A combination of carefully planned activities and opportunistic achievements helped position the project for success in advancing justice sector reform in Moldova.\n\nAmong the expected results, the official launch of the project was a major milestone. Held on 15 November 2024 in Chiinu, the event brought together 35 participants representing Moldovas key justice institutions  including the Ministry of Justice (MoJ), National Integrity Authority (NIA), National Anti-Corruption Centre (NAC), National Institute of Justice (NIJ), and the Union of Authorized Administrators (UAA)  alongside representatives from Sida, civil society organizations, academia, and development partners. The event underscored Moldovas strong commitment to transparency and digital transformation and served as a platform to formalize institutional buy-in.\n\nIn parallel, IDLO made strong progress on internal project preparations. It conducted stakeholder consultations and initiated coordination mechanisms with core beneficiary institutions, notably the MoJ and NIA. These discussions laid the groundwork for structured collaboration and facilitated alignment with Moldovas national reform and EU integration objectives. In addition, IDLO finalized the Terms of Reference for six key technical and legal expert positions, ensuring readiness for recruitment in early 2025. These profiles were specifically tailored to meet Moldovas institutional needs in areas such as digital governance, legal reform, and IT infrastructure.\n\nThe inception phase also advanced initial steps toward establishing the Digitalization Sectoral Council (DiSC) within the MoJ  one of the projects core outputs. Early work focused on defining the Councils structure, drafting internal rules and procedures, and planning its operationalization. This effort represents a critical step toward institutionalizing digital transformation leadership within Moldovas justice sector.\n\nBeyond these planned activities, the inception period was also marked by several unexpected yet impactful achievements. Notably, in response to requests from NIA and NAC, IDLO facilitated Moldovas participation in the 23rd European Partners Against Corruption (EPAC) and European Contact-Point Network Against Corruption (EACN) Conference held in Bucharest. This led to two major and unanticipated successes: the National Integrity Authority (NIA) was accepted as a full member of the EPAC network, and the National Anti-Corruption Centre (NAC) signed a landmark Cooperation Agreement with the European Public Prosecutors Office (EPPO). These developments significantly strengthened Moldovas international credibility and partnerships in anti-corruption efforts, aligning with the projects broader goals of promoting transparency and accountability.\n\nThe activities undertaken during the inception period have created a solid platform for deeper engagement, technical implementation, and long-term institutional strengthening in the months ahead.\n\nUPDATED RESULTS 2025:\nDuring the reporting period, the project achieved important results in advancing the modernization, transparency, and efficiency of Moldovas justice sector, while supporting the countrys broader reform commitments under the European Union accession process. The interventions implemented under the Sida-funded project have contributed to strengthening institutional capacities, establishing governance mechanisms for justice sector digitalization, and preparing the development of key digital systems that will enhance integrity oversight, administrative efficiency, and transparency across justice institutions. These results support Moldovas alignment with the EU acquis, particularly under Cluster 1  Fundamentals, which covers rule of law, judiciary reform, anti-corruption, and fundamental rights, and corresponds to Chapter 23 (Judiciary and Fundamental Rights) and Chapter 24 (Justice, Freedom and Security) of the EU accession framework.\n\nA key expected result achieved during the reporting period was the establishment and operationalization of the Digitalization Sectoral Council (DiSC) under the Ministry of Justice. The Council was formally institutionalized through a ministerial order and now serves as the primary coordination mechanism for digital transformation initiatives across the justice sector. Composed of representatives from 23 institutions, the Council provides a structured platform for dialogue, strategic planning, and coordination of digital reforms, ensuring that individual institutional initiatives are aligned with national priorities and EU requirements related to transparency, interoperability, and efficiency in justice administration. The establishment of the DiSC represents an important institutional milestone, addressing longstanding fragmentation in the development of digital systems within the justice sector and strengthening the governments capacity to coordinate reforms required for EU accession.