This ongoing support has been critical in enabling the team to operationalize interventions in a systemic and adaptive manner.\n\nOperational Set-up \n\nThe operational setup of the project office in Githunguri was finalized during the reporting period. This included the procurement of essential furniture and IT equipment, as well as the establishment of a fully functional workspace to support daytoday project implementation and coordination with GDFCS and other local stakeholders.\n\nDairy Academy Development \n\nDuring the reporting period, significant progress was made in advancing the Dairy Academy toward implementation readiness. Technical design work was refined through expert input, resulting in a consolidated singlephase construction approach, improved spatial layouts, and inclusivity considerations, while regulatory preparedness advanced with the completion and submission of the Environmental Impact Assessment to NEMA. Implementation planning was strengthened through the development of a detailed Gantt chart to align stakeholders on timelines and critical activities. In parallel, initial digital systems were established, including adoption of Kobo Toolbox for data collection and monitoring, ongoing work on datasharing protocols, and steps toward a shared digital repository for training materials, laying the foundation for effective operations and coordination.\n\nWorkstream 2\n\nStrengthening extension services: recruitment, training and deployment of 19 Dairy Extension Officers (DEOs)\n\nTo strengthen extension services, 19 new Dairy Extension Officers (DEOs) were recruited, reducing the farmer-to-officer ratio from 1:700 to approximately 1:350, moving closer to the recommended benchmark of 1:200. A costing and sustainability framework was developed to guide the 15month phased employment period, and UNIDO provided a grant to support the initial deployment of the new DEOs. The deployed DEOs are strengthening lastmile service delivery through training, advisory services, and farmer outreach, while UNIDO is providing technical support on monitoring, data collection, and reporting to ensure robust performance tracking and evidencebased implementation.\n\nEstablishment of digital systems for the Dairy Academy\n\nDuring the reporting period, initial steps were taken to establish digital systems to support training delivery, data management, and monitoring functions of the Dairy Academy. Kobo Toolbox was adopted as the primary platform for farmer profiling, data collection, and Monitoring and Results Measurement, alongside ongoing efforts to define secure datasharing protocols between UNIDO and GDFCS and to centralize training materials through a shared digital repository. These actions lay the foundation for an integrated digital ecosystem to support Dairy Academy operations and extension service delivery.\n\nCapacity Building on Sustainability for GDFCS Governance\n\nDuring the reporting period, the project delivered a dedicated sustainability training for the GDFCS Board of Directors to strengthen governance capacity and support the cooperatives transition toward sustainable and marketoriented operations. The training covered sustainability frameworks, supply chain and environmental management, cooperative governance, and financial literacy, and built on findings from the GDFCS sustainability assessment. Through interactive sessions, board members identified practical actions to improve milk quality, member engagement, and value creation, while integrating crosscutting considerations such as youth inclusion and inclusive governance. Overall, the training enhanced institutional capacity and ownership of sustainabilityoriented interventions, supporting the longterm viability of key project components.\n\nCurriculum development and formalization\n\nDuring the reporting period, progress was made in strengthening the content and delivery of project training. Existing training modules were reviewed and are being consolidated into a structured and accessible format for use by Dairy Extension Officers and partners. In parallel, the process of formalizing the Dairy Academy curriculum was initiated under UNIDOs technical leadership, supported by a dedicated workplan to guide standardization, consolidation, and future accreditation. These efforts aim to ensure that training delivered through both the Dairy Academy and extension services is standardized, scalable, and aligned with sector needs.\n\nWorkstream 3\n\nDuring the reporting period, Workstream 3 focused on the design and structuring of interventions in the prioritized areas of feed and fodder, as well as market access and processingincluding the qualitybased milk payment system and cold chainwith technical support from the MSD Helpdesk.\n\nFeed and fodder (incl. silage)\n\nWorkstream activities focused on designing and validating complementary feed and fodder interventions to address systemic constraints in feed availability, quality, and utilization. Three interlinked intervention tracks were developed: improved forage bundles with embedded advisory services, silage conservation kits for onfarm feed preservation, and marketbased local silage service provision models. The designs emphasize farmer adoption through demonstration farms, cooperativeled extension support, and partnerships with private input and service providers, while integrating gender and youthresponsive approaches. Progress included the development of concept notes, identification of partners, refinement of business and pricing models, and structuring of phased pilots, positioning the project for pilot rollout in the next phase in alignment with county priorities and scalability objectives.\n\nMarket access and processing (quality-based milk payment system and cold chain)\n\nThe project advanced the design and structuring of interventions to improve market access and processing efficiency, with a focus on piloting a QualityBased Milk Payment System (QBMPS) and strengthening firstmile cold chain solutions. An intervention strategy and concept note were developed with GDFCS as the anchor partner, aiming to transition from volumebased to qualitybased pricing through a phased introduction of milk quality parameters. The design was informed by a review of global best practices and partner learning, ensuring alignment with the Kenyan regulatory and sector context. In parallel, initial analysis of cold chain needs highlighted the importance of improved milk handling, cooling, testing, and traceability systems as critical enablers of QBMPS, with particular attention to inclusive adoption by women and youth.\n\nWorkstream 4\n\nWorkstream 4 focused on establishing the projects Monitoring and Results Measurement (MRM) system, with emphasis on commissioning a comprehensive baseline assessment aligned with the projects Theory of Change and Results Framework. Terms of Reference were developed to ensure robust mixed methods data collection across key outcome and impact indicators, including productivity, income, milk quality, and women and youth empowerment, and the procurement process was launched with proposals currently under evaluation.
