This brought the cumulative number of demobilized XCs to 80,908, compared with 7,953 demobilized in 2024, making it one of the largest DDR programmes currently under implementation in Africa. The programme also facilitated reinsertion payments of ETB 90,400 per XC for 75,746 XCs, amounting to approximately ETB 6.8 billion (USD 53 million), providing immediate financial support following demobilization.\n\nNational DDR systems Strengthened: In 2025, a further 30 national and regional NRC staff and partners were trained, bringing the total number trained through the programme to 67. The DREAM database was also transferred to and adopted by the NRC as a core tool for XC registration, profiling and case management, with all 80,908 demobilized XCs registered in the system.\n\nReintegration framework: The programme began establishing the systems needed to move from large-scale demobilization to longer-term reintegration. The NRC drafted a National Reintegration Framework in consultation with regional governments, providing a common basis for reintegration planning. In Tigray, the programme also assessed reintegration needs across five woredas and mapped 190 existing initiatives that could serve as referral pathways for XCs, creating an evidence base for linking demobilised XCs with employment, skills development and other services.\n\nInclusivity: The programme strengthened the capacity of the DDR process to respond to the specific needs of women, youth and persons with disabilities. 12,070 women were demobilised, while 76% of XCs were between 18 and 32 years old. Gender-responsive measures included nutritional support for lactating mothers and gender equality training for government staff. Approximately 42,923 XCs were registered as having disabilities, with specialised support provided through psychosocial services and MHPSS training for 320 persons with disabilities, including 35 women, and 10 caretakers. The programme also initiated the procurement of assistive devices and assessed the skills, employment and service needs of XCs with disabilities to inform their reintegration.\n\nStrengthened DDR data management: The Disarmament, Demobilization and Reintegration (DDR) Information Management System (DREAM) evolved into the backbone of Ethiopias national DDR programme, supporting registration, case management, beneficiary profiling, reintegration planning, and reporting. Enhanced biometric verification and data management functions improved data quality, accountability, and programme oversight, while regular analytical reporting enabled evidence-based planning and decision-making. By the end of the reporting period, DREAM had been successfully scaled to support the registration and management of more than 80,000 ex-combatants, reflecting strengthened institutional capacity and national ownership.\n\nCommunity recovery: The programme linked DDR with recovery in conflict-affected communities by investing USD 1.17 million in 29 infrastructure rehabilitation initiatives. These interventions strengthened the capacity of local institutions and service providers, including civil servants and medical personnel, and restored access to essential services for more than one million community members. This provided a complementary community-level dimension to the individual support provided through DDR.\n\nIndependent monitoring and early DDR outcomes: The programme completed its first independent rapid assessment of demobilized ex-combatants in Tigray, providing initial evidence of programme results. The assessment found that the demobilization and reinsertion phases largely achieved their immediate stabilization objectives, with beneficiaries reporting that the process was safe, transparent, and fair. Reinsertion support reached the intended beneficiaries and helped meet immediate needs, while more than 90% of respondents reported no contact with former commanders and almost all reported no pressure to remobilize, indicating successful disengagement from former military structures. Community acceptance was generally high, with limited stigma and strong social cohesion, contributing to a positive foundation for longer-term