\n\nAnother significant area of progress relates to the advancement of the e-Integrity system for the National Integrity Authority (NIA). Through a comprehensive business process analysis and extensive technical consultations with the beneficiary institution, the project defined the functional and technical requirements for a digital system designed to automate the verification of income and asset declarations submitted by public officials. Once developed and operationalized, the system will allow for automated calculation of discrepancies between declared income and assets, risk-based identification of suspicious declarations, and automated assignment of cases to inspectors. This will significantly enhance the NIAs ability to detect potential integrity violations and increase the efficiency and transparency of integrity verification processes. The development of the e-Integrity system contributes directly to the implementation of Reform 7.1.1-5 under Moldovas Reform Agenda, which focuses on improving the effectiveness of corruption prevention and strengthening institutional and legislative frameworks for integrity oversight. It also supports the achievement of the Reform Agenda indicator requiring that all asset declarations be submitted electronically and processed through a digital system that ensures interoperability with national registries through the MConnect platform.\n\nProgress was also achieved in the area of economic governance and justice administration through the preparation of an Integrated Case Management System (CMS) and electronic insolvency register for the Union of Authorized Administrators and the Ministry of Justice. During the reporting period, the project conducted a detailed business process analysis examining the operational procedures, legislative framework, and technical needs associated with insolvency case management. This analysis laid the foundation for the development of a digital platform that will standardize insolvency case administration, improve monitoring and reporting of insolvency proceedings, and enhance transparency for creditors and other stakeholders. Currently, insolvency procedures in Moldova rely heavily on fragmented systems and manual processes, which limit oversight and reduce the efficiency of insolvency administration. The future CMS and electronic register will replace these processes with a centralized digital system, enabling better data management, improved reporting, and greater transparency of insolvency proceedings. This reform contributes directly to Reform 1.1.1-4 under the EU Growth Plan Reform Agenda, which aims to enhance the competitiveness of the business environment through improved regulatory frameworks and the digitalization of administrative procedures, including the establishment of an electronic insolvency register and improvements to insolvency legislation and procedures.\n\nIn addition to these systems, the project also initiated preparatory work for additional digital platforms that will further strengthen governance and administrative efficiency within the justice and law enforcement sectors. Preparations began for the development of a digital contravention case management system for the Ministry of Internal Affairs, which will support the digital administration of administrative offence cases and improve the traceability, efficiency, and transparency of contravention procedures. The project also engaged with the National Anti-Corruption Centre (NAC) to strengthen mechanisms for institutional integrity reporting and dissemination of anti-corruption recommendations. These interventions aim to support improved monitoring of corruption risks, strengthen evidence-based policy development, and increase the implementation of integrity recommendations across public institutions. Together, these initiatives contribute to strengthening Moldovas anti-corruption framework and support EU recommendations aimed at improving the effectiveness of corruption prevention and oversight institutions.\n\nBeyond the expected outputs related to digital system preparation and institutional strengthening, the project also generated several positive developments that were not originally anticipated but have significantly strengthened the reform process. The participatory approach used during the business process analyses and technical consultations helped beneficiary institutions better understand their own operational procedures, identify regulatory gaps, and assess the requirements for digital transformation. As a result, institutions demonstrated improved internal capacity to analyze workflows, plan digital reforms, and engage more effectively with national digital governance structures responsible for system interoperability, cybersecurity, and data protection. This strengthened institutional readiness is an important enabling factor for the successful implementation and sustainability of the digital systems supported by the project.\n\nAnother important emerging result was the improvement in cooperation among justice sector institutions. The creation of the Digitalization Sectoral Council and the collaborative processes established during system design discussions created new opportunities for institutions to exchange information, coordinate digital initiatives, and discuss interoperability requirements with national platforms. Historically, many institutions developed digital tools independently, leading to fragmented systems that were difficult to integrate. The project helped shift this approach toward a more coordinated model of digital governance, encouraging institutions to align system requirements with national digital infrastructure and shared interoperability standards. This improved coordination is expected to reduce duplication of efforts and strengthen the overall coherence of justice sector digitalization efforts.\n\nThese results directly support Moldovas commitments under the EU accession framework, the National Programme for EU Accession 20252029, and the Reform Agenda under the EU Growth Plan 20252027, while also aligning with Swedens priorities to
