advocacy increased public visibility of post-election human rights violations and informed statements by the UN Secretary-General, the High Commissioner for Human Rights and Special Procedures mandate holders. The project also strengthened civil society organizations ability to monitor violations and engage with international mechanisms, including support for UPR, pag 6.\n\nSignificant progress was also achieved on disability rights. OHCHR supported implementation of Law No. 10\u002F2024 on the rights of persons with disabilities, including development of an implementation decree, awareness campaigns, training of public officials, and production of Braille copies of the law, pag 8.\n\nUnder business and human rights, the project advanced preparations for adoption and implementation of the National Action Plan on Business and Human Rights . OHCHR also strengthened awareness and technical capacity among government institutions, labour unions, civil society and the private sector on the UN Guiding Principles on Business and Human Rights, pag 9.\n\nUnexpected results achieved\n\nBeyond the planned outputs, several important broader and unexpected results emerged during implementation.\n\nOne major achievement was the signing of the Host Country Agreement in February 2026, formally establishing an OHCHR Country Office in Mozambique. This represented a significant institutional milestone and demonstrated increased trust and cooperation between OHCHR and the Government of Mozambique. Swedens long-term support was identified as critical in enabling this transition, pag 1.\n\nAnother important unexpected result was the strengthened recognition of OHCHR as a key and credible source of human rights information and analysis by the UN, donors, civil society and government actors, particularly during the post-election crisis. OHCHRs monitoring informed high-level international advocacy and increased pressure for accountability regarding post-election abuses, pag 1.\n\nThe project also generated stronger institutional collaboration with security institutions than initially anticipated. The Joint Action Plan with the Ministry of National Defence and the launch of the Model Police Protocol process with the PRM Central Command were described as major breakthroughs in embedding human rights standards within military and policing systems, pag 2.\n\nIn Cabo Delgado, cooperation between justice actors, military institutions and humanitarian actors improved through joint trainings and coordination on conflict-related sexual violence.
